About this file
This document is a Questions and Answers (Q&A) file for Solicitation Number SP330025Q0098, addressing a software installation and equipment reactivation project for DLA Distribution Cherry Point, NC. The Q&A covers four key topics: technical capability submission requirements, past performance evaluation methods, bidder eligibility, and existing equipment details. Specifically, the government clarified that offerors can submit quotes for installation and support services for three years with no page count or font size restrictions, past performance will be assessed using SPRS or CPARS databases without requiring additional contractor-provided references, and firms with annual revenues over $25 million performing under NAICS 561621 are eligible to bid. Additionally, the solicitation involves reactivating two existing Security Asset Managers (SAM) manufactured by Key Systems Inc., which are already on-site and will require updated software and maintenance.

Question#1: Factor 1: Technical capability states offerors must be able to “Provide material(s) and services in accordance with the Performance Work Statement”. What format is desired for information from the offerors? Is there any restriction of page count, font size, use of graphics?
Answer#1: Under 52.212-1, it states, “Send in a quote that covers the installation and support services for years 1, 2 and 3.” There is no page count, any font size is acceptable, and graphics can be used.
Question#2: Factor 2: Past Performance states offerors will be evaluated on information obtained from SPRS or CPARS. Does the government intend to do this research solely based on our cage code or should prior contract reference information be provided?
Answer#2: The government will pull the information; no need to provide contract reference information.
Question#3: Will the government confirm that firms with average annual revenues greater than $25 million that perform work under NAICS 561621 are eligible to bid?
Answer#3: No set asides for this requirement. Annual revenues over $25 million are eligible.
Question#4: PWS paragraph 3.2.1 states “The Contractor will be responsible to procure all materials and equipment required for fulfillment of task…”. Is there any more information on the current equipment that can aid the offeror in pricing the equipment, licenses and other materials?
Answer#4 The (2) Security Asset Manager (SAM) manufactured by Key Systems Inc. are already on site. They had been used in the past but need to be reactivated along with all the updated software/maintenance.
