Pre-proposal Conference Instructions –DLA Distribution Cherry Point, Marine Corps Air Station, NC (DDCN)

(a) A pre-proposal conference and site visit for DDCN will be held on site as follows:

Prospective offerors are encouraged to attend this conference. Interested parties must register with Amber Whitney by e-mail at amber.whitney@dla.mil NLT 12:00 PM, Wednesday, April 3, 2024. Each company is restricted to two (2) attendees per company per event. Registration requests shall provide the following information for representatives attending: Name, citizenship (i.e. U.S. Citizen, Foreign National, etc.), company name, e-mail address, phone number, and whether base access has previously been granted (i.e. military ID, Common Access Card, etc.).

Pickup point for the Pre-Proposal Conference and Site Visit: Holiday Inn Express & Suites Havelock 103 Branchside Drive, Havelock, NC 28532

All registered participants are required to meet at the pickup point each day, as well as provide their own transportation to and from the pickup location and all areas outside the official site visit/tour.

A bus service will be provided from the Holiday Inn Express parking lot to the conference, and to the various locations for the site visit. All registered participants are required to utilize this bus service. Participants will not be permitted access to the conference or site visit if they are not on the bus. The bus will depart the Holiday Inn Express parking lot at 8:00 AM EST on April 9, 2024, in route to the conference area for the pre-proposal conference, and at 7:00 AM EST on April 10, 2024, in route to the various locations for the second day site visit/tour. Registered participants are required to arrive no later than 15 minutes prior to the departure times to assist in meeting scheduled timelines. It is imperative that registered participants arrive on time, as access will be restricted to those on the bus.

(b) Base Entry Procedures for site visit:

Registered participants will be required to present proper photo identification (i.e. driver’s license, passport, etc.). Security Officers may perform a physical check of each participant’s photo identification against the list of pre-registered participants. A Defense Logistics Agency (DLA) representative will be on-site to facilitate the security check. Entry to the site will be denied if participants are not registered and/or do not provide proper identification.

(c) Considerations for the conference and site visit:

· Participants are advised that the site visit involves walking through the warehouses. Please indicate any special needs when requesting registration to ensure proper accommodations can be arranged.

· Dress code for the conference and site visit is casual. Participants are advised to wear appropriate clothing and closed-toe shoes to be safe and comfortable while walking through the distribution facilities. OSHA approved safety shoes/boots are recommended.

· No refreshments will be served. (Participants may bring a bottled water or a beverage in a seal-tight container.)

· Use of cell phones with digital cameras or cameras of any kind are strictly prohibited.

· If severe weather causes the base to close, the event will be re-scheduled. Pre-registered offerors will be notified as soon as practical regarding re-scheduling, if necessary. Stay tuned to local television and radio stations for weather reports.

· Prospective offerors are advised that the pre-proposal conference will be held solely for the purpose of explaining the specifications and terms and conditions of this solicitation. Any changes to the solicitation will only be provided by written amendments. If an amendment is issued, normal procedures relating to the acknowledgement and receipt of any such amendment shall be applicable. In no event will failure to attend the pre-proposal conference constitute grounds for a claim after award of the contract.
