The purpose of this project will be to enhance energy assurance at JBLE and NASA through the implementation of an ESPC to incorporate distributed generation, reduce base load and improve energy efficiency and production, including Energy Conservation Measures (ECMs) to modernize electric distribution systems. In achieving their energy goals, JBLE and NASA are interested in any ECM defined in Attachment J-3 of the DOE Third-Generation ESPC IDIQ with the exception of two technical categories: TC.15 - Energy Cost Reduction through Rate Adjustments and TC.20 - Future ECMs. Further, NASA is not interested in the pursuit of TC.13, Water and Sewer Conservation Systems.
Certain ECMs have been identified and must be pursued in the following priority in the resultant
TO:
1. Develop distributed power generation, consisting primarily of a natural gas-fired combined heat and power (CHP) system on JBLE-Langley AFB. Potential CHP facility must be located on JBLE-Langley AFB, but may distribute steam resources across the fence to NASA. Recommend energy assurance solutions for critical mission areas and demand-response savings opportunities. (TC.10)
2. Modernize the electric distribution system at all sites. (TC.12) o Specific areas of interest at JBLE-Langley AFB:
o Replace aging transformers o Place 3000+ feet of remaining overhead high voltage electric lines underground o Upgrade remaining 2kV and 4kV transmission lines and connect to existing 22kV
3. Design and install site wide lighting upgrades at all three entities. (TC.5)
4. Repair/Replace HVAC and building automation systems at all installations. (TC.4)
5. Recommend opportunities for solar photovoltaic, other renewable energy sources, and energy storage technology solutions at all sites. (TC.11)
The selected ESCO shall be responsible for the operations, maintenance, repair and replacement of all installed ECMs for the life of the contract pursuant to the DOE Third-Generation ESPC IDIQ and any resultant TO, as required by 42 U.S.C. § 8287. Be advised that the resultant project shall be accomplished in compliance with Air Force Civil Engineer Savings Performance Contracts Consolidated ESPC Playbook dated 27 July 2017, and the Air Force Guidance Memorandum, Civil Engineer Control Systems Cybersecurity, AFGM2017-32-01, dated 02 Feb 2017. AFGM 2017-32- 01, is to ensure compliance with security and maintainability standards.
Pursuant to the DOE Third-Generation ESPC IDIQ, Section C.12, Financial, Tax, or Other Incentives for Energy Efficiency and Renewable Energy and Water Projects, any credits, rebates, and incentives from the government, utility companies, and private companies should be pursued to the maximum extent practicable.
ESCOs are advised that there is an existing ESPC at JBLE-Fort Eustis and a Utilities Energy Savings Contract (UESC) project at NASA. Further discussion of demarcation will be with the selected ESCO at the PA kickoff meeting. In any resultant IGA, the selected ESCO will be required to include and illustrate the clear lines of demarcation between its new project and any existing energy conservation projects. The project Measurement and Verification (M&V) Plan shall clearly illustrate the savings to assure the Government review team that any energy savings achieved are the result of the ESCO’s installed ECM(s) under the resultant project, and are not the result of an existing or separate energy project or some other circumstance unrelated to the resultant project.
4. Submission Requirements
The DOE Third-Generation ESPC IDIQ will be the contracting vehicle used to implement this energy conservation project. DLA Energy, on behalf of JBLE and NASA, invites the 21 current DOE Third-Generation ESPC IDIQ contract holders to submit a written response to this NOO for consideration. This NOO constitutes your opportunity to be considered for this potential project. A site visit will not be offered as part of the down-selection process.

Responses to this NOO must be received no later than 06 October 2017, 3:00 p.m. Ft. Belvoir time. All interested ESCOs should submit the following in order to be considered:
Factor 1 – ESCO Approach: (15 single sided pages maximum)
The ESCO’s response to this factor should include sufficient information to identify and describe the general approach and possible ECMs that it would propose for this project addressing energy assurance, reduction of energy use intensity and increased use of renewable energy and energy production, within the context of 42 U.S.C. § 8287 and the DOE Third- Generation ESPC IDIQ. The ESCO shall draw upon and reference the information provided in Attachment 1 for its recommendation of ECMs it would intend to pursue to meet the expressed needs of JBLE and NASA. A site visit shall not be conducted.
