Amendment 0002
Amendment 0002 is incorporated into solicitation SP3300-17-B-0008 Repairs and Upgrades to the Mass Notification System, Various Buildings.
Amendment 0002 is being issued to answer vendor questions below. There is not sufficient time to answer any further questions, therefore no more questions will be answered. The Bid Opening is revised from August 17, 2017 at 2:00PM local time to August 24, 2017 at 2:00 PM local time.
Vendor Questions:
Question Response
1.
Alarm Notification Appliances CLASS A. Is class B acceptable for the notification circuits?
Yes.
2.
Remote LCD Text Display programming from Mass Notification Network. Is there an existing network being supplied by the base or are these stand-alone units that can be triggered from the base EVAC system? (The messages would be loaded at install and would only be changed on-site.)
The text displays are stand-alone units that can be triggered from the EVAC system. Pre-programmed messages are required and the ability for dispatchers at Building 911 to type in new messages for immediate display must also be provided.
3.
Amplifiers require 50% spare capacity after max settings of all speaker. Is this correct or is the standard 20% acceptable?
20% is acceptable.
4.
LCD, LED Display (VDU) Is this existing at the main building or is this to be provided separately?
This is existing in Building 911.
5.
Notification Speakers specified as WHITE in grid ceilings and RED in open WH. Is this correct?
Yes. White devices in finished ceilings to blend in with the décor, red devices in the open warehouses for device visibility.
6.
Visual Devices (FIRE) WHITE Clear lens with “FIRE” lettering, (EVAC) WHITE Amber lens with “ALERT” lettering.
This spec item conflicts with the legend on Drawing G-002. Are two different strobes being installed or are we using WHITE Clear lens with “ALERT” lettering for both signal type? Can we replace the covers on the existing fire alarm strobes to comply with the WHITE with “ALERT” lettering in the current locations and only install new speaker units as shown on the drawings? (These strobes can be activated for either the EVAC or FIRE system and could use the existing power supplies.)
Clear strobes only with “ALERT” are acceptable. Existing strobes that can be reused and have their lettering change may be reused.
Strobes are to be activated by the MNS system depending on the alarm received.
7.
Interface to base system (SIGCOM). Would another wireless manufacture like AES Intellinet be considered as a replacement
The only approved system is SigCom.
system for the current SIGCOM system? Data sheet included.
8.
Monitoring of points. Do all buildings need to be point by point annunciated to the make station or is ALARM/TROUBLE/SUPERVISORY sufficient?
All buildings are to be point-to-point.
9. Spare Parts: Does this apply to all buildings? Yes.
10.
Drawing G-002: Calls for system sensor and Wheelock strobe devices. These strobes will not sync with each other and require separate power supplies. Are Simplex strobes OK as an approved equal if they exist already as fire notification at a location?
Yes.
11.
Drawing G-002: The device legend specifies part numbers that indicate the SpectreAlert series from System Sensor. Many of these devices are discontinued, and were replaced with the new L-Series from System Sensor.
Are these approved as equal?
Yes.
12.
Drawing FD-119 through FD-122 Demo drawings do not show all existing fire alarm notification devices. Is it your intent to leave these devices functional or to remove them?
Can we use the existing wiring for “ALERT” strobes as now installed and install new speakers as shown on F-144 through F-147?
Existing devices may be reused if they are in like-new condition and are controlled by the MNS sytem.
13.
Would you consider the Lowell LUH-15T Uni-horn as approved equal for the Wheelock speaker cluster? Data sheet included.
Yes.
14.
Would you consider the Hyperspike Omni-directional Speaker as approved equal for the Wheelock speaker cluster? Data sheet included.
Yes.
15.
Would you consider fire alarm equipment manufacturers, such as Notifier by Honeywell, as approved equal for this project, especially for those buildings that do not contain current Siemens and Simplex equipment?
If a building does not contain Siemens fire alarm, and the devices that are proposed to be installed do not match the FACP manufacturer, a substitution request would have to be made on a building-by-building basis.
