Questions and Answers
1) Question: Reference RFP Clause 52.245-2, Government Property Installation Services and the PWS:
The RFP Clause states that property is furnished “as-is, where-is” condition and that replacement is at Contractor expense. This is in conflict with various paragraphs that outline Contractor responsibility for Government property. Please clarify.
Answer: The contract clauses take precedence over the PWS. Thus, Clause 52.245-2 applies.
2) Question: Reference RFP Clause 52.212-2, Evaluation – Commercial Items, Factor 3, paragraph (a) and the Offerors Submission Package (OSP): The paragraph states that the price will be calculated as the total of CLIN 0001 multiplied by 60 months plus CLIN 0002 multiplied by 60 months plus CLIN 0003 multiplied by 6 months. The OSP does not contain an entry for a CLIN 0003. Please clarify.
Answer: The 6-month extension provision is normally calculated using the last option monthly unit price. No entry for CLIN 0003 will be required.
3) Question: If a contractor is submitting a proposal for several different Fuels Management contracts being purchased from the same office, will one set of completed Past Performance Questionnaires be acceptable to cover the various contracts?
Answer: The contractor is requested to submit a questionnaire for each requirement individually.
4) Question: Reference OSP Addendum To 52.212-1, C: Paragraph requires Past Performance narrative to be submitted using the ‘Past Performance Experience Form (Attachment 3)’. Please release the Past Performance Experience Form.
Answer: The Past Performance Experience Form is attached to this amendment.
5) Question: Reference OSP and RFP, Section L: What is the page limit for Past Performance narrative?
Answer: There is no page limit for the Past performance narrative. The page limit only applies to the Technical Proposal.
6) Question: Reference PWS Paragraph 1.13: The paragraph references providing all fuels processes as described in AFI 23-201. Does the Expeditor position, as described in AFI 23-201, require a dedicated employee to provide Expeditor duties during all periods of operation?
Answer: An expediter is required whenever aircraft fuels servicings are occurring on the flightline.
Additionally, refer to AFI 23-201, Attachment 4.
7) Question: Reference PWS Paragraph 3.1.8: The paragraph outlines PMEL calibration coordination requirements that are the responsibility of the contractor. Please confirm that the servicing PMEL organization is located on Wright-Patterson AFB.
Answer: The servicing PMEL is located on WPAFB.
8) Question: Reference PWS Paragraph 4.4.2: The paragraph outlines the organizational tank custodian inspection and training requirements; however, we do not see a count of tanks to be inspected or custodians to be trained. Please provide the count of tanks and custodians to be trained.
Answer: There are approximately 140 tanks and 50 – 70 personnel to be trained. (Note: subject to change).
9) Question: Reference PWS Paragraph 4.4.5.1 and RFP 52.222-17, Nondisplacement of Qualified Workers: The paragraph states that all employees must have at least two years documented fuels experience (military/civilian) within the area where the individual is to be placed. Please confirm that employees who do not meet these minimums will be eligible for retention in the event that the current contract does not have these minimum experience requirements.
Answer: all current employees meet the requirements and are eligible for retention.
10) Question: Reference PWS Paragraph 4.8.2: The paragraph references a DD254; however, the solicitation does not include a DD254 for offeror review. We request that the DD254 for the resulting contract be made available for review by all offerors.
Answer: Please see DD254 attached to this amendment.
11) Question: Reference PWS Paragraph 4.9.3: The paragraph states that Cryogenics services are to be provided 24 hours a day, 7 days a week. Does the Government establish a core window where the Contractor is required to provide two personnel for servicing carts?
Answer: The contractor only provides one person for servicing. Servicing hours are 0930 until completion Monday-Friday and on-call all times thereafter, including weekends.
12) Question: Reference PWS Paragraph 4.9.3: The paragraph states that Cryogenics services are to be provided 24 hours a day, 7 days a week. Does the using organization provide the second person during cryogenic servicing?
Answer: Yes.
