Questions and Answers Tinker AFB, OK
SP0600-13-R-0514
1. Reference PWS Paragraph 4.4.2. Organizational fuel tanks. Please provide the number of org tanks the service provider is responsible for as well as their locations and the distance, in miles, from Bldg. 250.
The Service Provider (SP) is responsible to inspect 84 organizational tanks, actual distances are unavailable.
2. Reference PWS Appendix D. Please provide the map/list for item 1.a. A map/list will be provided upon contract award.
3. Reference PWS Paragraph 1.8 This reference discusses the operation of a fuels laboratory, yet there is no associated workload in Appendix C or elsewhere. Please provide the relative workload.
Approximately 6,500 tests annually, SP should comply with TO 42B-1-1 per PWS.
4. Is there a requirement for the service provider to ensure areas 273/274 and 483/484 hydrant facilities are to be operated as two separate facilities although they are joined by a walkway? Yes. Is it true that one operator will not be permitted to operate both areas simultaneously? Yes.
5. Is the service provider required to comply with the Fuels Management Flight Structure located in AFI 23-201, Attachment 4? Yes, unless appropriately waived in accordance with AFI 23-201.
6. Is the service provider required to handle Vehicle Identification Links (VIL)? Yes. Must he encode VIL Keys for vehicles, equipment and support tanks? Yes.
7. Is the service provider required to emboss the DD Form 1896, Jet Fuel Identaplates for Air Force aircraft? No.
8. Reference the Area C Hydrant System. During hydrant refueling, is the service provider required to have at least two personnel to man this system, one at the pump house and one at the pit outlet? Yes.
9. Reference the Area C Hydrant System. Is this system to be manned 24 hours a day/7 days a week? Yes. How often is the system operated? System is operated on a daily basis. How many hours per day and days per week is it operated? Operation is conducted on a daily basis, 24 hours per day, 7 days per week.
10. Reference PWS Appendix D, 76 MAINTENANCE YEARLY WORKLOAD ESTIMATE (Reference Para. 1.7.4, 1.9.3 and 1.9.24). The references listed for this area do not exist in the PWS. Please clarify. Workload Estimates are in Appendix C. Please disregard references; they will be deleted in an updated PWS provided .
11. Reference PWS Appendix D, 76 MAINTENANCE YEARLY WORKLOAD ESTIMATE.
Please explain the relevance of the man-hours listed in this reference. Is manpower to be solely to be dedicated to this system for the number of man-hours indicated per year? The workload estimates located in Appendix C represent Fuels Management average annual hourly support and is provided for your planning purposes.
12. Reference the 487 Hydrant Systems, Tanks 483, 484, hydrant-pit outlets on AWACS ramp and AMC ramp. How often is the system operated? System is operated on a daily basis. How many hours per day and days per week is it operated? Daily operation hours are unknown; however the system is operated 7 days per week. Is the minimum manning required to be one person at the pump house and one person at the pit outlet?
Yes, during hydrant refueling.
13. Reference 1091 Hydrant System, Tanks 21090, 21091 and hydrant pits on 507th ramp. How often is the system operated? System is operated on a daily basis. How many hours per day and days per week is it operated? The actual daily operating hours are unknown however; system is operated 7 days a week. Are we correct in our assumption that during all operations at least two contractor personnel shall man this system, one at pump house and one at pit outlet? Yes, during hydrant refueling.
14. Reference 995 Hydrant System, Tanks 965, 998, 999 and hydrant pits on AWACS Alert and NAVY ramp. How often is the system operated? System is operated on a daily basis How many hours per day and days per week is it operated? The actual daily operating hours are unknown, however the system is operated 7 days a week. Are we correct in our assumption that during hydrant refueling at least two Contractor (SP) personnel shall man this system, one at pump house and one at pit outlet? Yes.
15. Reference PWS Paragraph 1.6. Please clarify the level of maintenance the service provider must accomplish. Maintenance shall be IAW the most current applicable refueling vehicle Operator Manuals and/or Technical orders.
16. Reference PWS Appendix A3 and Appendix C2. These references indicate conflicting numbers of R-11 Refueling Units. Please clarify. The current number of R-11s is 12 which is listed in Appendix in C2.
17. Reference PWS Appendix C3, Paragraph 3.c (4). Is there a specific time of day LOX is issued?
Yes, LOX is issued between 1200-1400 hours Mon-Fri. Are there any requirements to issue LOX on swing shift, grave shift or weekends? Yes, LOX may be issued on an On-call basis. If possible, please provide issue workload by shift as well as weekends. This information is unavailable, for workload estimates Reference PWS Appendix C3.
