RFP (4/9 revision) pp. 35-36 states:
• The Offeror shall identify its MOST relevant contracts or efforts performed within five (5) years of the solicitation .• The Government recommends submission of a total of five (5) contracts encompassing the prime offeror and/or any major subcontractors.
• For Tab 1 and 3: The index shall contain ALL relevant prime contracts and relevant subcontracts that the Offeror/major subcontractor is currently performing or has completed during the last five (5) years.
Question: Can the Govt. please clarify whether Tab 1 and Tab 3 should include all or the most relevant prime contracts and subcontracts being performed or completed in the last five years?

Tab 1 shall contain all relevant prime contracts and relevent subcontracts that the Offeror is currently performing or has completed in the last five years. Tab 3 shall contain the same information as tab 1, but for any Major Subcontractors.
If it is the Govt.’s intent to include ALL relevant prime contracts and subcontracts in Tab 1 and Tab 3, can the Govt. please clarify how the quoter and major subcontractors should address Tab 2? The instructions (clarified by Amendment 3) state that Tab 2 should include information for the references being submitted.

All tabs should be completed for each reference submiited. Tabs 1 and 3 are an index while Tab 2 is a narrative on the work performed and how it relates to this effort.
Can the Government clarify if the minimum of 20% of the total dollar threshold obligated to Major Subcontractors is calculated with labor funding only or if it also includes ODC funding?
RFP page 35 VOL II-Past Performance, paragraph 4
The total is the total dollar value of the proposal. This includes all costs.
Tasks to be performed include, but are not limited to: Developing engineered standards and staffing model application system to incorporate all new equations or allowances for usage on a DLA Distribution designated computer network.
Can the Govt. please clarify whether a “staffing model application system” currently exists?

Yes, there is a staffing model application system called PlanStaff Manager. DLA Distribution uses this system to review and validate impacts to staffing based on workload and engineered standards changes.
If a staffing model application system does not exist, can the Govt. please provide additional details as to the requirements/specifications for the “staffing model application system”? If a staffing model application system does exist, can the Govt. please provide additional details about the “staffing model application system”?
