About this file
This document contains questions and answers regarding Solicitation Number SP3300-24-Q-0005 from the Defense Logistics Agency Distribution for Intermec labels and thermal transfer paper. The solicitation requires labels and printer supplies for use in Intermec printers at DLA distribution sites in the United States and overseas locations. Key details include confirmation that the requirement is not a small business set-aside, pricing must be quoted at the time responses are due and cannot be separated for CONUS and OCONUS orders, minimum and maximum order quantities are governed by FAR 52.216-19, and overseas shipments may go to consolidated collection points before shipping to final destinations outside the continental US. Substitutions for specified label materials, ribbons, or paper weights will not be accepted without additional verification and testing by DLA.

1. What is the application for each label? (for example: asset tagging, pharmacy label, laboratory label, grocery label, etc) Asset Tagging, Asset shipments.
2. Each Thermal Transfer label requested specifies a form of Duratran II Polyester Laminate Thermal
Transfer paper. We have found that a number of the Intermec labels requested use Duratran II Thermal transfer paper that is NOT a polyester synthetic. For example, Intermec E06175, Intermec E06172, Intermec E04812, etc. Please clarify and please publish the physical and performance specifications of the label raw material if possible. See attached document on testing of these labels and required specifications along with an example report from previous testing we performed.
3. Since Intermec Ribbons are being discontinued, can we substitute a ribbon that we have tested & verified works in the specified printers but has an overall width of 4.33" (.08" variance from specification)? We can utilize the substitute ribbons. however, it will need to be tested at our lab with the proposed labels to ensure it meets DLAs requirements.
4. Specific to CLIN X0002/N0001307 - dependent on Answer to #1, can 20lb weight paper be substituted for 24lb if it still meets the application and performance requirements? The Government will not accept a substitute 20lb paper for 24lb paper.
5. Will DLA accept multiple offers from a contractor? No, one offer per contractor.
6. Can you confirm if this solicitation is a small business set aside? FAR 52.219-6 is referenced on page
5 of the solicitation, but a set aside is not stated elsewhere. This requirement is NOT a small business set-aside. The solicitation will be amended to have clause FAR 52.219-6 removed.
7. Based on the weight of paper and the OCONUS shipping locations, will DLA allow shipping to be quoted per order? Alternately, will DLA consider accepting separate pricing for CONUS and OCONUS orders? With the current pricing structure, OCONUS shipping costs have to be factored into pricing for both CONUS and OCONUS and may result in a higher overall cost to the government. The Government will not have separate pricing for OCONUS and CONUS, and all pricing must be quoted at time quotes are due, shipping shall not be quoted per order. Most orders that will be sent OCONUS if large enough will be shipped to Consolidated Collection Point (CCP) at CONUS location and then sent OCONUS.
8. Is there anything specifying minimum quantities per order? I’m wondering if these items will be placed as one large order or if they’ll all be broken up into many orders. Can you point me to the appropriate section or help me understand how that will work for this? Please refer to FAR 52.216- 19 Order limitations which discuss Minimum and Maximum order quantities.
9. Can the Government please confirm that we will be shipping to APO/FPO locations in the US for all overseas ship-to addresses? No. See the attached OCONUS Shipping instructions as part of the CSS.