13) Question: Reference PWS Paragraphs 4.14.6 and 4.14.12.1: The PWS paragraph identifies the requirement to manage hazardous waste accumulation points; however, it is not clear as to whether the Contractor is responsible for disposal costs. Does the Government provide disposal of these wastes at no cost to the Contractor?
Answer: There are no hazardous waste accumulation points.
14) Question: Reference PWS Appendix A: The Government-furnished facility list does not include a listing of fuel tanks or sizes of tanks for consideration by the Offerors. Please provide a listing of fuel tanks and size information for each tank.
Answer: Please see attachment to this amendment, WPAFB Tank Listing.
15) Question: Reference PWS Appendix A: The Government-furnished data does not describe how fuel tanks and hydrant systems are configured. Please provide an overview of connection between hydrant systems and support tanks for these systems and drawings.
Answer: Please see attachment to this amendment, WPAFB Tank Listing.
16) Question: Reference PWS Appendix C: The appendix provides annual and monthly averages for distribution of fuel product; however, there is no breakdown of truck servicings to hydrant servicings.
Please provide hydrant utilization rate averages for Offeror consideration.
Answer: Approximately 25% of servicings are by hydrant system. (Note: This is subject to change.)
17) Question: Reference PWS Appendix C: The appendix provides estimates for diesel refuel services on a monthly basis. Please provide a breakdown that shows the number of services provided for organizational tanks and for individual pieces of equipment.
Answer: The requested breakdown is not available as diesel fuel issues only identify the ordering organizational code and regulation number.
18) Question: Reference PWS Appendix C: The appendix does not provide an estimate on the number of laboratory tests to be completed by the Contractor. Please provide an annual estimate on the number of tests to be completed.
Answer: Please refer to Appendix A-8 of the PWS, Technical Order 42B-1-1 and the attached WPAFB Tank Listing to determine required number of laboratory tests.
19) Question: Reference PWS Appendix C: The appendix does not identify the number of low points to be inspected by the Contractor. How many low points are designated for inspection by the Contractor?
Answer: There are a total of 10 low points requiring inspection.
20) Question: Reference PWS Appendix D: The appendix states that maps listed in the appendix will be provided upon request. We formally request a copy of these maps be provided for our review.
Answer: The maps requested are attached to this amendment.
21) Question: Reference Collective Bargaining Agreement (CBA), Article I, Paragraph 1.2: The paragraph states that all clerical employees are excluded from the bargaining unit. Are personnel employed in the FSC as controllers and accountants part of the bargaining unit?
Answer: Only those employees specifically stated as bargaining unit employees in the CBA are bargaining unit employees.
22) Question: Reference CBA, Article XII, Paragraph 12.1.4: The paragraph states that “the Company shall maintain FTE levels as of 1 October 2008 unless operational needs require additional FTEs or as defined in Article 3.4 above”. Provide the FTE level information referenced as only the incumbent contractor possesses this information.
Answer: DLA Energy will not provide current staffing levels. It is the responsibility of the contractor to propose staffing levels and key positions that meet the requirements outlined in the performance work statement (PWS).
23) Question: Reference CBA, Article XXIII, Paragraph 23.5 and PWS Appendix C: The CBA paragraph references pipeline receipts; however, the workload data states that all receipts are by truck delivery.
Please confirm that there are no pipeline receipts completed at Wright-Patterson.
Answer: There are no pipeline receipts at WPAFB.
24) Question: Is the service provider required to comply with the Fuels Management Flight Structure located in AFI 23-201, Attachment 4?
Answer: Yes, the service provide is required to comply with the Fuels Management Flight Structure where applicable.
25) Question: Reference PWS APPENDIX C, Workload Estimates, Historical Workload. Please explain what is meant by “The workload estimates in this technical exhibit are for planning purposes only. This technical exhibit will not be used for deciding actual workload payments. THESE ARE ESTIMATES ONLY.
Actual workload will determine payments per award schedule.” We are asking because this contract is a Firm Fixed Price effort with a monthly dollar amount, so we don’t understand the applicability of the statement.