18. Reference PWS Appendix A-1, Real Property, Bldg. 1090, W CNG Station. What are the responsibilities of the service provider for this CNG station? Please Refer to PWS Section 3.
19. Reference PWS paragraph 4.9.1 and Appendix C3, Paragraph 3.c. Does the service provider have any regularly scheduled ground product delivery requirements? Historically, a schedule route has been used by SP to service base customers in need of daily ground fuels servicing for daily requirements, however this method is at the discretion of the SP. If so, please provide the details. No further details will be provided.
20. Reference PWS APPENDIX C, Workload Estimates, Historical Workload. Please explain what is meant by “The workload estimates in this technical exhibit are for planning purposes only. This technical exhibit will not be used for deciding actual workload payments. THESE ARE ESTIMATES ONLY. Actual workload will determine payments per award schedule.” We are asking because this contract is a Firm Fixed Price effort with a monthly dollar amount, so we don’t understand the applicability of the statement. This is a firm fixed price contract, there is no award schedule. Updated PWS will be provided.
21. We believe there are more than 100 low points on Tinker AFB which require weekly inspections and also require a two-person concept due to confined space rules. Please confirm the number and the requirement. There are approximately 60 low points; confined spaces shall not be entered by fuels personnel IAW local policy.
22. Reference PWS Appendix C3, Paragraph 3.c (4). Will using organizations provide the second person during any and all hours or must the service provider sometimes provide the safety person/second person?
Organizations will provide a second person only for after hour call-in support.
23. Reference PWS Appendix C3. The workload data 32,500,000 gallons of JP-8 received per year.
Please confirm the pipeline receipt rate as we understand each receipt takes over 96 simultaneous hours to complete each transfer due to the slow receipt rate. We also understand there are 4 transfers per month. Please confirm our understanding. This is correct however; a pipeline receipt is considered a “receipt” not a transfer.
24. Reference PWS Appendix F, Priority 1 and 2 Requests. Are 15 and 20 minute response times realistic given the spread out servicing locations and compliance with safe driving practices? Priorities 1 and 2 response times are realistic. Will additional time be allowed for these locations due to the distance? No. If not, pre-positioning of personnel and equipment would be required and would increase contract costs. Historically, no pre-positioning has been required to meet response time; however this is at the discretion of the SP.
25. Reference PWS paragraph 4.5, SP Contingency Plan. May the referenced “Key Personnel” positions identified in paragraph 4.5.1 have collateral responsibilities? Yes, as long as the “collateral responsibilities” do not interfere with the employees’ primary duties.
26. Reference PWS paragraph 4.5, SP Contingency Plan. Are the referenced “Key Personnel” required to be full-time positions? Yes
27. Appendix C – 3.c (2) – provided is the number of Ground Fuel fill stand issues (C-300/301 truck fills), do you have the number of ground fuel issues to organizational customers? This information is not available.
28. PWS – Page 26 of 69. Is there anything missing between paragraphs 4.14.24 and 15? If there are any environmental requirements not specifically addressed, please refer to PWS paragraph 4.14.1.
29. Appendix C – Historical Workload: “Actual workload will determine payments per award schedule.” Please clarify how this statement fits into a fixed price contract. Refer to Question 20.
30. Reference RFP Clause 52.245-2, Government Property Installation Services and the PWS: The RFP Clause states that property is furnished “as-is, where-is” condition and that replacement is at Contractor expense. This is in conflict with various paragraphs that outline Contractor responsibility for Government property. Please clarify. The clause states property is furnished “in an “as-is, where is” condition. The Government makes no warranty regarding the suitability for use of the Government property specified in this contract. The Contractor shall be afforded the opportunity to inspect the Government property as specified in the solicitation.” Refer to 52.245-2(a) additionally, the clause specifies that replacement or repair of lost Government property is at contractor expense. Refer to FAR 52.245-2 (b).
31. Reference RFP Section B-0001 and Offerors Submission Package (OSP): Section B Base Period and Option Period differ from the OSP Base Period and Option Period. Please clarify the anticipated period of performance. The performance period is October 1, 2014- September 30, 2019 with one, five-year option period of October 1, 2019- September 30, 2024.
