Amendment 0003 is hereby incorporated into SP330024Q0040 to Repair Sprinkler Pipe bldg. 2001, DLA Distribution Susquehanna and shall become part of any contract issued.

Amendment 0003 is being issued to answer vendor’s questions, provide revised Specifications (Attachment 1), provide revised Submittal Registers (Attachment 2) and extend the due date for quotes to March 13, 2024 at 1:00 EST.

Question 1: Will the contractor be allowed to leave door 123 open during our work shift for access / offhaul?

Answer 1: Existing truck dock doors shall be normally closed. This is to maintain both building security and HVAC requirements. Contractor access through existing truck dock doors shall be limited to short periods of time as deemed necessary for access and delivery/removal of materials associated with the project. Truck dock Door shall not be kept open as a matter of convenience to the contractor.

Question 2: Will the use of gas / diesel equipment be permitted inside the warehouse for our work?

Answer 2: The Building 2001 ventilation system does not support operation of internal combustion engines running inside the building.

Question 3: Spec section 21 95 00.00 10 FIRE SUPRESSION REPAIRS AND IMPAIRMENT is referenced in spec section 21 13 13 but was not provided.

Answer 3: Updated Specification Section 21 13 13 is included in this Amendment.

Question 4: It appears that some of the Government required submittals for spec section 21 13 13 aren’t applicable to the project scope (ie SD-03 items) seeing that the sprinkler scope boils down to replacing a 90 with a thrust block and a vertical section of pipe to tie back into the existing riser. Can this be revised to better reflect the project scope?

Answer 4: Updated Submittal Register for Section 21 13 13 is included in this Amendment.

Question 5: Spec section 31 23 00.00 20 appears to allow the for the use of flowable fill as a backfill material but 03 30 00 does not provide the design mix. Please provide this information.

Answer 5: Specification Section 03 30 00 (and Submittal Register) has been revised to include requirements for Flowable Fill.

Question 6: Will the contractor be permitted to pump the spoils from any dewatering efforts outside the dock door? The only anticipated dewatering would come from draining the fire line – this roughly equates to a Sprinkler System Drain down in which the water is typically drained outside in this same area.

Answer 6: Accumulated water removed from excavation sites shall be run through an approved filtration device prior to being allowed to enter the existing storm sewer system. Adhere to the requirements of Specification Section 01 57 19.

Question 7: Will the contractor be provided a laydown area outside the building for a dumpster? Will the contractor be provided a laydown inside the building in relative proximity to the work area?

Answer 7: Yes. These activities shall be coordinated through the COR. Contractors should be advised that space inside the EDC is highly limited.

Question 8: will a fire watch be required?

Answer 8: The successful bidder will not be responsible to coordinate Fire Watch. DLA previously established Fire Watch condition due to the current condition. Fire Watch will be terminated by DLA after completion of repairs.

Question 9: the notes state only hand excavation is allowed due to the utilities in the location. Can any material be removed with equipment? Can a hydro vac be used?

Answer 9: General Note 4 on Drawing No. G-001 is a standard note and applies to all excavation work in close vicinity to underground utilities. This practice is based on maintaining a priority on safety. DLA does not wish to interfere with contractor means and methods. If a hydro vac will be used as a tool to perform excavation while maximizing safety in the vicinity of underground utility pipelines, such a practice would be deemed acceptable.

Question 10: if the concrete thrust block was poured around the footing and or pier does that material need to be removed by hand also? Or can we use a hydraulic breaker?

Answer 10: Contractor means and methods for the removal of existing materials as necessary to access the damaged sprinkler system supply pipeline shall maximize safety while simultaneously the risk of damaging nearby and/or adjacent facility elements.

Question 11: if the thrust block extends past the footer to the exterior, can that be accessed from the parking lot? If so should that cost be included, or will that be addressed if the condition is encountered?

Answer 11: The government’s design was generated based on field observation of water weeping from points behind the existing truck dock wall versus the concrete pavement outside of the warehouse. If during the progression of work as defined on the drawings it is determined that additional work is required outside the building, the government will examine conditions, alter its design as required and request a proposal from the contractor to perform additional work under a contract modification.

Question 12: the area we are given to excavate is small and will be 10’ deep. This qualifies for a confined space. With that equipment and the shoring in the pit, the work area is very small. Can the pit size be increased?

Answer 12: The contractor shall proceed to complete the work while maintaining safety requirements.

If the contractor determines that additional space is required beyond what is indicated in the government’s design and safety is the basis, an RFI should be submitted for review and approval which includes a clear delineation of additional space required, plus a price proposal for any additional costs above the contractor’s original bid.

Question 13: can the pipe repair and concrete work be done during normal hours? It will cost the Government considerably more to buy concrete on third shift.

Answer 13: Contractor shall refer to specification section 01 14 00 - work restrictions for "work hours" and "work outside regular hours." Work will be required to be performed outside normal working hours.
