The following questions and answers are hereby incorporated into SP330025Q0290:
The due date for quotes remains Friday, 12/12/2025.
1. Could you please confirm whether the existing elevator equipment—particularly any units manufactured by KONE, Inc.—contain proprietary components, software, or controls? This may impact whether non-OEM contractors can perform full maintenance without restrictions.
With regards to the Bldg. 430’s six KONE Elevators. Software code and design for any elevator’s core operational logic are almost always proprietary and patent protected. With that said, yes, there are proprietary components such as the Door Operators, Traction Machines, Motors, Electronic Circuit Boards, and the Safety (leveling sensors and overspeed sensors) and Detection Devices.
2. Will a site survey or site visit be conducted that would allow vendors to evaluate the installed equipment and determine whether any proprietary limitations exist? If so, could you provide the schedule or details for that survey?
A site visit will not be conducted for this requirement.
3. Additionally, do we have any available technical information, model numbers, or documentation for the existing KONE equipment?
Yes. All Technical Information is found in the Machine Rooms of the respective equipment and can be made available upon request by the COR.
4. Finally, is there a current incumbent contractor performing these services, and if so, what was the previously awarded contract value or bid amount?
Yes, the current purchase order (SP330025P1258) is awarded to CAGE 0EQ47 at $21,080.00, period of performance 9/28/2025 – 12/28/2025.
The previous purchase order (SP330024P0558) was awarded to CAGE 6AV88 at $71,550.00, period of performance 3/29/2024 – 09/28/2025.
5. Could you please advise whether an extension may be granted? Due to the holiday period, many contractors are currently out of the office, making it difficult to obtain competitive quotes within the current timeframe. Also, considering the confirmation of proprietary components of the equipment in need of service.
An additional extension cannot be granted, as service of the new purchase order is required to begin on 12/28/2025.
6. Are any of the elevators, the dumbwaiter, or the platform lifts currently under a manufacturer warranty?
No. All warranty periods have lapsed.
7. Will DLA be providing historical maintenance logs or known deficiency reports before the PM start date?
All past logs are located with each piece of equipment in their respective Machine Rooms. Logs can also be made available from the COR upon request.
8. Are the three platform lifts currently operational or inactive?
The platform lifts are currently inactive.
9. For full-load and no-load annual tests, does DLA have preferred testing windows?
The Contractor shall inspect, test, and maintain all systems and equipment as defined in ASME A17 (IAW Sections 17.1, 17.2, and 17.7) and by the equipment manufacturer. All elevator inspections, annual no load and pressure test, and five (5) years full load weight test; annual dumbwaiter; and annual porch-lift platform testing shall be performed within three (3) months after the contract start date. The cost to perform these safety tests will be included in the price of the contract. The Contractor shall employ a third party, independent Licensed Elevator Inspector to conduct the required certification tests.
10. If site unseen, can you provide installation year of each lift?
Unknown at this time. COR will circle back with the Contract Specialist.
11. What are the model/serial numbers of the units you are requesting services for?
Please refer to Attachment 2 - Equipment List.
12. Is there an incumbent? If so, please provide the total contract value, length and number.
Please refer to response for question number 4 above.
13. Is the scope of work the same as the previous contract?
Yes.
