1. Do you have any stats on how many cases of copy paper, ribbons and labels the OCONUS location orders as a minimum during the 12-month period? There are no stats available to determine what the OCONUS location orders may be.
2. Due to the fatality and availability of copy paper, will you allow Economic Price
Adjustment every quarter if necessary? Please refer to FAR 52.216-2
3. We noticed that a specific certification is required, UL/CSA certification. Can you provide us with the specific certifications that are required for the end use? Please specify where you are seeing mention of this certification so I can provide further clarification on it. Is it located within one of the ‘by reference’ provisions or clauses?
4. The Government's answers to questions might cause the vendors to have more questions.
Can the Government accept and provide a due date for Round 2 questions? We will allow an additional 5 days for clarifications to answers provided.
5. What is the delivery schedule requirement for each order? Refer to paragraph 11 and
FAR 52.211-9
6. Can you please confirm partial shipments are acceptable on orders shipping from multiple vendors? For example, labels and ribbons would be sourced from two different vendors. Is it acceptable to ship the ribbons separate from the labels? This will greatly impact freight costs. Yes, partial shipments are authorized.
7. Can the Government provide more detail on the actual applications? What are the labels being used for and what exposures will they see? What are the expectations for durability and longevity? For use with the various printers mentioned in the Schedule of Supplies. Durability and longevity must at least be equal to the Intermec products in accordance with First Article Testing.
8. Would the Government be interested in a recycling program for spent labels, liners, and/or ribbons? Not at this time.
9. Can the Government provide an example of how the EPA clause would work under this contract? Please refer to FAR 52.216-2
10. Does the EPA clause have to be initiated by the contractor or can the Government initiate the increase/decrease? Yes
11. "Variance in Quantity: Does the Government expect a price adjustment, up or down, based on the overages or underages respectively? If yes, will the delivery order be modified once the order has been delivered, receipted in, and invoiced? For example, it is industry standard practice for the contractor to invoice for the shipped quantity. If 1,000 labels were ordered and 1,100 were shipped - can the contractor invoice for the 1,100 and will the government pay the variance without modification to the delivery order?
Similarly, If 1,000 labels were ordered and 900 were shipped - should the contractor invoice for the 900 only and will the government pay the variance without modification to the delivery order?" There will be no price adjustment on the unit price, but the Delivery Order will be modified on the quantity to match actual amounts shipped.
12. Variance in Quantity: OR is it the Government's intent to accept overages/underages but pay for the delivery order as originally issued? For example, if 1,000 were ordered and 1,100 or 900 were shipped - is the Government going to pay for the 1,000? The Government will be responsible to pay for actual amount shipped.
13. Pallet Requirements: the RFQ states it is a requirement to ship on winged pallets. It is industry standard to ship on heat treated pallets that are NOT winged. Will standard heat treated pallets be acceptable? No, winged pallets are required.
14. Pallet Requirements: Will the Government accept plastic pallets in place of heat treated pallets? No
15. We have past performance ratings in CPARS. Can the Government reference those for this solicitation in lieu of SPRS evaluations? The Government will utilize both CPARS and SPRS to determine a vendor’s acceptable past performance.
16. Reference CLIN x005, Line 12: Column C lists part number E17551. Column D references part number E04812 in the beginning of the description. Is this a typo? Yes, this was a typo. See Schedule of Supplies_Revision2
17. Reference CLIN x025, Line 32: Column C lists part number E09603. Column D references part number E06172 in the beginning of the description. Is this a typo? Yes, this was a typo. See Schedule of Supplies_Revision2
18. Reference CLIN x025, Line 32: Column C lists part number E09603. Column D provides a size description of 3" Wide X 4" Long. Part number E09603 is actually 4" Wide X 3" Long. Is E09603 the intended part number? If yes, can the Government update the description in the schedule of supplies to reflect a size of 4" X 3" (not 3" X 4"). Yes, this was a typo. See Schedule of Supplies_Revision2
19. "Reference CLIN x025, Line 32: Column C lists part number E09603. Column D provides a description of 1920 Labels/Roll. E09603 has 2000 Labels/Roll. Is E09603 the intended part number? If yes, can the Government update the description in the schedule of supplies to reflect 2000 labels/roll? NOTE: This discrepancy is due to the size issue (reference previous question). A 3"" X 4"" label would have 1920 labels/roll where as a 4"" X 3"" label would have 2000 labels/roll." 1920 labels is correct for E09603
20. Are the winged pallets a requirement? Proposed OEM uses 48x40 recycled heat-treated stringer II pallets. Yes
21. How many total ship-tos in the US (CONUS)? And Outside the US (OCONUS)? (17) CONUS sites and (7) OCONUS sites
22. Proposed OEM ribbons are standard 1,476 feet or 17,712 inches. Ribbon CLIN #’s X026, X027 state 18,000 inches and CLIN028 states 18,036 inches. Is the 17,712 inch proposed OEM offers acceptable, which is less than max 18,000”? Yes, this is acceptable
23. If the specs of the PID part number in column C and the description in column D do not match (example: CLIN X003, E06175 is a TT Paper Label and description states Gloss Polyester Laminate label), which column do we use for label specs? Could you please clarify the specs. If there’s any discrepancies between the two, the manufacturer part number takes precedent and any quoted ‘or equal’ products must be equal or exceed
24. Do you require the rolls of labels and ribbons to be wound in or out? Outside Wound
25. Is the custom labeling on the packaging of the ribbons a requirement? No
26. What is the order frequency? Weekly/monthly, etc.? It will be determined by mission requirements. We are not able to determine actual frequency.
27. All CLINs use INTERMEC PM4i OR PD42 printers but CLIN’s X013, X015, X016, X022 also list Intermec 3400 and 4100 (3" / 8") printers. These printer’s ribbon specs do not work with proposed OEM stock ribbons. 4100 printer requires max ribbon of:
12,000" / 1,000 feet. 3400 printer requires max ribbon of: 6,000" / 500 feet. Can we still quote proposed OEM labels for these CLINs? Quote proposed OEM stock. Intermec 3400 and 4100 have been replaced.
28. In addition to CPI based price adjustment, can the provider justify price increases due to change in cost or shortage of raw material for the products? Please refer to FAR 52.216-
29. Most CLINs have conflicting information between the Intermec/Honeywell part numbers and information in the descriptions in column D.
• CLIN’s X003, X006, X007, X008, X020, X021, X022, X025:
PID P/N is a Coated TT Paper label Description says Duratran II Gloss Polyester Laminate. Which material is correct?

• CLINs X004, X005, X010, X011, X012, X013, X015, X016: Cannot find PID part number online and need direction on what material to quote.
• CLIN X008: Description says 5,333 LPR, but the PID PN is 2,000 LPR. Which is correct?
• CLIN X023: Requested LPR (115) doesn't match what would be on an 8" OD roll for 4 x 6 labels (approx 950). Please confirm LPR.
30. Honeywell is ceasing manufacturing of Intermec labels, label printers, and accessories, so we have been offering compatible products from our proposed OEM. Unfortunately, we have not been able to identify a source for CLIN X029 and X030. Would DLA consider removing the requirement for these items? Similarly, CLIN X001 and X002 will need to be sourced separately and may be considered special order. All items are required.
