Question RFP Page RFP Para Government Response
1 Can you please provide previous years volume? No RFP Reference provided
Best estimates of future consumption have been provided. As DLA is an organization of Department of Defense and subject to requirements for mission expansion or contraction by National Authority, past usage requirements may or may not reflect future usages.
2 Can you please provide the last award price by CLIN? No RFP Reference provided
No. This information is considered proprietary and therefore not releasable.
3 How many printers are currently deployed for Pm4i/PD42/3400?
No RFP Reference provided
Best estimates of future consumption have been provided. As DLA is an organization of Department of Defense and subject to requirements for mission expansion or contraction by National Authority, past usage requirements or the current amount of printers operating in this function worldwide may or may not reflect any future usage requirements. However; there are expected between 7000 and 10,000 label printers to be operating at various levels of intensity during this period.
4 Do you expect to have an initial large shipment? Will the delivery orders be on a quarterly basis or will they be issued as needed for each location?
No RFP Reference provided
There is no expectation of an initial large shipment. Delivery orders will be issued on an as needed basis for each location.
5 When a delivery order contains multiple CLINS, will you accept multiple shipments for the delivery order comprised of the total volume for each individual CLIN, but each CLIN shipped separately
No RFP Reference provided
Multiple shipments are acceptable if the shipments meet the delivery schedule requirements outlined in the delivery order.
6 Will the Government be using a reverse auction for this solicitation?
Page 3 Reverse Auction
The determination to use Reverse Auction will be made after the proposals are received and prior to discussions.
7 Is there an alternative adhesive option? Hot Melt doesn’t typically run through high speed laser printers.
Attachment 5 - Pg. 6
CLIN 0033 The Salient Characteristics state: The labels shall have a hot melt pattern adhesive, or of similar applicability applied to the labels to assure permanent adhesion when applied to the shipping media.”
The phrase “or of similar applicability” applies. If the applicant upon successful award wishes to submit a sample that is not HOT MELT that will meet the same criteria, it will be considered for FATI. It will be subject to the First Article Test Inspection.
8 Is there an alternative edge option for sizes, than 4.25” x 3.666667?
• (4.25x2 wide doesn’t leave a left or right edge)
• (3.666667x3 long doesn’t leave a top or bottom edge)
Attachment 5 - Pg. 6
CLIN 0033 CLIN 0033 is modified via this amendment to provide clarity and accuracy.
9 Is there a thickness spec? For mil thickness? Attachment 5 - Pg. 6
5 Except where required in the Salient characteristics with reference to BOND WEIGHT or other specific thickness requirements, there is no specific requirement for thickness.
10 Will samples be available prior to submitting the bid? Attachment 5 All CLINS No.
11 Would you be willing to consider an alternative design for
CLIN# 0033 that would still result in a 1/16” edge of no adhesive on all four sides of the sheet that will prevent equipment contamination?
Attachment 5 - Pg. 6
CLIN 0033 Yes - see Answer # 8 above.
12 Is there a minimum order quantity for each CLIN per delivery order? Will the Government accept a minimum order quantity of (1) case per CLIN?
Pg. 5-107 All CLINS Reference FAR 52.216-19 – Order Limitations; When the Government requires supplies or services covered by this contract in an amount of less than 1 CT, 1RO, or 1 BX (as specified by the CLIN unit of issue), the Government is not obligated to purchase, nor is the Contractor obligated to furnish, those supplies or services under the contract.
13 What is the correct delivery requirement for the non-FAT CLINs? In the “RFP_SP3300-12-R-0034_Final.pdf” file there are different delivery requirements within the RFP – 14 days after award (page 109), 21 days after award (Page 110), and 30 days ADO (Pages 5-107)”.
Pg. 109, 110, 5-
Page 109, states 14 days after the Delivery Order is issued is desired.
Page 110, states 21 days after the Deliver Order is issued is required.
Pages 5-107 In accordance with 52.211-9 if the contractor does not propose their own delivery schedule, the terms of this clause will apply (desired). The 30 days after date of order identified in the schedule will be modified to reflect what is identified in the successful offeror’s proposal at time of award.
