Amendment 0002
FIRST: The following RFIs have been received from industry for solicitation SP0600-17-R-0427 and are addressed by the Government:
1. Q: “Regarding project references. If there are exclusive teaming agreements in place, can we also use project reverences from those team members?.”
A: The past performance the Government is seeking in response to Factor 2 is past performance for work performed by one of the 21 ESCOs awarded the DOE Third Generation IDIQ contract.
2. Q: “In Factor 1, the RFP states “The DOE Third-Generation ESPC IDIQ has already determined each
ESCO responsible for the sound implementation of the each of 20 technical categories. To be clear, in the event of resultant Task Order award, the award shall only be awarded to one of the 21 DOE Third- Generation ESPC IDIQ contract holders as the prime contractor.”
A: Yes, the Government will only award one Task Order award to one of the 21 DOE Third Generation ESPC IDIQ contract holders.
3. Q: “In Amendment 001, response to question 8, the DLA clarified that “The government will only consider work performed under UESC or ESPC authority.” It is our intention to use past performance project references drawn from State regulated ESPC projects. Can the DLA please confirm DLA’s acceptance of this proposed approach?”
A: There is not a restriction on the reference’s type of organization where ESPC or UESC work was performed. DLA Energy confirms acceptance of this proposed approach.
4. Q: “Factor 2- Past Performance: Shall the respondent interpret the “1 page single sided maximum” to mean 1 page per past performance reference or 1 page for the requested (4) references?”
A: The NOO allows only one single sided page for the entire Factor 2 response. All four required references must be provided on this one single sided page.
5. Q: “There is no kWh/building data for Eustis, is it available?”
A: Reference Attachment 1 and 3 for the added column with kWH/building data.
6. Q: “The NOO states that transformer upgrades are desired. Are they primary or secondary transformers or both?”
A: Below is the information for each site.
JB-Langley Response: Secondary pad-mounted transformers, approximately half are connected to secondary 22 kVA lines, but some are connected to secondary 4 kVA and 2 kVA loops. Removal of the 4 & 2 kVA loops and integrating all transformers into the 22 kVA secondary line is desired.
Replacement transformers are desired to be the high-efficiency TP-1 standard. Approximately 70 transformers as follows:
1 - 3750 kVA 2 - 1500 kVA 5 - 1000 kVA
Amendment 0002
6 - 750 kVA 15 - 500 kVA 9 - 300 kVA 9 - 225 kVA 11 - 150 kVA 4 - 112.5 kVA 1 - 100 kVA 5 -75 kVA 1 - 50 kVA 1 - 25 kVA
JB-Eustis Response: The transformers on Fort Eustis converts the 13.2 kv primary voltage to one of several secondary voltages. Presently there is no list of transformers that need to be changed for efficiency. We do not have any transformers that are obsolete.
NASA Response: Secondary pad-mounted transformers. Removal of the 2.4 kVA loops and integrating all transformers into the 22 kVA secondary line is desired. Replacement transformers are required to be the high-efficiency TP-1 standard. Targeted transformers are approximately 225 to 1000 kVA.
7. Q: “What is the percentage of lighting at each site that has been converted to LED?”
JB-Langley Response: Only approximately 10% of total base lighting has been converted to LEDs.
JB-Eustis Response: The percentage of lighting that has been converted to LEDs is 89%.
NASA Response: Approximately 5%. Remaining lighting is mostly T-8s, except for a few high bay areas, which are HID.
8. Q: “No electric demand data was listed in the NOO package. Is total demand data per site available?”
JB-Langley Response: The on peak electricity demand rate charge is $ 0.055 per kW-hr and the sum of all other miscellaneous charges sum to approximately $0.065.
JB-Eustis Response: JB-Eustis has five demand charges: distribution demand (1st 5K), distribution demand (anything over 5k), RKVA, off peak demand, and on peak demand. The five demand charges were averaged together for a blended rate of $12.10645.
NASA Response: Reference Attachment 5 for NASA rate charge structure.
Amendment 0002
9. Q: “Regarding RFI#3 on Amendment 0001, can you please confirm that 12,512,300 kWh is the correct amount for 3,205 sq. ft. (building 267)? If the 12,512,300 kWh is accurate, can you help us understand high EUI? Also, the annual electric cost provided in the response to RFI#3 ($1,096,000) does not match the electric cost provided in the revised Attachments 1 and 2 ($817,053.19). Please confirm the electric cost for Building 267?”
A: The revised estimate for Building 267 is 48,700 annual kW-hours for an approximate annual cost of $3,170. The energy intensity of this building is not high. The highest energy intensity buildings are 10, 23,25,351,1302 and (255, 256, and 257 base hospital).
10. Q: “Please provide electrical and natural gas consumption data for Fort Eustis. Currently, only the total energy use is shown.”
A: On page 1 of the NOO, outlines Fort Eustis electricity and natural gas consumption data for calendar year 2016.
11. Q: “Page 2 of the NOO shows NASA’s baseline steam usage as 161,587,200 Mbtu at a cost of $4,950,200(i.e., unit cost $0.0306/Mbtu). Attachment 1 shows NASA steam usage of 69,295 Mbtu”.
a. Please confirm that the units in Attachment 1 are MMBTU (i.e., 69,295,000 Mbtu).
b. Please confirm that the baseline cost of steam for the in-scope NASA buildings is $2,120,427
(product of $0.0306/Mbtu * 69,295,000 Mbtu) and not the $4,950,200 identified on page two of the NOO which would include buildings not in scope.”
A: In regards to part (a) of question 11 the answer is as follows: The units in Attachment 1 are indeed
MMBTU.
In regards to part (b) of question 11 the answer is as follows: The 69,295 MMbtu is just for the buildings that have metered steam. This is not the total NASA usage and that the Center has a district steam system.
There are only a few buildings that do not receive this central steam, primarily the 600 series buildings (these are the buildings on the Air Force side, which are served by a separate small district system); the 2100 series buildings; and some of the smaller buildings/warehouses. NASA's total FY16 steam usage was 383,822 MMBTU. In FY16, NASA used 240,270,000 cubic feet of natural gas to produce 222,234 MMBTU steam. The remaining 161,587 MMBTU steam was produced at the Waste to Energy (WTE) plant.
SECOND: As a result of the questions above, the Attachments 1, 2, 3, and 4 to the solicitation SP0600-17-R-0427 is hereby deleted in its entirety. Attached is the revised Attachment 1 2, 3, and 4 that shall be used in response to the solicitation.
Amendment 0002
