TO:
DLA Energy will utilize the Department of Energy (DOE) Third Generation Energy Savings Performance Contracts (ESPC)
SECOND: The following RFIs have been received from industry for solicitation SP0600-17-R-0427 and are addressed by the Goverment:
1. Q: “Schedule TO-4 is traditionally submitted in an 11x17 format to improve readability. Please confirm that Schedule TO-4 may be submitted as an Attachment to Factor 1, in 11X17 format, and outside of page count.”
A: Confirmed, the TO-4 may be submitted as an 11x17 formatted document that will not be included in the page count for Factor 1.
2. Q: “Please confirm when requests for clarification and/or information are due. The NOO currently shows them due on 10/6/17, which is the same date as response due date.”
A: All RFIs shall be submitted no later than 29 September 2017, 3:00 p.m. Ft. Belvoir time.
3. Q: “Can you please clarify if the information in Attachment 1 for Building 267, Medical Command and Administration is correct? It shows 506,191,658 kWh of electric usage, and $33,054,315 in electric cost.”
A: The usage and cost in Attachment 1 for Building 267, Medical Command and Administration are NOT correct. The following numbers represent the correct figures for Building 267: 12,512,300 kw-hours and $1,096,000 annual cost.
4. Q: “Under Factor 2 – Past Performance, it states “The ESCO shall provide the agency/owner point of contact (name, title, phone number, and email address), location of each project, contract number, date of task order or contract award, and actual or project construction completion date”. Is a past performance questionnaire required for each project in addition to this information?”
A: As stated in the NOO, the Government will use its discretion to determine the sources of past information used in the Past Performance evaluation (i.e. past performance databases). If a past performance questionnaire is determined necessary, DLA Energy will provide a past performance questionnaire to the point of contacts provided by the ESCO.
Amendment 0001
5. Q: “Giving the complexity of the required approach, we would like to respectfully request an extension on the deadline.”
A: DLA Energy is NOT extending the submission date for responses to solicitation SP0600-17-R-
0427 JBLE & NASA NOO.
6. Q: “NOO Section 4.a(1) states requests for clarifications and/or information must be submitted by 06 October 2017 at 3:00 pm Ft. Belvoir time. A: Yes, ESCOs may submit UESC experience to satisfy the requirement for Factor 2 provided that the ESCO submitting the response functioned as the prime subcontractor to the Utility Company.
8. Q: “NOO section “Factor 2 – Past Performance” on page 5 indicates that reference projects must illustrate the “ESCO’s past performance as the prime contractor on ESPC projects. .” We respectfully request that this requirement be modified to allow reference projects where the ESCO was the Energy Performance Contracting (EPC) developer and implementer for performance projects implemented using non-ESPC authority.”

9. Q: “NOO section “Factor 2 – Past Performance” on page 5 indicates that the response “shall include four
(4) references illustrating the ESCO’s past performance as the prime contractor on ESPC projects.” May we submit a multi-phase ESPC program that includes four separate task orders, as a single reference project?”
A: Yes, the ESCO may submit a four-phased project as a single reference.
10. Q: “NOO section “Factor 2 – Past Performance” on page 5 indicates that ESCOs shall provide “…actual or project construction completion date.” Please clarify if this is intended to state “actual or projected project construction completion date?”