14 What is the total overall effort period? The “RFP_SP3300-12- R-0034_Final.pdf” file, page 3 states a one year base period with two one-year option periods for a total of 3 years; while page 117, DFARS 252.216-7006 Ordering states one year base period with four option periods, for a total of 5 years.
This effort is for a one (1) year base period with two (2) one-year option periods for a total of three (3) years. DFARS 252.216-7006 Ordering is revised via this amendment to reflect one (1) year base period with two (2) one-year option periods for a total of three (3) years.
15 How is the proposal response to be submitted? The “RFP_SP3300-12-R-0034_Final.pdf” file, page 3 allows for both electronic and hand delivery. While page 12 does not allow for fax or e-mail submission, only hard copy; and if hand delivery, then arrangements must be made at least one business day in advance.
This Amendment revises page three (3) to state that proposals may not be submitted electronically. Facsimile and email submissions of proposals will not be accepted.
16 Does stated temperature range apply to all labels within the RFP, or should bidders defer to the temperature ranges associated with each material specified by CLIN?
Attachment4 – Salient Characteristics –
p. 4
Label Potential Environment Post Application
Unless specifically mentioned such as designed for special environmental requirements, the temperature ranges are the same as or equal to the published standards to the item to be same as or equal
to. Generally, POST APPLICATION and adhesive setup, that is -20 to 140 degrees Fahrenheit for roll stocks. As stated in the salient characteristics, the labels POST APPLICATION may be used in the full range of DOD activities worldwide.
17 Can government specify maximum length of time for exposure to direct sunlight?
Attachment4 – Salient Characteristics –
p. 4
Label Potential Environment Post Application
In austere environments it is possible for DOD activities to store labeled and tagged equipment and freight outside for long periods in sometimes direct sunlight. It is unrealistic to determine the exact time periods exposed for all of the supported DOD activities worldwide. But as a working model 1 year of outside exposure in direct sunlight during daylight periods is used for an estimate for items expected to be exposed to sunlight for long periods of time.
18 Intermec E06172 does not have a perforation between labels.
Is perforation required?
Attachment 5 – p.2
CLIN 0011 As stated in the schedule of supplies for CLIN 0011, Perforation between labels not required or expected for same as or equal to E06172
19 The minimum application temp for Intermec’s Duratran II material is 25F—is that the lowest temp at which the label would be applied, or is a true freezer grade adhesive required?
Attachment 5, p.4 CLIN 0026 As this refers to CLIN item 0026, the shipping material to be adhered to is expected to be extremely low temperature. The purpose of this requirement is to have an adhesive that is to adhere successfully to material that is below 32F during application. A freezer grade adhesive on a label that operates the same as or equal to Intermec E21251 is required. E21251 has the ability to adhere to material as low as -40F.
20 To what specific materials must these labels be adhered? Attachment 5, p.4 CLIN 0026 The specific material involved is not integral to this action. The label material must operate same as or equal to Intermec E21251 and adhere under similar circumstances.
21 Is 115 labels/roll the correct quantity desired for this CLIN?
The specified printers can utilize ~1000 4x6 labels/roll; 115 would be an extremely small roll for this printer.
Attachment 5, p.4 CLIN 0026 We understand the minimum size may be small, but the established history for this label is 115 per roll. This is unique and new application to DLA and the current published user requirement is for the same as or equal to E21251. E21251 is published at 115 labels a roll.
22 Is 1,260 tags/roll the correct qty? With 1260/roll and a 9.5” repeat with .007” caliper material the finished OD would be 10.83”, exceeding the printer manufacturer’s max OD roll specification of 8.38”. An 8.38” OD with a .007” thick material calculates to be 705/RL.
Attachment 5, p.4 CLIN 0027 For CLIN item 0027 is to be the same as or equal to E03471. E03471 is published at currently has 1260 to 1263 tags per roll. Remember this is a tag not a label and as such has no requirement for adhesive, backing or liner and would therefore be much thinner than that of a true label. The minimum amount of tags per roll is 1260 as required.