Answer: Since this is a firm fixed price contract, actual workload will not determine payments. The workload estimates provided are for planning purposes only.
26) Question: Reference PWS paragraph 1.7. This paragraph states “Support daily flying operations and preposition a minimum of one refueling vehicle when directed by the Maintenance Operations Control Center (MOCC)…”. What is the frequency of the prepositioning request and for what duration of time? What is the frequency of more than one vehicle being requested?
Answer: Prepositioning requests are only for Priority aircraft servicings and is very infrequent. Due to the infrequency of these requests, records are not kept. Thus, no further information can be provided.
27) Question: Reference PWS paragraph 3.1.3. This paragraph states in part, “The SP will perform all minor maintenance on government furnished equipment coded for SP maintenance listed in Appendix A”. Appendix A does not contain any coding that displays which equipment is the SP’s responsibility.
Please clarify.
Answer: Minor maintenance referred to here applies to fuel systems and refueling vehicles.
28) Question: Reference PWS paragraph 1.13. This paragraph states that the SP will “Maintain all fuels processes identified in AFI 23-201 under the direct control and supervision of the Fuels Management Flight.” Is there a requirement that the service provider’s staffing will include the use of an Expediter?
Answer: An expediter is required whenever aircraft fuels servicings are occurring on the flightline.
Please refer to AFI 23-201, Attachment 4 for additional informatioin.
29) Question: Reference PWS paragraph 4.4.2 Organizational Fuel Tanks. This paragraph states that “The
SP will provide tank custodian training and implement an organizational tank inspection program IAW applicable Air Force Instructions.” Please provide supporting workload data: the number of tanks, the date of the initial or most recent inspection and when the biennial inspection is due.
Answer: There are approximately 140 tanks and 50-70 personnel trained per year. Most recent inspections and inspection due dates are part of the current contractor's program and not available for release.
30) Question: Reference PWS paragraph 4.4.2 Organizational Fuel Tanks. Please provide the number of org tanks the service provider is responsible for as well as their locations and the distance, in miles, from the Fuels Bldg.
Answer: There are approximately 140 Organizational Fuel Tanks. All tanks are located on the perimeter of the installation. Due to the number of tanks, it is too cumbersome to provide the distance for each tank.
31) Question: Reference Appendix C, Workload Estimates. What is the average number of refuelings on weekends by shift?
Answer: The average number of refuelings on the weekends by shift are as listed below.
Day Shift – 3 Swing Shift – 2 Mid-Shift – 1 Note: the number of refuelings is subject to change.
32) Question: Reference Appendix C, Workload Estimates. Are Ground Fuel servicings limited to Monday through Friday? Is there a delivery schedule in place? Please provide the delivery schedule, if possible.
Answer: Ground fuel servicings occur 24 hours a day, 7 days a week, 365 days a year. As such, there is no delivery schedule.
33) Question: Reference Appendix C, Workload Estimate. Please provide the number of annual/monthly lab samples.
Answer: Please refer to Appendix A-8 of the PWS, Technical Order 42B-1-1, and the attached file WPAFB Tank Listing to determine the required number of laboratory tests.
34) Question: Reference Appendix C, Workload Estimates. Please provide the number of gallons of all products issued annually.
Answer: Please see listing below for workload estimates.

35) Question: Reference Appendix C, Workload Estimates. In an effort to minimize the loss of cryogenic product, are there currently specific Cryo servicing hours that are established?
Answer: Cryogenics servicing hours are from 0930 hours until completion Monday through Friday and on-call all times thereafter, including weekends.
36) Question: What are the number of Fuels Transactions annually? How many of these are automated?
Answer: Over 95% of the transactions are automated.
37) Question: We have a question on the Kirtland RFP – at the bottom of page 58 of 67, and on page 14 of the OSP it reads;

The Government will establish a competitive range comprised of all of the most highly rated proposals. In accordance with FAR 15.306(c)(2), the competitive range may be further reduced for purposes of efficiency. Offerors shall submit one original of the Offeror Submission Package and an original and three copies of their Technical/Management submissions.
