Amendment 0002

The subject amendment addresses a Request for Information (RFI) received from industry as follows:

FIRST: The following RFIs have been received from industry and are addressed as follows:

RFI 1: Does the Government or outside contractors provide the Operations and Maintenance (O&M) at each of the three bases (Lackland AFB, Fort Sam Houston, Randolph AFB). If it is a combination, please provide an approximate percentage of each.

RFI 1 RESPONSE: All O&M is performed by AF on all buildings, central plants, etc. Privatized Utility infrastructure repairs are performed by contractor/s on Ft Sam Houston (FSH), Kelly Annex utility infrastructure and Randolph Sewer. All AF buildings currently under ESPC task orders were removed from the list of buildings.

Amendment 0002

RFI 4: What type of buildings are considered critical loads?

RFI 4 RESPONSE: JBSA buildings occupied by the following organizations are consider critical: Medical facilities, Command Centers, Head Quarters facility, Air Traffic Control Centers & Navigation systems, Air fielding lighting, Law enforcement, Fire Department, Communication data centers, high security areas, water wells, lift stations, etc.

RFI 5: Are any of the buildings identified in attachment 1 (“Energy Consumption and Costs – FY15”) leased or rented from other owning federal or municipal organizations? If they are, will there be any restrictions or limitations as to what energy infrastructure modifications and/or improvements can be done to these facilities/buildings?

RFI 5 RESPONSE: There are no reimbursable tenant buildings on the list of buildings in attachment 1.

RFI 6: Are there Utility Privatization contracts being executed or planned for the 6 installations that comprise JBSA?

RFI 6 RESPONSE: FSH, Kelly Annex Utilities and Randolph sewer are privatized. Air Force goal is to privatize utilities infrastructure, but Air Force will maintain ownership of buildings and equipment within the buildings.

RFI 7: The Notice of Opportunity states that JBSA is generally interested in 18 of the 20 technology categories in Attachment J-3 of the DOE IDIQ and specifically interested in seven ECMs. If an offeror chooses to focus the ECM-specific sections within the fifteen-page ESCO Approach section on the seven ECMs of specific interest to JBSA, would the government deem it a weakness that the proposal does not address site-specific solutions for the eleven other technology categories deemed of general rather than specific interest to JBSA?

RFI 7 RESPONSE: As stated in the Notice of Opportunity, the ESCO’s response should include sufficient information to identify and describe the possible energy conservation measures that it would propose for this project. The ESCO should include possible Energy Conservation Measures (ECM) considering the information presented in Attachment 1 by addressing both site-specific solutions and those of interest to JBSA.

SECOND: All other terms and conditions remain as previously stated.
