CDRL A009, Management and Contract Compliance Plan (MCCP)
The Contractor’s MCCP shall outline the methods and processes the Contractor will use to meet contract requirements.
A. The Contractor shall, at a minimum, include the following in the Management and Contract Compliance Plan (MCCP) addressing the terms and conditions of the contract, i.e. timeliness (APLs), quality, and process IAW DLA SOPS:
1) Discussion of well-rounded working knowledge of the WMS applications and significant expertise in distribution functional areas and their interfaces with various government systems to analyze system and operations issues.
a) Monitoring and evaluating incoming and banked workload to ensure quality and timeliness performance of all workload.
b) Measuring performance using WMS production data to analyze trends and identify problems in need of corrective action. Based on analysis of data, identify and implement improvements for impacted program areas.
c) Methodology for monitoring and determining trends that may impact APL performance.
d) Processes to obtain and analyze workload, production reports and other performance data available in the WMS.
e) Approach for work performance during IT downtime.
2) Integration of numerous distribution support functions, such as warehousing, transportation, PPP&M, inventory management, quality control, protection of government property, production control, as well as safety, security, equipment maintenance, and procurement support into an overall efficient and effective support effort to meet all contract requirements.
3) Approach for addressing contract changes IAW time lines requested by the Government for modifications and obtaining the accepted resources in the time-frame required.
4) Workload/workforce management processes that effectively prioritize work and staff appropriately to process incoming workload daily to perform “today’s work today, to include addressing workload received after the operational hours proposed (after duty hours, weekends and holidays) to facilitate an agile and flexible workforce to quickly react to fluctuations in the daily workload.
a) Managing and enforcing productivity and scheduling of personnel resources.
b) Discussion of tools established to be used to accommodate a minimum of a 10% workload fluctuations from the monthly contract projections.
c) Workforce performance evaluation system to be implemented and maintained to develop the workforce and achieve/maintain Trained to Standard requirements.
5) Risk Management and Employee Retention Plan that addresses:
a) Maintaining an experienced workforce with the ability to perform up to all training and performance standards for the life of the contract;
b) Mitigation efforts of turnover and minimizing the loss of human capitol throughout the life of the contract; and
c) Plan for immediately replacing the loss of critical skills and transactional system knowledge personnel with the required skill(s) and knowledge during full performance.
d) How the supervisory ratio will facilitate meeting all requirements for the life of the contract.
e) Specific analysis or economic study of the region to support your staffing approach is applied to retention.

The contractor's Management and Contract Compliance Plan (MCCP) shall include the methods to be used to monitor the operation to ensure success. The plan shall include methods to monitor, evaluate and address the contractors agility and flexibility to adjust for changes in the areas of: (1) workload; (2) productivity of personnel; (3) scheduling of personnel; (4) processes internal to the operation; as well as management and corporate oversite, etc); (5) References to other deliverable plans (QC Plan, MECSP, Customer Service Plan, ESD Plan, SOH Plan, Security Plan and Storage Plan) may be included in the overarching Management and Contract Compliance Plan.

Block 7 - Inspection and acceptance requirements:
The KO will review and accept the initial MCCP after coordination with the COR, J-3 Depot Operations and J-4 Policy & Procedures and when updates are submitted by the Contractor. The accepted plan and subsequent revisions will be incorporated into the contact by modification.
Block 14 - Distribution - During Contract Performance, the Contractor will submit original to Contract Specialist and copy to COR.
