Amendment 0001

This amendment is issued to all 20 ESCOs addressing a Request for Information (RFI) from industry regarding the subject Notice of Opportunity for Royal Air Force Lakenheath.

FIRST: The following RFIs were received from industry and are addressed as follows:

RFI # Question Answer

Given the request for up to six past performance projects in Factor 2, would the government please consider extending the page count to three pages total instead of two?

Yes, increase to 3 single sided pages

Can the government please provide installation maps for RAF Lakenheath and RAF Feltwell with building references (Facility Number as per Column C of Attachment 1 - RAF Lakenheath-Feltwell Building Data)?

Installation provided maps for Lakenheath and Feltwell. See attachments

In the solicitation, the government states “ESCOs shall present the ESCO’s approach to its investigation and development of its recommended ECMs for RAF Lakenheath and RAF Feltwell culminating in the scope of work for this project given the noted time constraints.”

Can the government please give more detail regarding these ‘noted time constraints’?

Time constraints are that the Proposal is due by 3pm EST on November 8, 2024

Would the government consider extending the Factor 2-page count to facilitate additional supporting detail for the 6 references requested in the NOO?

Response provided in RFI #1

5 Will a cover letter be exempt from the page count?

Yes, as noted in the NOO - Each page shall be counted except the following: cover page, blank pages, tables of contents, tabs, and glossaries, and those parts of the response noted herein as exempt from the page limitations

Would the government be able to provide monthly utility bills for the last 12 months?

Yes, we can provide 12 months of utility billing for electric, water, propane gas. We can also provide details of the heating oil deliveries to site. (see attachments)

Does the government have access to electrical interval data that they can provide?

Yes, we can provide half-hourly electrical interval data for the past 3 fiscal years for RAF Lakenheath main supply and RAF Feltwell main supply. (See attachments) Unfortunately, we cannot provide any data for the new RAF Lakenheath, F-35 Campus intake at this time.

What is the total electrical load in terms of annual peak kW for a typical year for both Lakenheath and Feltwell?

See the attached Excel workbook for the peak kW loads for RAF Lakenheath & RAF Feltwell.

Are both sites under a single utility bill?

Do both RAF Lakenheath and Feltwell utilize the same electric meter for billing?

Or, do they have separate accounts?

RAF Lakenheath and RAF Feltwell have their own separate accounts.

Does the energy usage data cover all buildings on Lakenheath and Feltwell?

Are the buildings that are not included in the ESPC scope (Hospital/Schools/Commissary) included in the total energy usage?

The non-ESPC scope buildings are included in the energy use data, but we can provide monthly electrical use data for those buildings, so they can be subtracted from the total.

Could the government please provide a breakdown of the latest electricity prices, including $/kW (if applicable) and any time of use kWh pricing, such as peak unblended $/kWh and off-peak unblended $/kWh?

The latest electricity prices are included on the attached Excel workbook

Regarding Factor 2, Past Performance, would the Government be open to increasing the current maximum page limit beyond the existing 2-page constraint?

Yes, answered in RFI #1

13 Please provide the day rate and the night rate for electricity. The same response for RFI #9 as above.

Please provide the approximate peak electrical demand at both Lakenheath and Feltwell.

The same response for RFI #6 as above.

Does "Utility Consumption" tab data in Attachment 1 include all buildings at Lakenheath & Feltwell or only the (QTY:

100) total buildings included in the NOO?

The listed utility consumption quantities are for the whole of RAF Lakenheath & RAF Feltwell, not just the 100 buildings under consideration.

If the "Utility Consumption" tab data in Attachment 1 includes all buildings, how many buildings/square feet are included in this utility data in addition to the 100

-RAF Lakenheath has a total of 939 buildings, including houses, at a total of 5,291,390 square feet of building space.

-If you exclude the houses there are an additional 208 buildings at a total of 1,489,892 buildings/2,881,119 sq. ft. identified on the "Building List" tab?

square feet of building space.

RAF Feltwell has a total of 229 buildings, including houses, at a total of 1,294,019 square feet of building space -If you exclude the houses there are an additional 55 buildings at a total of 424,871 square feet of building space.

