Questions and Answers

1. Question: Reference Question and Answers, Question 1 and PWS Paragraph 3.1.3: The answer to the question states that the contract clause takes precedence over the PWS. The contract clause states that the Government bears no responsibility for repair and replacement of facilities or equipment. Please provide copies of the age and repair history for each item of Government Property listed in Appendix A that is now Contractor responsibility.

Answer: Please note that FAR 52.245-2 has been deleted from this requirement as cited on page 1 of this amendment. Repair and replacement of Government property is not Contractor responsibility.

2. Question: Reference Question and Answers, Question 1 and Appendix A-1: The answer to the question states that the contract clause takes precedence over the PWS. The contract clause (52.245-2) states that the Government bears no responsibility for repair and replacement of facilities or equipment. If a facility listed in this listing is damaged or destroyed, is the Contractor required to repair or replace the facility? If yes, does the Contractor retain title to the building?

Answer: Please note that FAR 52.245-2 has been deleted from this requirement as cited on page 1 of this

3. Question: Reference Question and Answers, Question 1 and Appendix A-8: The answer to the question states that the contract clause takes precedence over the PWS. The contract clause (52.245-2) states that the Government bears no responsibility for repair and replacement of facilities or equipment. Will the Government allow the Contractor to use the specialized repair facilities on the installation for repair/maintenance of the vehicles listed in Appendix A-8?

4. Question: Reference Question and Answers, Question 1 and Appendix A-8: The answer to the question states that the contract clause takes precedence over the PWS. The contract clause (52.245-2) states that the Government bears no responsibility for repair and replacement of facilities or equipment. Please confirm the Contractor retains title to any vehicles, equipment, or facilities replaced during the course of this contract based on the 52.245-2 clause.

5. Question: Reference RFP Clause 52-245-2: This clause, as currently written, has serious and unclear liability for any Contractor bidding this effort based on a lack of information regarding the repair history of the facilities, vehicles, and equipment to be maintained by the Contractor in its current form. This has the potential to greatly increase the Government’s cost based on this unclear liability. Would the Government consider revision of 52.245-2, paragraph (e) to specifically define and limit the Government property, vehicles or equipment that is to be repaired and replaced by the Contractor?

6. Question: Appendix C provides “workload estimates” however it does not identify what time frame the data was extracted. Was this data from the most recent fiscal year that closed 30 Sep 2013? If not can you please provide this data as of Sep 30, 2013?

Answer: The data provided is for calendar year 2012. For calendar year 2013, the minor difference is an 8% increase in aircraft servicings (projected).

7. Question: Appendix C states there were 1395 Jet Fuel refueling/defueling operations in a year. What percentage was performed by truck?

Answer: Approximately 76% was performed by R-11 Truck.

8. Question: Appendix C states there are approximately 112 refuel operations to organizational tanks per month. Is the SP required to provide the second person during refueling operations or is the second person provided by the organization?

Answer: The second person is provided by the organization.

9. Question: Appendix C #2a Storage provides aviation and ground fuel tank truck receipt quantities but does not identify if these are per week/day/month or year? Could you please clarify?

Answer: These are per month except as noted for Deicing Fluid.

10. Question: Appendix C #2 c identifies the number of fillstand operations per month. Are the fillstands equipped with the Scully system? Do the fillstands require the two person policy to operate?

Answer: - JP8 and Diesel fillstands are equipped with Scully; Mogas is not. Please refer to AFI 23-201, paragraph 5.1.32.2.8. for manning requirements.

11. Question: Appendix C doesn’t identify how many offloading headers are available for each grade of product? Could you clarify please?

Answer: A maximum of two JP8 trucks can be offloaded at one time. Only one truck at a time can be offloaded for all other grades.

12. Question: Can simultaneous receiving and transfer operations be conducted at bulk storage and hydrants?

Answer: At Bulk Storage, receiving/transfer can be done from two different tanks, but not the same tank.

At the hydrants, there is no restriction.

13. Question: The PWS estimates a requirement for training Reservists. Based upon 2012 historical data, how many hours were involved in reservist training in FY 2013?

Answer: The maximum hours were 16 per month; 8 hours Saturday and Sunday each per month.

14. Question: Is the service provider responsible for confined space entry?

a. If so, how many confined spaces are within the SP’s area of responsibility?

b. Is confined space training a contractor or government responsibility?

Answer: There is no contractor responsibility for confined space entry.

15. Question: The solicitation (OSP) identifies preventive maintenance as a SP requirement however at the site visit Mr. Hill stated the SP was ONLY required to provide operator maintenance. Please clarify the SP’s responsibility as it pertains to maintenance.

Answer: For a definition of operator maintenance, refer to APPENDIX I, Definitions, Acronyms, and Abbreviation - Operator Maintenance. Maintenance beyond this is performed by Refueling Maintenance (Vehicles) or Water and Fuels Maintenance (facilities).

16. Question: Attachment 3, OSP, addendum to 52.212-2 instructs Offeror shall submit original and three copies of their technical/management, but the following paragraph indicates original and two copies with one CD of their technical/management submissions. Please clarify the number of copies required.

Answer: The total number of copies required is four (4); one original, two hard-copies and one CD copy.