To qualify as an ECM under this NOO, any ECM or component in an ESCO's proposal must improve energy efficiency consistent with 10 CFR § 436.31 and otherwise meet the definition of Energy Conservation Measure (ECM) as listed in the DOE Third-Generation ESPC IDIQ. The Government is not seeking a response similar to a PA. The Government is only looking for a reasonable illustrated approach for how the ESCO would pursue energy conservation efforts meeting JBLE and NASA’s needs. The response shall present the following:
a) ESCOs shall present the ESCO’s best industry practices it would employ for the investigation and development of JBLE and NASA and its recommended ECMs culminating in the scope of work for this project. The ESCO shall draw upon and reference information provided in Attachment 1 for this development in their response.
b) ESCO’s shall provide its rationale for each ECM selected and the determining factors that led to the ECMs recommended for JBLE and NASA. The response should provide clear and convincing evidence why and how the selected ECM will meet the needs of JBLE and NASA, as described herein and shall draw upon and reference the information provided in Attachment 1. In addition, the ESCO shall submit a draft Task Order Schedule 4 (TO-4), Task Order Performance Period First Year Estimated Annual Cost Savings, by ECM and Technology Category illustrating the ESCO’s selected ECMs, less their associated implementation costs. ESCOs shall use information provided in Attachment 1 and any applicable industry standards for the draft TO-4. Any ESCO’s assumption utilized in the development or selection of ECMs shall be clearly presented and highlighted in its response.
c) ESCOs shall include a discussion of resources it intends to utilize as well as any subcontracting or teaming arrangements to be established should it be selected. It is not a requirement that the ESCO have past performance history in the execution of its selected ECMs for this project. The DOE Third-Generation ESPC IDIQ has already determined each ESCO responsible for the sound implementation of the each of 20 technical categories. To be clear, in the event of resultant Task Order award, the award shall only be awarded to one of the 21 DOE Third-Generation ESPC IDIQ contract holders as the prime contractor.
Factor 2 – Past Performance: (1 page single sided maximum)
The ESCO’s response to this factor shall include four (4) references illustrating the
ESCO’s past performance as the prime contractor on ESPC projects. The ESCO shall provide the agency/owner point of contact (name, title, phone number, and email address), location of each project, contract number, date of task order or contract award, and actual or project construction completion date. The Government will use its discretion to determine the sources of past information used in the Past Performance evaluation. The information may be obtained from the Government’s knowledge of contractor performance, other government agencies or commercial entities, or past performance databases.
Factor 3 - Price Factors: (Five single sided pages maximum)
ESCOs shall discuss and define any cost benefit or other financial advantage its company can bring to the Government that would reduce the total contract value for the subsequent project. The discussion of each benefit or advantage must identify, at a minimum, a percentage discount to the total contract value. Be advised that the ESCO will not be held to this exact percentage if selected, but will be held to the fulfillment of the concept. It is expected and accepted that during the development of the project scope and finalization of all attributes of the project during the IGA that further definitization will occur.
The Government is not looking for a cost breakdown of the project visualized in response to Factor 1. The Government seeks to understand the ESCO’s practices and ardent pursuant of any financial benefits that will assist in bringing the total contract value of the final project down, while at the same time not eroding or compromising the success of the project.
5. Evaluation Methodology
a. Basis for Selection:
Task Order down selection procedures as stated in the DOE Third-Generation ESPC IDIQ, paragraph H.3, will be used to make an integrated assessment for a best value decision for ESPC services at a firm fixed price.
Proposal will be evaluated using the following three factors:
1) ESCO Approach;
2) Past Performance;
3) Price Factor.
Factor 1, ESCO Approach, is more important than Factor 2, Past Performance. When combined, Factor 1 and Factor 2 are more important than Factor 3, Price Factor.
The resultant TO may be awarded to the responsible ESCO that provides the best fit in achieving energy assurance, reduction of energy use intensity and increased use of renewable energy and energy production for JBLE and NASA. Best fit means the expected outcome of an acquisition that, in the Government’s estimation, provides the greatest overall benefit in satisfying the requirement and represents the best value to the Government considering the ESCO’s approach, past performance, and price.
b. Number of Contracts to be Awarded:
The Government intends to award one resultant TO for this requirement. However, the
Government reserves the right not to award a TO at all.
