1. Notice: The Defense Logistics Agency (DLA) Energy, on behalf of the Joint Base San Antonio (JBSA) Texas plans to award an energy savings performance contract (ESPC) task order using the Department of Energy (DOE) Super ESPC indefinite-delivery, indefinite-quantity (IDIQ) contracts.
DLA Energy invites the current 16 ESPC contract holders to submit a written response to this Notice of Opportunity (NOO) for DLA Energy’s consideration. Only those 16 DOE ESPC awardees are eligible for award.
2. Authority: DLA Energy’s authority is in accordance with 42 U.S.C. § 8287, the Federal Acquisition
Regulation (FAR) 23.205, Energy Savings Performance Contracts, Energy Policy Act of 1992 (EPAct), and DOE Final Rule, 10 CFR 436 Subpart B – Methods and Procedures for Energy Savings Performance Contracting and Energy Policy Act of 1992 (EPA, April 10, 1995).
3. Project Approach:
Joint Base San Antonio (JBSA) desires to achieve the mandated energy goals with an ambitious target of a 25% annual reduction in energy and water consumption at six (6) installations on three bases referred to as JBSA. The six (6) installations under JBSA’s purview are referred to as:
Kelly Field Annex Medina Annex Camp Bullis Ft. Sam Houston Lackland Randolph AFB
Included in the project scope are 1,373 buildings encompassing 16,836,029 square feet. Attachment 1 provides a listing of available buildings to be included in the resultant project along with their pertinent data and energy consumption. Data highlighted in orange is estimated consumption data due to the lack of metered data. The selected ESCO shall be responsible for determining the actual utility consumption during the Preliminary Assessment (PA) and Investment Grade Audit (IGA) phases. JBSA also consists of many buildings that have been placed on the National Register of Historic Places. ESCOs are advised that any work proposed on those buildings on the national register must be granted approval by the State Historic Preservation Office prior to the installation of any Energy Conservation Measure (ECM) at JBSA.
JBSA is interested in a comprehensive audit and analysis to identify and examine opportunities to achieve maximum energy/water savings and renewable energy production within the constraints of the ESPC vehicle. Should the financial economics produce a viable project, JBSA seeks to achieve facility energy intensity reductions for energy efficiency, improve water use efficiency, and increase the amount of facility energy and thermal energy from renewable electric energy and alternative energy in line with Executive Order (EO) 13693.
In achieving its energy and water conservation goals, JBSA is interested in any ECM defined in Attachment J-3 of the DOE IDIQ with the exception of two technical categories: TC.15 - Energy Cost Reduction through Rate Adjustments and TC.20 - Future ECMs. Under 10 CFR § 436.31, an ECM must improve energy efficiency. To qualify as an ECM for this ESPC project, any water conservation measure or component in an ESCO’s proposal must improve energy efficiency and otherwise meet the definition of ECMs in 10 CFR § 436.31.
Specifically, JBSA, along with any other ESCO identified opportunities, is interested in exploring and evaluating the following ECMs:
Boiler Plant Improvements;
Chiller Plant Improvements;
Building Automation Systems/Energy Management Control Systems:
Heating, Ventilating, and Air Conditioning Improvements;
Lighting Improvements;
Thermal Energy Storage; and, Micro-grid opportunities.
All ECMs will have the operations, maintenance, repair and replacement performed by the selected ESCO. Be advised that the resultant project shall be accomplished in compliance with Air Force Engineering Technical Letter (ETL) 13-13, Energy Savings Performance Contracts, dated 15 Aug 2013 and Engineering Technical Letter (ETL) 11-1: Civil Engineering Industrial Control System Information Assurance Compliance to ensure compliance with security and maintainability standards. Pursuant to the basic IDIQ contract, Section C.12, ENERGY EFFICIENCY AND RENEWABLE ENERGY AND WATER PROJECT FINANICAL AND TAX INCENTIVES, credits, rebates, and incentives from the government, utility companies, and private companies should be pursued to the maximum extent practicable.
4. Submission Requirements

(6) Response Requirements
The ESCOs are responsible for verifying the completeness and accuracy of all information furnished to them by the Government. Failure to include all information requested may adversely affect the evaluation and may result in an offer being ineligible for consideration. Responses to this Notice of Opportunity should be received no later than 26 August 2016, 3:00 p.m. Ft. Belvoir VA time. All interested ESCOs should submit the following in order to be considered:
Factor 1 – ESCO Approach: (15 single sided pages maximum)
The ESCO response to this factor should include sufficient information to identify and describe the possible energy conservation measures that it would propose for this project while addressing facilities and infrastructure improvements toward achieving a 25% reduction in energy and water consumption. A site visit shall not be conducted.
The Government is not seeking a response similar to a Preliminary Assessment. The Government is only looking for a reasonable illustrated approach for how the ESCO would pursue energy conservation efforts meeting JBSA’s needs. The response shall present the following:
a) ESCO’s best industry practices for investigation and development of the ECMs identified and the ESCO’s recommended energy conservation measures culminating in the scope of work for this project. The ESCO shall draw upon and reference information provided in Attachment 1 for this development.
b) ESCO’s rationale for the ECM selected and the determining factors for that ECM selection. The response should provide clear and convincing evidence why and how the selected ECM will meet the needs of JBSA as described herein.
c) ESCO shall include a discussion of resources they intend to utilize as well as any subcontracting or teaming arrangements to be established should they be selected.
It is not a requirement that the ESCO have past performance history in the execution of their selected ECM for this project. The basic IDIQ has already determined each ESCO responsible for the sound implementation capability of the each of 20 technical categories.
To be clear, in the event of resultant task order award, the award shall only be awarded to one of the 16 DOE IDIQ basic contract holders as the prime contractor.
Factor 2 - Price Factors: (Five single sided pages maximum) ESCOs shall discuss and define any cost benefit or other financial advantage their company can bring to the Government that would reduce the amount of principal borrowed for a subsequent project. The discussion of each benefit or advantage must identify, at a minimum, a percentage discount to the implementation costs that are recommended. Be advised that the ESCO will not be held to this exact percentage if selected, however, will be held to the fulfillment of the concept. It is expected and accepted that during the development of the project scope and finalization of all attributes of the project during the Investment Grade Audit that further definitization will occur.
The Government is not looking for a cost breakdown of the project visualized in response to Factor 1. The Government seeks to understand the ESCOs practices and ardent pursuant of any financial benefits that will assist in bringing the implementation cost of the final project down while at the same time not eroding or insulting the success of the project.
Factor 3 – Past Performance: (No additional information is being requested). The Government will use its discretion to determine the sources of past information used in the Past
Performance evaluation, and the information may be obtained from agency’s knowledge of contractor performance, other government agencies or commercial entities, or past performance databases.
5. Evaluation Methodology
a. Basis for Selection:
Proposal will be evaluated using the following three factors:
1) ESCO Approach;
2) Price Factor;
3) Past Performance.
Factor 1, ESCO Approach, is more important than Factor 2, Price. When combined, Factor 1 and Factor 2 are more important than Factor 3, Past Performance. The Past Performance factor considers the ESCO’s past performance as the prime contractor.
The resultant Task Order may be awarded to the responsible ESCO that provides the best fit in achieving energy conservation and renewable efforts for JBSA. Best fit means the expected outcome of an acquisition that, in the Government’s estimation, provides the greatest overall benefit in satisfying the requirement and represents the best value to the Government considering the ESCO’s approach, price, and past performance.
b. Number of Contracts to be Awarded:
The Government intends to award one resultant Task Order for this requirement.
However, the Government reserves the right not to award a Task Order at all.