16.
Is the pump house (B2003) expected to receive mass notification equipment? I did not see this as part of the demo or design drawings.
This building is not in the project.
17.
Are there any buildings/areas that require after-hours work?
It is nor anticipated that after hours work would be required.
Areas that cannot be shut down during normal hours or areas that cannot be coordinated to be shut down during normal hours may need isolated
18.
Would you consider extending the due date of the bid approximately two weeks to allow additional time to review responses to RFI?
The bid opening is extended to August 24, 2017 at 2:00 PM local time.
19.
At what elevation do all of these devices get mounted? Some of these buildings have a ceiling height of 25’ or greater.
Devices should be mounted to the bottom of major structural elements and not to the roof deck in these taller areas. Care must still be taken to not interfere with material handling operations with final installed locations.
20.
Who is responsible for moving all desks, filing cabinets, materials and shelving that may need relocated for the contractor to perform the work required?
Desks, filing cabinets and shelves will not be moved. DLA personnel will be available to move material as it is scheduled ahead of time.
21.
In building 87 the steel is fire sprayed and we will need to remove some in spots. Can you provide a suitable fire spray that we can use to patch these areas?
There are numerous products for patching spray applied fireproofing. Please submit product with NRTL approvals during shop drawing phase.
22.
We didn’t get to see all buildings at the site visit. Can you provide the fire alarm manufacture and model numbers for all buildings?
See attached Amendment 0002 DLA Fire Alarm Systems.
23.
Building 79, there is a note for 2 rooms that states. Replace existing breaker with shunt-trip breaker to circuit supplying receptacles in this room. Interlock with fire alarm for disconnect. How many circuit breakers are required to be replaced with shunt trip breakers in each room?
One breaker per room.
24.
Building 79, shows an antenna symbol outside by the EVAC panel. Is this antenna for the mass notification (MNS) and is it new or are we reusing the existing fire alarm antenna?
This antenna is for the new MNS panel to report the status of the MNS system and the point-to-point status of the existing FACP.
If the existing antenna is functioning and compatible with new monitoring equipment, it can be reused.
25.
Building 54, shows 2 antennas. Are both of these antennas new? They show one symbol for the antenna at a certain size and the other one very small. Please clarify?
One antenna is to be installed for this building for a single point of reporting to Building 911.
26. Building 80, there is no antenna shown for this building. Please clarify?
An antenna is required. The existing antenna may be reused.
27.
Building 82 shows an antenna outside near the existing fire alarm panel. Is this a new MNS antenna for this building? If so does it need to be mounted so far away from the EVAC panel?
This is an existing antenna that may be replaced or relocated.
28.
Building 83 and 84 shows an antenna symbol outside by the one corner of the building. Is this antenna for the mass notification (MNS) new or are we reusing the existing antenna?
The existing antennae may be reused or replaced with new.
29.
Building 85 shows an antenna symbol outside the office area. Is this antenna for the mass notification (MNS) and is it new or are we reusing the existing antenna?
This antenna is for MNS and FACP reporting. The existing antenna may be reused or replaced.
30.
Buildings 87, 89, 315, 320, 400, 412, 911, 2012 & 2021, there are no antennas shown for these buildings. Please clarify?
The existing antenna may be reused or replaced. Building 911 does not have a transmitting antenna as the MNS panel connects to the Head End in the same building.
31.
Drawing F-141 building 404. They show a bold symbol “FACP” beside the EVAC panel. Is this a new fire alarm control panel or existing?
FACP is existing. MNS is new.
32.
Is the existing Fire Alarm system to be removed or will it act in conjunction with the new MNS? If it is removed, can it be removed after the new system is installed and operational?
Existing fire alarm is to remain and report to the new MNS panel.
33.
In office spaces with dropped ceilings, is it acceptable to run plenum wire above the ceiling or is conduit required? If conduit is required, is it acceptable to use flex to go from the conduit to the device box?
Plenum rated wire above ceiling is acceptable.
34.
