RFP Para. Government Answer
1. How many operator control stations are you seeking?
20 3.2.1.2.1 One.
2. On the power source listed “280”, should this be “480”?
19 3.2.1 Yes. The power source is 480, 3 phase. Refer to revised paragraph 3.2.1.
3.
“Monitoring scanner data” what is involved with this?
Bar Code? RFID? Would there be extra time available if needed for the install?
23 3.2.1.2.12.1 The only requirement is for the contractor to provide PLC Logic that will keep track how many items are in each key area to control the input/output of material and how many pallets are present for traffic controls purposes. No barcode scanning or RFID scanning is required; therefore, no additional time will be required.
4.
Who is the current industrial maintenance contractor the base is working with?
36 4.2.1 The DDRT Maintenance Department currently does all preventative and corrective maintenance on the current system and will continue to do the maintenance after the warranty period if CLIN 0004 is awarded. If CLIN 0004 is not awarded DDRT will do the preventative maintenance during the warranty period.
5. Are there specs for the piping?
32 3.3.1 Yes. Refer to paragraph 7, page 32. Piping can be black pipe or copper pipe.
6.
Is there a difference between the SOW and the layout? Which do you want us to comply with?

100HP?
9 3.1
The requirement is 75 HP. Refer to revised paragraph 3.1.
15.
Regarding integration of bridge crane-do you want our controls to handle the bridge crane too?
9 3.2.1
Yes. The contract supplied controls for the new conveyor system shall not start up until the material is placed on the conveyor and there is adequate time for the hoist to be raised up/removed from path of the conveyor system at the load end.
16.
For the three (four hour each) operator training classes-how intense do you want the curriculum to be?
33 3.4.1
The training has to give the operators a complete knowledge of how to work all the systems, including the safety procedures, operations of all controls and working knowledge of how all GFE equipment is integrated with all contractor supplied equipment.
17.
To what extent do you with to have us go into depth regarding conveyor, exhaust, dip tank, etc.?
33 3.4.2
The maintenance employees should have a good working knowledge of how to repair/replace all key components of all equipment supplied, the preventative maintenance requirements for each piece of equipment and how to troubleshoot the controls system/equipment supplied. The PLC programming should also be discussed in detail with the procedures on how to isolate/troubleshoot controls problems on all equipment supplied.
18.
Does Air system have to run to bays 4, 5, & 6?
31 3.3 That is the intention. However, the contractor is to run the air piping for just the new equipment supplied under this contract for Bay 6 and the existing supply line for bays 4 and 5.
AMENDMENT 0005
19.

The maintenance spur is the loop in bay G-1 designed to take two trolleys out of contact with those traveling on the main line so PM service can be performed on them.
20.
What are you looking for with the exhaust system?
28 3.2.1.9.1
The exhaust system is used to ventilate the fumes of the P-1 preservative and to prevent hazardous build-up of fumes in the work area. The ventilation rate shall conform with NFPA Standard 86 A to prevent the vapor concentration from exceeding 25% of the lower explosive limit in summer design temperature of 100 degrees F. The existing ventilation system is adequate for the existing system and if different equipment is proposed, the contractor shall ensure that the existing system is adequate for the new system supplied or the contractor shall modify/replace the existing system to bring it up to all required standards for the system to be OSHA/NFPA compliant.
21.
What is it that is currently in the existing dip tank?
P-1 preservative. Refer to the MSDS sheet supplied for this contract.
22.
Where on the base can we dispose of what is in the tank?
6 1.4.2
Disposal of the P-1 preservative is the contractor’s responsibility and cannot be disposed of on-base.
23.
Is 3.1.4 saying that anything over 56” in length will need to be handled by the bridge crane in the manual area?
11 3.1.4
No. Refer to revised SOW paragraph 3.1.4. All the track types specified in Paragraph
3.1.4 will handled by the contractor supplied system.
24.

