APPENDIX 1
SigCom Mass Notification System Components
This page was intentionally left blank for duplex printing.
I. Summary
Sigcom equipment will be used for replacing the MNS audio panels and transceivers in 21 buildings at
Defense Distribution Center Susquehanna (DDSP) in New Cumberland, PA. The Remote Buildings included in this project consist of the following locations:
Building Numbers:
53 54 79 80 85
83 84 85 87 89
284 300 315 320 400
404 412 911 2001 2012
Currently DDSP has the following Vision 21 Receiving and Dispatching equipment located in the primary dispatch location (Building 911):
o 2 V21SP‐5 System Processor o 2 V21RM Receiver Module o 1 Live Voice Unit o 2 Battery Chargers o 2 Transmit Antennas (141.2 MHz) DTX‐142 VHF o 2 Receiver Antennas (139.650/139.675 MHz) DTX‐142 VHF o 1PC tied to 2 monitors, keyboards and mouse o 1 Desktop Microphone
The Remote buildings indicated in this project currently use two distinct SigCom technologies o Fire Alarm reporting uses the SigCom DTX series alarm boxes operating on a transmit frequency of 139.675 MHz o Live Voice MNS systems use SigCom 8 MJT‐A‐16 series transceivers operating on a transmit frequency of 139.650, a command frequency of 141.45 MHz and a voice frequency of 141.2
MHz
Currently, both the DTX and 8MTJ‐A‐16 units are communicating back to the Vision 21 units located in
BLDG 911.
The building upgrades listed under Remote Building consists of replacing the 8MTJ‐A‐16 units currently used in those buildings for live voice operation with the DTX series live voice transceivers.
The Vision 21 units in BLDGS 911 are not currently capable of communication with DTS transceivers for the purposes of live voice control. Therefore, upgrade the Vision 21 head end units to the next generation SigCom TRX50. This upgrade is essential to this proposal.
Install 2 new TRX50 Systems in Bldg 911. One of the TRX50 units will be used exclusively for the purpose of receiving fire alarms from the remote buildings. The second unit will receive fire alarms from the remote buildings. The second unit will receive fire alarms (providing the dual redundancy required in
NFPA 72 Chapter 27) and will also be configured to initiate and control both pre‐recorded and live voice messages in the remote buildings.
The TRX50 Systems in Buildings 911 for both Fire and Fire/Mass Notification “MNS” will replace the existing PC and the monitors, keyboards, etc. that the system operators currently utilize. Each TRX50 will have its own user display to receive and dispatch alarms, and the TRX50 with the MNS system will in addition, have the ability to control and activate the MNS messages. The new TRX50 Systems will be the primary user interface for the system.
All DTX style radio boxes (both existing and proposed) will be directly received and processed by the new TRX‐50s. This will allow the DDSP to discontinue use of the Vision 21 units as soon as all alarm and
MNS boxes are converted to the DTX technology.
However, in order to continue to receive alarms and control MNS messages in the legacy (i.e. User‐ powered, 8MTJ, 8MTJ‐A‐16, etc.) alarm boxes, the existing Vision 21 units will continue to remain in operation. These Vision 21 units will be reconfigured into a “black box” mode and will be used exclusively for the purpose of processing alarms from the legacy equipment and passing data back and forth between the TRX50 and the Remote Buildings using legacy equipment.
The TRX50 systems in Building 911 will be composed of the following:
o 2 ea TRX50‐SP‐002 Systems Processor Modules o 2 ea TRX50‐RM‐150 Radio Modules o 2 ea TRX50‐CM‐001 Charger Modules o 2 ea TRX50‐UI‐001 User interface Kits o 1 ea TRX50‐MNS‐002 Mass Notification Module o 2 ea TRX50‐IK Antenna Installation Kits o 4 ea BATT12V24 Batteries
Each remote building that is upgraded will receive a new DTX Transceiver (DTX‐H1R2‐LN16VS) and antenna. Each new DTX will have 16 supervised contact closure alarms inputs, as well as supervised serial port for connecting to addressable fire alarm control panels (FACP). With this configuration, it will be possible to remove the existing alarm boxes in each building and consolidate the fire alarm and MNS functionality into a sing DTX unit.
Each DTX will also be configured to control the MNS panels proposed below. This is accomplished through a bi‐directional supervised control interface port located in both systems. Use of this port allows control of the MNS panels from the new TRX50 head‐end systems to broadcast pre‐recorded and/or live voice messages. In addition, trouble alarms (conditions) from the MNS panels such as low battery, etc. will be passed through the DTX back to the TRX50.
The mass notification panels herein are SigCom’s MNS‐100EXP Mass Notification System. Each panel utilizes a 100‐Watt digital audio amplifier and will have 4 speaker loop outputs (Class A or B). These outputs are standard 25 Vrms, but can be configured 70 Vrms if required. The MNS‐100EXP has a supervised reverse polarity input or supervised dry contact input, which can be used to trip a pre‐ recorded Fire Alarm message initiated by the building FACP. In addition, the MNS‐100EXP is configured with a bi‐directional supervised control interface port used to interface with the DTX for control of the audio messages and MNS functionality from the head‐end TRX50.
Each MNS panel is equipped with 2 reverse polarity NAC outputs and 6 contact closure outputs, which can be used to control mass notification functionality such as message display signs, amber strobes, etc.
An unsupervised line level audio input is also available for interface to third party paging systems. This input is the lowest priority on the system and will not conflict with emergency operation of the system.
All devices to include speakers and strobes shall be compatible with the required Sig Com equipment as specified above.
Important: It is necessary to first upgrade the Vision 21 units in Bldg. 911 to TRX50 systems. Once that is accomplished, the remote buildings can be upgraded in any order and/or quantities. The TRX50 upgrades create the migration path to move from the MNS functionality to the current raid platform, while supporting operation of all legacy equipment during the migration.