The “Building List” tab in Attachment 1 includes Building 1395, but the same building has a strike through on the "Top 50 Energy Consumers" tab. Can the Government please clarify whether Building 1395 is in scope for this NOO?

Building 1395 is within the scope for the NoO.

Unsure why it was struck through but be aware that there are not currently any working utility meters on that building to provide a benchmark of energy use.

Is there any existing natural gas usage at Lakenheath or Feltwell? The “Building List” tab in Attachment 1 shows a natural gas meter on Lakenheath Building 648 but no natural gas utility data is included on the “Utilities Consumption” tab.

Building 648 has two gas meters that record gas use for the boilers and for the catering equipment. Both of these meters are for the propane gas supply and not for natural gas.

Does the annual water costs include sewage costs ($/Mgal) on the “Utilities Consumption” tab of Atachment 1?

The annual water costs are for the supply of potable water only. The base has its own wastewater treatment facilities for both Lakenheath and Feltwell.

Can the Government provide a high-level summary of the brands of Building Automation Systems (BAS) currently in use (i.e. JCI, Siemens, Honeywell, etc.) at Lakenheath and Feltwell?

The base currently uses the Schneider EcoStuxure Building Operation, as the Base Standard BAS/EMCS. The EMCS is undergoing a gradual upgrade from Andover Controls Continuum, elements of which still exist within buildings across Lakenheath & Feltwell. There are buildings where there are stand-alone building controls such as Satchwell or Landis & Gyr. The 73rd ISRS compound at Feltwell has a Trend IQ BAS/EMCS for its buildings.

The BAS/EMCS employs a variety of end actuators for valve and damper control, such as Siemens, Satchwell, Honeywell, Belimo, etc.

Are there any current or future plans to standardize on a BAS/EMCS brand for RAF Lakenheath or RAF Feltwell? If so, what brand(s) are anticipated?

The Schneider EcoStruxure Building Operation is the base standard EMCS for Lakenheath & Feltwell and has been since 1997 in its earlier iterations such as Andover Controls Infinity and Continuum.

23 Is there a centralized heating system or cooling system at Lakenheath or Feltwell?

-There are several district heating systems at both Lakenheath & Feltwell. There are no centralized cooling systems. All the heating systems utilize oi fired boilers supplying either LTHW or MTHW water distribution networks.

-Building 1040, Lakenheath, feeds 624,031 square feet of building space; 48,805 square feet of which is outside of the ESPC scope.

-Building 844, Lakenheath, feeds 177,142 square feet of building space; 110,866 square feet of which is outside of the ESPC scope.

-Building 880, Lakenheath, feeds 31,318 square feet of building space; 0 square feet of which is outside of the ESPC scope.

-Building 39, Feltwell, feeds 448,331 square feet of building space; 149,950 square feet of which is outside of the ESPC scope.

-Building 176, Feltwell, feeds 37,572 square feet of building space; 5,080 square feet of which is outside of the ESPC scope.

Are there any existing all electric buildings (no propane or heating oil usage) at Lakenheath or Feltwell?

There are a few buildings that are all electrically heated. The most significant of these are buildings 1075, 1078,1310, 1311 and 1466 at Lakenheath and building 215 at Feltwell. The rest are smaller buildings mostly in remote locations or in the munitions areas that rely on electric resistance heating.

25 Please provide one copy of a monthly electricity bill Answer provided in RFI #6

Please provide the daytime 07.00am to 00.00pm (Monday to Sunday) and nighttime 0.00am to 07.00am (Monday to Sunday) annual kWhs and costs or please provide the average cost per kWh for the day rate and for the night rate.

-RAF Feltwell, annual daytime consumption 5,389,640 kWh at $0.22765 / kWh; annual nighttime consumption 1,446,953 kWh at $0.18145 / kWh.

-RAF Lakenheath annual daytime consumption 43,291,649 kWh at $0.22765 / kWh; annual nighttime consumption 15,370,958 kWh at $0.18145 / kWh
