Section M Evaluation Factors for Award Key Points

Four (4) Non-Cost Evaluaton Factors and Subfactors listed in descending order of importance.

Factor 1: Management and Operations Management Operations Both factors are weighed equally Factor 2: Plans Transition/Phase-In Plan Quality Control/Customer Satisfaction Plan Surge, Sustainment and Disaster Recovery Plan These subfactors are listed in descending order of importance

Evaluation Factors for Award Key Points cont.

Factor 3: Location and Physical Layout of Facilities Facilities IT Infrastructure Security These subfactors are weighed equally Factor 4: Past Performance (No subfactors) All evaluation factors (1 through 4) individually and when combined are significantly more important than cost/price.

Evaluation Merit and Risk Rating at the factor level for Factors 1 -3 Merit Ratings - Exceptional, Highly Acceptable, Acceptable, Susceptible to Being Made Acceptable, or Unacceptable

Evaluation Factors for Award Key Points cont.

Risk Ratings - Risk Rating of Low, Moderate, or High Merit Ratings for Factor 4 – Highly Acceptable, Acceptable, Unacceptable, or Neutral

Evaluation Factors for Award Key Points cont.

Price/Cost Evaluation The Government will perform price analysis, cost analysis and cost realism on all CLINs as necessary. These analyses may be used singly or in combination with one another to ensure the final price is fair and reasonable.

Evaluation of FFP CLINs The Government will assess the proposed prices by conducting price analysis. Cost analysis/realism may be used if considering the offeror’s separate cost elements and profit proposed as necessary to determine a fair and reasonable price. The Government may also utilize rate information received from DCAA to assist with such an assessment. Although proposed prices shall not be adjusted if cost realism is used, the Government will utilize the information to compare the delta of the offeror’s FFP to the most probable price the Government determined through its cost realism.

Evaluation Factors for Award Key Points cont.

Evaluation of CR CLINs The Government has provided an estimated cost for these CLINs. As stated in Section L, Offerors shall apply their G&A or other indirect rate to the Government provided Estimated Cost to arrive at the proposed Not-to-Exceed amount. The Government will assess the proposed G&A or other indirect rate for realism. The Government may utilize rate information received from DCAA to assist with the evaluation. If the proposed rate is not consistent with DCAA information for that offeror, the proposed rate may be adjusted for realism when applied for evaluation purposes. The total evaluated price for these CLINs will equal the Government provided Estimated Cost plus the Offerors’ G&A or other indirect costs, adjusted for realism if necessary.

Evaluation Factors for Award Path of Proposals

Received by the Government If during Initial Evaluations a proposal is:

Rated “Unacceptable in any Technical Factor (Factor 1 through 3) or;

Rated “Unacceptable in Past Performance Factor (Factor 4) the proposal is eliminated from competitive range Communications may be used for the purpose of addressing issues that must be explored to determine whether a proposal shall be included in the competitive range e.g.

(–) past performance If neither of the two outcomes apply then:

SSA/KO makes a best value award or establishes a competitive range If proposal is included in the competitive ranges the offeror is notified for discussions, if not the the offeror notified and may request a debrief IAW FAR 15.505.

Evaluation Factors for Award Path of proposals cont.

Discussion (multiple rounds possible) KO requests Final Proposal Revisions (FPR) If during the final evaluations an offeror’s proposal receives an unacceptable rating at the factor level (factors 1 through 4) then;

The offeror is no longer eligible for award The offeror may request a debrief IAW FAR 15.505 Offerors remaining in competitive range are eligible for award SSA/KO makes contract award decision Post –Award Conference