23 Is a full resin ribbon or Intermec ThermaMax 2200, a wax/resin blend ribbon required for this label? Both are stated and are contradictory. A wax/resin blend is recommended for imaging this type of material.
Attachment 5, p.2 CLIN 0009 CLIN 0009 item description is revised via this amendment to provide clarity and accuracy.
24 Spec states “label shall be between 3.9 to 4.5 mils… shall function as MIL-PRF-61002: M61002-II-A- (1 or2)-b.” Is the MIL-PRF-61002B spec the overriding spec? For example, if

This requirement is for a “same as or equal to” material and the material that is required is between 3.9 and 4.5 mils. Therefore this requirement is for a thickness of 3.9 to 4.5 mils. Material that meets there is a like material that is less than 3.9 mil thickness but still meets the MIL-PRF-61002B requirements, is that acceptable? With the MIL-PRF-61002B as the overriding spec it enable us to provide cost-effective alternatives that still meet or exceed the government’s requirements.
same as or equal to Kimdura) the salient characteristics and can pass a FATI may be acceptable provided it is of the correct thickness.
25 Where Intermec proprietary material specs are given related to mil thickness and tensile strengths, is the MIL-PRF-61002B spec the overriding spec? For example, if there is a like material that has slight differences in mil thickness and tensile strengths, but still meets the MIL-PRF-61002B requirements, is that acceptable?
Attachment 4- Salient Characteristics-p.7
LABEL (Rolls Stocks Consisting of same as or equal to Gloss Polyester)
This requirement is for a “same as or equal to” material and the material that is required is between 3.9 and 4.5 mils. Therefore this requirement is for a thickness of 3.9 to 4.5 mils. Material that meets the salient characteristics to include thickness is required. All material submitted may be required to pass a First Article Test Inspection.
26 Using 4” wide ribbons for printing on 2” and 3” wide labels is not ideal. Printer and ribbon manufacturers typically recommend a ribbon of no more than .25” wider than label.
Using a much wider ribbon could introduce ribbon wrinkle and degrade image and barcode quality. Additionally, there could be a significant cost savings to government using narrower ribbons with the 2” & 3” labels.

RIBBONS
4” wide ribbons for printing on 2” and 3” wide labels is required.
27 Would govt (sic) consider amending the solicitation’s unit of measure to per thousand (M) labels, at least for cost calculation? The stated # of labels/roll are not industry standard and show bias toward one manufacturer. For example, 4x6 labels are typically produced 1000/roll. A roll of 1000 labels would still comply with each printer spec and provide a cost savings to the govt (sic) based upon industry standard manufacturing practices. The industry standard comparison for label bids is cost / thousand labels.
Attachment 5 The units of measure remain unchanged.
28 Item #26 asks for a thermal transfer label 4”x6”, part# E21251.
Intermec drawing specifically describes this as a “Direct thermal”. On page 1 of attachment 4-Salient Characteristics indicate that “There is no requirement for direct thermal or preprinted labels at this time.” Please confirm whether this is Direct Thermal or Thermal Transfer.

CLIN 0026 CLIN 0026 is modified via this amendment to provide clarity and accuracy.
29 Can an offeror submit more than one offer? 123 (e) No.
30 Does this paragraph mean no multiple awards per item, or all or nothing?
123 (h) All or nothing.
31 Do you need to supply drawings and samples if you are bidding on the Intermec brand for all CLIN’s that require First Article Testing?
Pages 1-17 Attachment 1 No.
32 Please provide a list of locations these items will ship to No RFP provided
The locations could be any DLA activity worldwide, to include DLA Distribution and Disposition service locations. However; the vast volume will be Continental United States (CONUS). DLA provides an ability to bundle supplies with military shipments into the logistics pipeline at our Consolidation and Containerization points (CCP) in the CONUS. With proper labeling by using access to our transshipment system (VSM), a vendor would only have to deliver the proper labeled shipment to the CCP for consolidation and onward movement. Mislabeling to a CCP could result in a non-delivery and non-payment. CCP bundling requires strict adherence to DOD standards and/or use of VSM.
33 Can we specify minimum order quantity per item per shipment?
No RFP provided
No – see Answer # 12 above.
