About this file

This document provides an amendment to a solicitation for bulk fuel procurement under the Foreign Military Sales program. The amendment provides clarification on fuel specifications and delivery vessel certifications. The solicitation seeks annual delivery of approximately 77.5 million gallons of JP8 aviation fuel and 20.45 million gallons of EN590 diesel fuel for the base year from April 2020 through January 2021. The estimated annual requirements for the four option years are 70 million gallons of JP8 and 14 million gallons of EN590. The amendment specifies that the fuel must contain antioxidant additives and requires offerors to review certifications for the delivery vessels Overseas Mykonos and Overseas Santorini. The Defense Logistics Agency Energy will award the contract to the lowest priced offer from a U.S. firm using U.S. refineries, or if no such offer exists, to the lowest priced offer from a non-U.S. firm using U.S. refineries, or if no such offer exists, to the lowest priced offer using non-U.S. refineries. The amendment provides a conforming copy of the updated solicitation.