Drawing Numbers F-135 and F-143 in Attachment L have a note that states
"INSTALL NEW SIG-COM HEADEND UNIT IN
DISPATCH". Currently DDSP has a SigCom Vision 21 head-end system located in Building 911, which is used to control the existing in-building mass notification system s and receive fire alarm messages from existing fire alarm transmitters in 40+ existing buildings at DDSP. This project replaces the radio transmitters and transceivers in 22 of those buildings. Is it DDSP's intention to upgrade the existing head-end system to the SigCom TRX50, which will enable communication with the new transceivers while simultaneously communicating with the remaining transmitters and transceivers in the other half of the buildings through one operator interface?
It is the intention to upgrade the Vision 21 with the TRX50.
35.
Attachment K Project Specifications and Submittals (see Division 28 Section 28 31 76 paragraphs 1.4.2, 1.4.3, 1.4.4 and 1.4.5) defines several types of equipment such as:
o Fire Alarm and Mass Notification Control Unit o Fire Alarm Control Unit and Mass Notification Control Unit o Fire alarm Control Panel o Mass Notification Panel (MNS)
a. It is the intent to only install new Mass Notification Panels that report the status and alarm conditions of the MNS panel and the existing FACP to Building 9111.
b. The new Mass Notification Panels are to be SigCom brand and the new transceivers are to be SigCom brand.
c. Interface with the base-wide reporting and mass notification shall take precedence.
Some of these classifications appear to have redundant functionality. However, the drawings (Attachment L) indicate only the installation of new Mass Notification Panels.
In consideration of the above:
a. Is it DDSP's intent to install new Fire Alarm Control equipment or strictly Mass Notification Panels?
b. Are the new Mass Notification Panels required to be compatible with the transceivers used to communicate with the base-wide Mass Notification system (Division 28 Section 28 31 76 paragraphs 2.17 and 2.18)?
c. In the event that compatibility with the base-wide Mass Notification system conflicts with individual specification requirements in 2.11, should compatibility with the base-wide system take precedence?
d. Is the interface to the base-wide Mass Notification system to be through a SigCom model DTX-H1R2-LN16VS transceiver?
e. Is the SigCom DTX transceiver to be connected both to the existing FACP for alarm reporting and to the MNS panels for base-wide Mass Notification simultaneously?
d. That is the model number.
e. The SigCom transceiver is supposed to be connected to the new Mass Notification panel only.
The FACP will be connected to the new Mass Notification panel for point-to-point reporting through the MNS panel.
36.
Where 4 speaker clusters are indicated in the Drawings, is the wattage listed for each speaker or for the entire cluster?
This is the wattage for each horn.
37.
Many of the buildings on this project have a large number of high wattage speakers, which will require a large amount of head end amplifier power. Amplified speakers which draw considerably less load off the head end amplifier but which require a separate source of 24VDC power may reduce the head end amplification and complexity of the system.
Will proposals that utilize amplified speakers listed for Fire Alarm use be accepted?
As long as the speakers are UL 1480 listed and other components proposed have the appropriate UL listing for Fire Signaling service, it would be an acceptable alternative.
38.
In high security locations will DDC provide adequate number of escorts based on the approved schedule of work? In other words what is the maximum number of escorts available per building?
The number of escorts available will vary based on each building.
A good assumption would be one escort per building as required.
39.
Since this project entails removal and upgrade of the existing Mass Notification System the system will experience periods where the system will be non-operational which may extend beyond the normal work
Please note that fire watches will only be required when fire alarm panels are removed from service for a period of time. In restricted hours or several days. Are there requirements on how much area on individual can cover for fire watch and must they be accompanied by an escort?
buildings the fire watch would require an escort
40.
Are there any restrictions on how many buildings can be worked at once and does DDC have any restrictions related to supervisory coverage in multiple work areas?
One supervisor for the project.
Number of buildings available for work will be dependent on fire alarm outages and input from the fire department. Outside of this, multiple buildings available for work based on schedule as approved by COR.
All other terms and conditions remain unchanged.
