About this file

This document is Amendment 0003 to Solicitation SP3300-25-Q-0076 for Fire Suppression Maintenance at the Defense Logistics Agency (DLA) Distribution Depot San Joaquin, California. The amendment extends the solicitation closing date to 1:00 PM EDT on 5/20/2025 and provides responses to seven contractor questions regarding the fire protection systems maintenance requirement.

Key details include clarification that the contract covers inspection, testing, and maintenance (ITM) of fire protection systems in compliance with UFC 3-6-1-02, with contractors required to bring all systems into compliance during the base year. The scope explicitly excludes fire monitoring services, which are already contracted separately. Three additional documents (Combined FA As-Built, Combined FP As-Built, and ITM Records) will be provided upon request to the Contract Specialist. The solicitation requires contractors to meet Basic assessment requirements for Controlled Unclassified Information in accordance with NIST SP 800-171.

Amendment 0003

The purpose of this amendment is to provide answers to questions received from contractors interested in providing a quote for solicitation SP3300-25-Q-0076, and to extend the closing date of this solicitation to allow those contractors to review the provided answers and prepare their quote.

A. The solicitation closing date is hereby extended to 1:00 PM EDT on 5/20/2025.

B. The following are questions received from solicitation SP3300-25-Q-0076, for DDJC's Fire Suppression Maintenance Requirement.

1. Are the hydrants connected to the fire pumps?

a. Hydrants at warehouse 30 are connected to the fire pumps at building 28 and 44. All other hydrants are connected to the fire pumps at buildings 110 and 220 which supplement the potable water system in the event of water pressure drop.

2. The current due date is Saturday, May 10. Will that date remain?

a. Yes, the due date will be corrected.

3. The solicitation contains DFARS 252.204-7020 NIST SP 800-171 DoD Assessment Requirements. What requirements will the contractor be held to for Controlled Unclassified Information?

a. The contractor will be held accountable for whatever is required for a Basic assessment in accordance with NIST SP 800-171.

4. Are there any fire alarm and sprinkler drawings that can be posted for review?

a. Please see the best available as-builts.

5. Would the base year include all NFPA 25 five-year testing for the site or would this fall under year 1 option?

a. Contractor is to bring all systems into ITM compliance with UFC 3-6-1-02 in the base year. Systems may need 20yr, 10yr or 5yr inspections during the base year. See ITM records. Red and/or blank cells indicate past due inspections or insufficient records.

6. Please confirm that monitoring is excluded from this contract and contracted to a different vendor?

a. Monitoring is not included in this contract.

7. I was just making sure that this quote was only for inspections and maintenance and monitoring is not included and already in place. I am pretty sure that is accurate since nowhere in the scope asks for a monitoring contract.

a. The requirement is only for ITM meeting UFC 3-601-02 requirements. It does not include monitoring.

C. The following three (3) documents are added as attachments to solicitation SP3300-25-Q-0076.

These three attachments will only be provided upon request to the Contract Specialist. Request shall be made by email to Steven.Lesh@dla.mil.

- Combined FA As-Built

- Combined FP As-Built

- ITM Records

D. All other terms and conditions of the solicitation remain unchanged.
