GOOD MORNING EVERYONE, MY NAME IS MOGEN GILSON- CONTRACT SPECIALIST
AND WELCOME TO THE SITE VISIT FOR SP330015R0008 “TRACK SHOE PRESERVATION
SYSTEM AT DDRT”.
I JUST WANT TO GO OVER A FEW KEY ITEMS IN THE RFP TO INSURE THAT EVERYONE
SUBMITS A SUCCESFUL PROPOSAL ON THIS PROJECT.
MOST OF THIS INFORMATION CAN BE FOUND ON PAGES 1-3 OF THE RFP.
ALL PROPOSALS ARE DUE BY JULY 17, 2015 AT 1:00 PM EASTERN STANDARD TIME
THIS IS A 100 PERCENT SMALL BUSINESS SET ASIDE RESULTING IN A FIRM FIXED PRICE
CONTRACT.
ALL DOCUMENTS FOR THIS REQUIREMENT WILL BE MADE AVAILABLE AT THE FBO
WEBSITE.
PROPOSALS MUST BE SUBMITTED IN HARDCOPY FORM AND ADDRESSED TO ME AT
THE ADDRESS SHOWN ON PAGE 2 OF THE RFP.
THIS IS IMPORTANT! VENDORS MUST PROVIDE ALL INFORMATION REQUIRED IN FAR
52.212-3- OFFEROR REPRESENTATIONS AND CERTIFICATIONS FOUND ON PAGES 30
THROUGH 43 OF THE RFP
ALSO IMPORTANT! TO RECEIVE AN AWARD RESULTING FROM THIS RFP YOUR
COMPANY MUST BE REGISTERED IN THE “SYSTEM FOR AWARD MANAGEMENT”
DATABASE. IT IS SELF REGISTER; I WAS TOLD THAT THE PROCESS WAS VERY EASY.
PLEASE CONTACT THEIR HELP DESK IF YOU HAVE ANY ISSUES.
INVOICING WILL BE DONE THROUGH THE WIDE AREA WORK FLOW (WAWF) WEBSITE.
LIQUIDATED DAMAGES DO APPLY AT $200.00 PER CALENDAR DAY OF DELAY.
THERE ARE 5 CLINS IN THIS RFP- PLEASE REFER TO THE SPEC AND DRAWINGS
ATTACHED TO THE RFP FOR DETAILS.
CLINS 0001 AND 0002 ARE THE BASE CLINS. CLINS 0003 AND 0004 ARE OPTIONAL CLINS
AND WILL BE AWARDED IF/WHEN FUNDING BECOMES AVAILABLE AND EXERCISED
WITHIN 180 DAYS OF CONTRACT AWARD
PERIOD OF PERFORMANCE IS 270 DAYS AFTER AWARD FOR CLIN 0001 AND 60 DAYS
AFTER AWARD FOR CLIN 0002. IF CLIN 0003 IS AWARDED THE PERIOD OF
PERFORMANCE IS 270 DAYS AFTER AWARD AND CLIN 0004 IS 1 YEAR AFTER
GOVERNMENT RECEIPT OF THE ENTIRE SYSTEM.
CONTRACTORS MUST PROVIDE A PRICE FOR CLINS 0001- 0004. CLIN 0005 IS NOT
SEPERATELY PRICED.
THERE ARE 3 FACTORS: PAST PERFORMANCE, TECHNICAL/BUSINESS AND PRICE.
All evaluation factors, individually and when combined, are more important than price. Factor 1 and Factor 2 are of equal importance. The subfactors for Factor 2 are of equal importance.
THE NUMBER OF PAPER COPIES AND CDs FOR EACH ARE THE FOLLOWING:
FOR EACH OF THE PAST PERFORMANCE AND TECHNICAL/BUSINESS PROPOSALS WE
REQUIRE- ORIGINAL PLUS 3 PAPER COPIES AND 1 CD
PRICE PROPOSAL – EXECUTED AND SIGNED RFP IS ORIGINAL PLUS ONE PAPER COPY
AND 1 CD
NONE OF THE VOLUMES HAVE PAGE LIMITATIONS
AND ANY AMENDMENTS THAT ARE ISSUED ALSO NEED SIGNED AND INCLUDED.
PLEASE DO NOT REFERENCE PRICE IN VOLUME 2 – TECHNICAL/BUSINESS PROPOSAL.
ALL PRICING BELONGS IN VOLUME 3.
AS STATED IN SECTION M:
Basis for Contract Award
The award of a contract as a result of this solicitation will be based on a Best Value/Trade Off assessment by the Source Selection Authority (SSA) of the results of the evaluation based on the evaluation factors and their importance as indicated below. The integrated assessment shall include consideration of the strengths, weaknesses, and/or deficiencies of the proposals and a consideration of tradeoffs between the past performance evaluation, technical evaluation, and price. Ultimately, the source selection decision will take into account the offeror's capability to meet the requirements of this solicitation on a timely and cost effective basis. The Government reserves such right of flexibility in conducting the evaluation as is necessary to assure placement of a contract in the Government's best interest. Accordingly, the Government may award any resulting contract to other than the offeror with the lowest cost, or other than the offeror with the highest evaluation ratings.
The contract resulting from this solicitation will be awarded to that responsible offeror whose offer, conforming to the solicitation, is determined most advantageous to the Government, price and other factors considered. The Government will determine overall value on the basis of an integrated assessment of the evaluation factors for award. The Government will not pay a premium that it considers disproportionate to the benefits associated with the offeror’s technical capability and record of past performance; however, offeror’s are advised that the Government is more interested in obtaining high quality technical capability and performance than just lowest price.
SO BASICALLY, THE PROPOSALS GET EVAULATED BY STRENGTHS AND
WEAKNESSES FOR PAST PERFORMANCE AND TECHNICAL. THEN THE SSA WILL
MAKE A DETERMINATION IF THE GOVERNMENT IS WILLING TO PAY MORE MONEY
FOR A STRENGTH OR ADDED VALUE.

ALL QUESTIONS WILL BE ANSWERED IN AN AMMENDMENT AND POSTED TO FBO.
THIS IS ALL I HAVE REGARDING THE RFP. MR. TIM FLYNN WILL NOW TAKE EVERYONE
ON THE SITE VISIT.
