TEST PLAN FOR PRESSURE-SENSITIVE ADHESIVE
LABEL MATERIAL COMPARISON
Project: TT-88-16
1. SCOPE
1.1 Scope. This test plan describes the critical tests deemed necessary to compare a new form of label to standard pressure-sensitive adhesive labels for use on military packaging.
1.2 Background. PSCC received a request from DLA Information Operations at New Cumberland, PA to perform comparison testing of a new form of label produced by a new handheld portable printer that appears attractive for portable applications.
The new type of label includes an attached ribbon that is peeled-off once the label is printed. On 8 August 2016 DLA provided sample labels printed on both the new and old label stock. As the organization that holds lead service responsibility for labels, PSCC will perform a series of tests to compare the labels, and determine the durability characteristics of the new labels.
2. APPLICABLE DOCUMENTS
2.1 General. The documents listed in this section are specified in sections 3 and 4 of this specification. This section does not include documents in other sections of this specification or recommended for additional information or as examples. While every effort has been made to ensure the completeness of this list, document users are cautioned that they must meet all requirements documents cited in sections 3 and 4 of this specification, whether or not they are listed.

3. GENERAL REQUIREMENTS
3.1 Test method and sampling. The quantity of label material samples shall be subjected to the referenced test method as specified in Table I. The total test quantities in Table I shall follow sequential testing as described in Figure 1. Only the critical tests listed in Table 1 shall be performed. Following the test sequence in Table 1, if failures are observed in sufficient quantity to disqualify the labels for military use, testing will cease in order to conserve government funds.

3.2 Test Surface. Each test sequence, unless otherwise specified, shall be conducted on stainless steel per ASTM D6252.
3.3 Test equipment. Test equipment and instrumentation shall be capable of achieving and/or measuring the range and tolerances specified herein.
3.4 No test. A specific test will be considered a “no-test” should there be a failure or data loss resulting from any of the following circumstances:
a. Test conducted at conditions beyond the planned requirements, singly or in combination, if a failure results solely from the excess conditions.
b. Tests in which malfunctions or data loss are caused by instrumentation, facility, test equipment failure, system error, or human error in test set up and operation.
3.4.1 Retest. If a specific objective is not attained in this test due to a “no-test,” the test may be repeated in its entirety, depending on the specific circumstances.
4. TEST METHODS AND PROCEDURES
4.1 Commercial Barcode Verifier. To determine readability of the barcode labels before and after testing, a barcode verifier will be used. The make/model is Webscan TruCheck Omni. This large format verification system combines linear barcode verification and condition/appearance tests into one "print quality" test IAW International Organization for Standardization/ International Electrotechnical Commission (ISO/IEC) 15415 and 15416 (Information Technology-Automatic Identification and Data Capture Techniques-Bar Code Print Quality test Specifications). The data verification meets Global Standards (GS1) and is compliant with ISO 15426-1 and 2 (Information Technology-Automatic Identification and Data Capture Techniques-Bar Code Verifier Conformance Specification) and provides clear reports of quality grade and data content.
4.1.1 The print quality shall be checked on each sample for baseline results in addition to being performed after the completion of tests 4.3-4.6.
4.2 Condition and Appearance. In accordance with MIL-PRF-61002B and standard laboratory practices, a visual inspection of all test specimens will be made before and after testing. In instances where a difference in appearance is evident, those differences will be annotated in the test results.
4.2.1 Markings shall be smooth, uniform, unsmeared in appearance, and free of conspicuously ragged edges. The visual inspection shall be performed on each sample for baseline results in addition to being performed after the completion of tests 4.3-4.6.
4.3 Peel Adhesion. The Peel Adhesion test shall be performed in accordance with ASTM D6252.
4.3.1 The Peel Adhesion test shall be performed on each sample for baseline results in addition to being performed after the completion of tests 4.4 – 4.6.
4.4 Contamination by Fluids. The Contamination by Fluids (Chemical
Resistance) test shall be conducted in accordance with MIL-STD-810 Method 504.1, Procedure II.
4.4.1 Test shall be conducted Stainless steel per ASTM D6252.
4.4.2 Test shall be performed on samples at standard conditions (23°C, 50%RH).
4.4.3 Application shall be by spraying, splashing, or brushing.
4.4.4 Test chemicals shall be as follows:
a. Water, distilled. Used as a baseline.
b. Heated detergent in accordance with MIL-PRF-61002B
c. Fuel oil diesel (DL-2) in accordance with A-A-52887A or commercial equivalent.
d. Insect repellant, personal application in accordance with NSN 6840-01-
284-3982 or commercial equivalent.
4.4.5 After completion of Contamination by Fluids test, all samples shall undergo visual inspection in accordance with paragraph 4.2, barcode verification in accordance with paragraph 4.1, and a peel adhesion test in accordance with paragraph 4.3.
4.5 Solar Radiation (abbreviated duration). The Solar Radiation (Sunshine) test shall be conducted in accordance with MIL-STD-810 Method 505.5, Procedure II.
4.5.1 Test shall be performed on samples that have been conditioned to standard conditions (23°C, 50%RH),
4.5.2 Test duration shall be 4 24-hour cycles.
4.5.3 Test specimen shall be examined and photographed after every 1 cycles to document any changes.
4.5.4 After completion of Solar Radiation test, all samples shall undergo visual inspection in accordance with paragraph 4.2, barcode verification in accordance with paragraph 4.1, and a peel adhesion test in accordance with paragraph 4.3.
4.6 Abrasion Resistance. The Abrasion Resistance test shall be performed in accordance with ASTM D7932.
4.6.1 Test shall be performed on samples at standard conditions (23°C, 50%RH).
4.6.2 Abrasion sample will be on a taber abrasion mounting card with NIST
1080A linerboard adhered to the surface
4.6.3 Each test surface can be sized to fit multiple label samples to reduce test time.
4.6.4 Labels will be abraded with a CS-10 wheel and a 250g weight on each wheel.
4.6.5 Labels will abraded for 200 cycles and examined for barcode verification in accordance with paragraph 4.1. Labels will be continuously tested every 50 cycles until failure of barcode verification in accordance with paragraph 4.1.
4.6.6 Peel adhesion test not required after completion of Abrasion Resistance test.
