Section C-1.3 contains a wide-ranging list of Key Personnel roles. Some of these roles perform at the higher echelons of the program’s organization (e.g., Site Manager, Alternate Site Manager). Others, however, are essentially individual contributor roles (e.g., Supply Technician, Traffic Management Specialist). This inclusion of individual contributor roles as Key Personnel expands to a very large number the list of proposed personnel that are subject to the requirement that resumes and letters of intent/agreement be provided. This expanded Key personnel requirement weighs VERY heavily in favor of the incumbent offeror, who has most if not all of these positions filled today. Will the government consider reducing the scope of the Key Personnel definition to include only those in managerial/supervisory roles?
72
Section L-18, Section 2, Item 2, Element e (Resources / Organizational Structure), Sub-Element I, Item a
No, the Key Personnel requirement address the Government minimum requirements based on access levels required in DSS to perform the requirements of the resultant contract.
The instructions specify that the total of Volume II, Parts 2, 3, and 4 shall not exceed 250 pages. Part 3 (Plans) requires the inclusion of three plans (Quality Control, Transition, and Surge Recovery). These plans provide procedures that will be followed in the execution of the work and thus should be very detailed. We believe that including the plans in the page limit will result in the preparation of plans that may not be as detailed as required. We suggest that the three plans be excluded from the page limitation.
62 and 63
L-18
The Transition/Phase-In Plan, Quality Control/Customer Satisfaction Plan, and the Surge, Sustainment and Disaster Recovery Efforts Plan will be excluded from the page limit total for Volume II.
58
The instructions require the submittal of resumes and letters of intent, if not current employees, for key personnel. The PWS defines 10 positions as key and for several of these there are likely to by multiple individuals (e.g., Traffic Management Specialists, etc.). This could represent 50 to 60 pages or more out of 250 pages allowed. The use of these pages for resumes and letters greatly reduces the ability to address the technical and management issues asked for in the instructions. We suggest that the resumes and intent letters be excluded from the page limitation.
62 and 63; and 72
L-18; and Section 2 (Management and Operations).2.e.iv
The resumes and intent letters will be excluded from the page limit total for Volume II.
The instructions require the submittal of position descriptions for each proposed labor category. The instructions also provide an “estimated level of effort” on page 69 which includes in excess of 35 positions which are currently included in the 250 page limitation. Some position descriptions may be 2 pages. This would mean the use of 70 pages out of the allotted 250. Would you consider excluding the position descriptions from the page limitation?
62 and 63; and 72
L-18; and Section 2(Management and Operations).2.e.iv.c
The position description will be excluded from the page limit total for Volume II.
The Government has duplicate CLINs for Mobilization days 121-150 and 151-180 (0006AE). Does the USG intend to combine costs associated with activities for Mobilization under Days 121-150 and 151-180 under 0006AE or will there be a different CLIN assigned for each of two activities?

Upon acceptance/approval, the COR will forward to the appropriate DCAA or review and approval." Please confirm that the COR's, KO's and DCAA's review will be conducted within the 5 working day window. |
RFP - 18 of 87
G4 - (c)

G-7 DDC 52.242-9W39 of Contract Administration Plan does not indicate a USD approval threshold for the acquisition of materials or services that the COR must approve. Please indicate the threshold for materials or services.
RFP - 21 of 87
G7 - (c)
The correct threshold is $3,000.00 USD.

The Contractor shall not enter into any subcontract in excess of $30,000 with a Contractor that is debarred, suspended, or proposed for debarment unless there is a compelling reason to do so. |
(b) The Contractor shall require each proposed first-tier subcontractor, whose subcontract will exceed $30,000, to disclose to the Contractor, in writing, whether as of the time of award of the subcontract, the subcontractor, or its principals, is or is not debarred, suspended, or proposed for debarment by the Federal Government." 1. While this section addresses only a "first-tier subcontractor", does the USG intend to allow, for purposes of evaluation of proposals submitted under this solicitation, a subcontract for lease of facilities of a known, suspended subcontractor, even if that lease is not a first-tier subcontract? In other words, if an agent is acting on behalf of a suspended contractor to lease its facilities to a proposed offerer under this solicitation, will the USG allow this action? 2. Additionally, if it is unknown to the USG at the time of proposal submission, that the facilities of a suspended contractor are being proposed by an offerer to this solicitation, will the USG disqualify the bidder upon site visit if the USG determines that the facilities proposed are owned by a suspended contractor?
