Amendment 0001
The subject amendment extends the due date of responses and addresses Request for Information (RFI) received from industry as follows:
FIRST: The date for responses to the Notice of Opportunity is extended from 05 January 2017 to 19 January 2017, 3:00 p.m. Ft Belvoir time.
SECOND: The following RFIs have been received from industry and are addressed as follows:
RFI 1: The required information for Past Performance includes a request for the “actual or project construction completion date." Should that read “actual or projected construction completion date? Will projects that are currently in construction be evaluated equally to those that have construction completed?
RFI 1 RESPONSE: Yes, the required information for Past Performance should read “actual or projected construction completion date.” Projects that are currently in construction will be evaluated equally to those that have construction completed.
RFI 2: Please provide rate structures (tariffs and sample bills) for electricity, natural gas, water and sewer and billing histories (base-wide monthly consumption records for at least 12 months for each utility).
RFI 2 RESPONSE: Keesler currently pays $0.0804 per KWh or $23.560 per MMBTU for electricity and $3.7659 per Mcf for gas. Water is produced by Keesler. Sewer $1.78 per Kgal
FY16 Total Electricity: 137251212 Kwh FY16 Total Gas: 258711
Sample bills and base-wide monthly consumption records are not readily available.
RFI 3: Please provide annual potable water and sewer consumption.
RFI 3 RESPONSE: FY16 Total water consumption: 442,139 Kgal; Sewer 392,080 Kgal
RFI 4: Please confirm that Keesler AFB's potable water source is an aquifer.
RFI 4 RESPONSE: Yes source is aquifer.
RFI 5: Page 3 off the NOO requires “ESCO’s response to this factor should include sufficient information to identify and describe the possible ECMs that it would propose”. On page 4 “Factor 1 (b) requires “The response should provide clear and convincing evidence why and how the selected ECM will meet the needs of Keesler AFB as described herein. In addition, the ESCO shall submit a draft Task Order Schedule 4 (TO-4) First Year Estimated Cost Savings by ECM and Technology Category illustrating the ESCO’s selected ECMs, less their associated implementation costs. This detail would require site access to survey existing conditions, understand better performance issues with existing systems and buildings, and the opportunity to ask questions in relation to existing conditions. In order to comply with the NOO requirements, we are requesting a site visit with ample enough time to review such conditions upon which we can make ECM recommendations.
In addition, a site visit would help in furthering our understanding of the systems and their current use and operation. Can we schedule a site visit?
RFI 5 RESPONSE: A site visit is not allowed. The intent behind the request for a TO-4 is for the ESCO to illustrate its anticipated savings of its recommended ECMS. The Government is not seeking a response similar to a Preliminary Assessment. It is only looking for a reasonable illustrated approach for how the ESCO would pursue energy conservation efforts meeting Keesler AFB’s needs.
RFI 6: Who are key HVAC, mechanical, automation contractors, and engineering firms on base and how are they viewed?
RFI 6 RESPONSE: Per the NOO, the ESCO shall include a discussion of resources it intends to utilize as well as any subcontractor or teaming arrangements to be established should it be selected. The installation’s input on current resources is considered contrary to the NOO’s request.
RFI 7: Who would've [sic] involved in this procurement and what are they motivated by? What do they want?
RFI 7 RESPONSE: The NOO provides the Government’s requirements and needs.
RFI 8: Was the 2005 ESPC constructed after and in spite of Hurricane Katrina? Was the Scope (Boiler Improvements Chiller Improvements Building Automation Systems/EMCS Heating, Ventilating & Air Conditioning Lighting Improvements Electric Motors & Drives Water & Sewer Systems) and Investment Amount ($12,404,017) as indicated in the DOE list of awarded projects?
RFI 8 RESPONSE: This request concerning an existing ESPC is determined not needed for a response to the NOO. The ESCO shall focus on the ESCO’s Approach to identify and describe possible ECMs that it would propose per the NOO Factor 1 requirements.
RFI 9: Have any ESCOs responding to this NOO had prior site knowledge or site visits within the previous two years of the NOO issuance?
RFI 9 RESPONSE: This question is determined irrelevant to the NOO’s requirement for an ESCO to address its approach to identify and describe possible ECMs to meet Keesler AFB’s needs. The Government’s evaluation of responses focuses solely upon information presented within the NOO.
RFI 10: Will the draft Task Order Schedule 4 (TO-4) be excluded from the page count?
RFI 10 RESPONSE: Yes, Task Order Schedule 4 (TO-4) is excluded from the page count.
RFI 11: Due to the amount of data on the TO-4, can the ESCO format as 11x17?
RFI 11 RESPONSE: Yes, the ESCO can format TO-4 as 11x17.
RFI 12: Please name the utility companies for water, sewer, electricity and natural gas.
RFI 12 RESPONSE:
Electricity - MS Power Water- Keesler produces its own water Sewer- City of Biloxi Natural gas- CenterPoint Energy
RFI 13: Provide the usage and cost for water and sewer.
RFI 13 RESPONSE: See RFI Response 2 and RFI Response 3 above.
RFI 14: The NOO states that “Page size shall be 8.5 x 11 inches”. May the TO-4 specifically be presented on an 11x17 page size to ensure readability?
RFI 14 RESPONSE: See RFI Response 11 above.
RFI 15: To improve readability, may we submit the Task Order Schedule 4 (TO-4) in 11X17 page format?
RFI 15 RESPONSE: See RFI Response 11 above.
RFI 16: Please provide water/sewer date if available.
RFI 16 RESPONSE: See RFI Response 2 and RFI Response 3 above.
RFI 17: Please provide a list of all buildings served by chiller plants highlighted in yellow in Attachment 1 (Buildings 2505, 4121, 4231, 4309, 4803, 7405)