Offerors shall submit one original copy of the Offeror Submission Package and Past Performance information, and an original and two copies, plus one CD, of their Technical/Management submissions.
If any exceptions are to be taken to the terms and conditions, indicate specific paragraphs and submit as part of the price proposal.
Would you please clarify the submission requirements?
Answer: Offerors are requested to submit one original copy of the OSP. Offerors are also requested to submit a total of four copies of their Technical/Management submissions; one original, three copies and a CD copy.
38) Question: Going through the PWS on Kirtland, I came across a phrase we don’t usually see on a fixed price contract.
APPENDIX C - WORKLOAD ESTIMATES, Historical Workload:
“Actual workload will determine payments per award schedule”.
Would you please clarify this statement?
Answer: As this is a firm fixed price contract, the contract takes precedence over the PWS and the statement in the PWS does not apply.
39) Question: Also, will this form be submitted in the Offeror Submission Package – or do you wish to see a separate binder for Past Performance?
Answer: This form may be included in the OSP.

41) Question: Reference Collective Bargaining Agreement between T. Square Logistics Services and
Teamsters Union No. 957, Article XII, 12.1.4. During our review of the Collective Bargaining Agreement incorporated into the solicitation, the referenced paragraph states “ The Company shall maintain FTE levels as of 1 October 2008 unless operational needs require additional FTEs or as outlined in Article
3.4 above.” We respectfully request that the Government provide the FTE levels by job classification as of 1 October 2008. This is the only way to ensure all companies can meet this requirement.
Answer: DLA Energy will not provide current staffing levels. It is the responsibility of the contractor to work statement (PWS).
42) Question: Reference Addendum to 52.212-1, Paragraph C: The paragraph states that the relevant experience of key personnel (corporate or Terminal Superintendent) can be considered and included in the five references. Please confirm that both a Corporate Fuels Manager and the Terminal Superintendent can be submitted – 3 contract references and 2 resumes.
Answer: References and resumes are to be submitted both the Corporate Fuels Manager and Terminal Superintendent.
43) Question: Union contract is up in 2016. Initial term of WPAFB contract is five years up in 2018. If personal costs increase due to union negotiations, can we recoup those costs during the term of the WPAFB contract?
Answer: in accordance with the Service Contract Act, on a yearly basis at the anniversary of the performance period, the SP will be allowed to submit a wage adjustment.
44) -Question: What are the current staffing levels?
Answer: DLA Energy will not provide current staffing levels. It is the responsibility of the contractor to work statement (PWS). Information regarding the current contract is public information. Suggest research of current USAF contract for information as necessary.
45) Question: What is the breakdown of current staff among the following classifications:
a. Clerical
b. Professional
c. Lab Techs
d. Supervisors
e. Fuel Specialist
Answer: DLA Energy will not provide current staffing levels. It is the responsibility of the contractor to propose staffing levels and key positions that meet the requirements outlined in the performance work statement (PWS). Information regarding the current contract is public information. Suggest research of current USAF contract for information as necessary.
46) Question: If power should go out and we have to manually deliver fuel, can we be reimbursed for the extra labor costs involved?
Answer: If power goes out, the fuel facilities have emergency backup generators. It will still be expected that contractor meet all PWS requirements under the firm-fixed price of the contract. Extra labor costs only will be assessed on requirements that are outside the scope of the PWS.
47) Question: A white painted refueler was seen at Wright-Patterson AFB, what is the significance of this refueler is any?
Answer: There is no significance. Wright-Patterson does not have a white refueler used for the contract.
48) Question: As was mentioned during the site visit, the CBA mandates manning cannot drop below the manning numbers of CY 2008. Could you provide the CY 2008 CBA manning numbers please?
Answer: Please refer to Section 3.4 of the CBA.