Yes.
25.
Can working hours and days be extended in order to shorten down times?
14 3.1.15.1 Yes.
AMENDMENT 0005
26.
Is the dispenser required to feed empty pallets to both input lines?
27 3.2.1.7
No.
27.
What is the temperature of the current drying oven?
28 3.2.1.0
138 degrees.
28.
Page # 4 , Second Paragraph: The specifications state that four
(4) loads must be accumulated over the dip tank after the dipping process. The estimated carrier accumulation length is 7’-0”. This would equal 38’-0” past the lift section.
The requested production rate of 48 CHP and a dwell of one (1) minute requires two (2) carrier spaces after the lift. What takes precedence , specification space figures , or the new dip tank dimensions ? Note:
The current dip tank does not support either the specs or required production as only one (1) space past the lift is indicated.
4 1.2.1
Four loads are to accumulate between the dip tank and the dryer, not just over the dip tank. There is adequate space for two to accumulate over top the dip tank and two more to accumulate over the drip pan between the tank and the drying tunnel. The current dip tank is the same size as the specs for the new dip tank. The maximum rate of 48 loads per hour has been change to 40 loads per hour in paragraph 1.3. Your design should be able to meet the required throughput and have required accumulation over each functional area.
29.
Page # 4 , Third Paragraph:
The specs indicate a five
(5) minute dwell . or no-more-than five (5) minutes over the drip pan. A five (5) minute dwell requires five
(5) carrier spaces for production. The area only shows room for two (2) carriers…..please explain or comment ?
The throughput has been revised in paragraph 1.3. The SOW does not state that the load shall stay five minutes over the drip pan. It says no more than five minutes over the dry pan.
30.
Page # 4, Fourth Paragraph:
The specs indicate a ten
(10) minute dwell in the drying oven. This would require nine (9) carrier spaces for production. The area only has room for 2-3 carriers….please explain or comment ?
The throughput has been revised in paragraph 1.3. The current capacity of the drying oven is 6 carriers.
31.
In order to meet requested production rates , could the tracks be rotated 90 degrees ? This would require the re-orientation of the dip tank and complete re-design of the drying tunnel.
This could be done but is not recommended.
AMENDMENT 0005
32.
Why is there protectant splatter on the current load bar assemblies ?
There is splatter everywhere in the system from 15 years of hard use.
33.
Do the current exhaust fan(s) do an adequate job in the area ? 28 3.2.1.9.1
Yes.
34.
Should Item 4 be Corrective and Preventative Maintenance, instead of Warranty - Period of Performance?
SF1449,
N/A Yes.
35.
Material to be Handled.
The list contains a track that is 72"L to be loaded onto a NN-P-71, 40"L x 48"W pallet. Presumably, the 48"L bottom boards would travel perpendicular to the conveyor rollers. If a series of these tracks are placed onto the pallet accumulation conveyor, are the 60" zones long enough to prevent the tracks from contacting each other?
4, 11, and 23
3.1.4 and 3.2.1.3.1
The tracks are not completely flat when placed on the pallet and the ends bend down.
Therefore, 60 in. zones should be adequate accumulation zone length.
36.
Do you still want to DEMO the existing air compressor?
6 1.4.2 No.
37. Is the new air compressor 75HP or 100HP?
6 ,9 and 33
1.4.3 3.1
The compressor shall be 75 HP.
Correction made on Attachment 3 of this Amendment.
AMENDMENT 0005
3.3
38.
Is the contractor responsible for emptying the DIP tank preservative?
If so, does the government use a local EPA approved contractor to process the used preservative?
6 1.4.2 Yes. No. This shall be contractor responsibility.
39.
Do local regulations require recycling the existing metals from the DEMO or can they be disposed of as scrap?
6 1.4.2 No. This shall be contractor responsibility.
40.
The existing dip tank has a retractable cover that is opened by a hand winch.
Will the new dip tank also require a cover? What other features does the tank require?
28 3.2.1.9 Yes. A retractable cover is required with a fusible link that would cause the cover to automatically close in the event of a fire. The only other feature besides the cover supplied with a fusible link would be that the tank has a valve for draining of the P-1 Preservative at the bottom of the tank. Refer to the SOW revisions in paragraph 3.2.1.9.
41.
Functional Test. Can the sentence - "The contractor shall demonstrate all functional requirements of the system to include the scale, scanners and PLC interface to the ECS" be removed in its entirety?
38 4.4.4.1 Yes. Paragraph 4.4.4.1 has been amended.
42.
Would you please provide the current oven dimensions?
28 3.2.1.10 Refer to drawing no. DS 15-1-1.
43. What are the conveyor 28 3.2.1.10 Refer to drawing no. DS 15-1-1.
centers inside the oven?
44.
Can you tell us the percentage mix of asphalt & naphtha?
Refer to attached MSDS Sheet posted with the solicitation.
45.
Amount of coating used (that cover parts and goes through the oven in an hour)?
28 3.2.1.10 Approximately 4 each 55 gallon drums are added per month. Assuming there are 22 working days per month that would be 10 gallons per day or slightly less than a gallon per hour.