32. Reference RFP Section B-0001 and Offerors Submission Package (OSP): Section B states the Contractor will provide services for the five year base period, one five year option period and six one month extension period, however there are only two CLINS outlined in Section B and OSP. Please clarify. CLIN 0003 will be added to B30 to evaluate price for the 6-month extension. Please refer to Amendment 0005 for updated documents.
33. Reference RFP Clause I-0005: The paragraph states that the DLA will initiate background requests and provide fingerprint cards. Please confirm that the Government will continue to provide these services as the transition to electronic fingerprints and SWFT submission becomes mandatory. DLA-Energy will address a change if a transition becomes mandatory.
Reference RFP Clause 52.212-1, RFP Clause 52.212-2, and Attachment B L&M Clause Provisions:
The two referenced RFP clauses and the Attachment detail instructions to offerors and evaluation criteria are in conflict. Does the RFP Clauses or Attachment B take precedence? The clauses within the RFP take precedence. Please refer to Amendment 0005, Attachment D will be deleted.
34. If a contractor is submitting a proposal for several different Fuels Management contracts being purchased from the same office, will one set of completed Past Performance Questionnaires be acceptable to cover the various contracts? Recent (within 3 years) completed questionnaires will be accepted from relevant services; however the offeror must complete pages 1-2 of Past Performance Questionnaire as a reference and submit per solicitation instructions.
35. Reference OSP Addendum To 52.212-1, C: Paragraph requires Past Performance narrative to be submitted using the ‘Past Performance Experience Form (Attachment 3)’. Please release the Past Performance Experience Form. The Past Performance Questionnaire Form, also referred to as a “Past Performance Experience Form” is located under Attachment A of the solicitation. Please see Amendment 0005 for further clarification.
36. Reference OSP and RFP, Section L: What is the page limit for Past Performance narrative?
There is no page limit specified, please use the form provided in Attachment A for format guidance.
37. Reference PWS Paragraph 1.7.1: The times for priority 3 arrivals appear to be very short for activity on the southern side of Tinker. Can the Contractor drive within the controlled area to access the south side? No.
38. Reference PWS Paragraph 1.13: The paragraph references providing all fuels processes as described in AFI 23-201. Does the Expeditor position, as described in AFI 23-201, require a dedicated employee to provide Expeditor duties during all periods of operation? Does an Expeditor, trained in other functional areas, have the ability to perform these duties at the same time they are serving as the Expeditor? The role of Expeditor is a distinct duty. For fuel servicing operations, an expeditor is required IAW AFI 23- 201.
39. Reference PWS Paragraph 3.2: The list of services to be provided by the installation does not include grounds maintenance, weed control, or snow removal. Does the Government provide grounds maintenance, weed control, or snow removal services for areas adjacent to the Government-furnished facilities?
Grounds maintenance and weed control is provided by Base Civil engineer for the Fuels Management area IAW 23-201. Snow removal shall be IAW TAFB Plan 32-1002. Snow removal (roads, parking lots) is base civil engineering responsibility but SP is typically required to keep entrances and walkways at facilities clear.
40. Reference PWS Paragraph 3.2: The list of services to be provided by the installation does not include grounds maintenance, weed control, or snow removal. Please provide an estimate on the acreage to be maintained by the Contractor, by facility area, if grounds maintenance/weed control is a Contractor responsibility. Please refer to Question 39.
41. Reference PWS Paragraph 3.2: The list of services to be provided by the installation does not include grounds maintenance, weed control, or snow removal. Please provide an estimate on the pavement/sidewalk area that is to be maintained during snow events by the Contractor. Please refer to Question 39.
42. Reference PWS Paragraph 4.4.2: The paragraph outlines the organizational tank custodian inspection and training requirements; however, we do not see a count of tanks to be inspected or custodians to be trained. Please provide the count of tanks and custodians to be trained. There are 84 organizational tanks.
IAW AFI 23-204, primary and alternate custodians are assigned by commander. Training is required for both custodians. Please see “Org Tank Listing” in Amendment 0005.
43. Reference PWS Paragraph 4.4.5.1 and RFP 52.222-17, Nondisplacement of Qualified Workers:
The paragraph states that all employees must have at least two years documented fuels experience (military/civilian) within the area where the individual is to be placed. Please confirm that employees who do not meet these minimums will be eligible for retention in the event that the current contract does not have these minimum experience requirements? FAR clause 52.222-17 will be added in Amendment 0005. Current contract employees who do not meet the minimums will be eligible for retention.
46. Reference PWS Paragraph 4.8.2: The paragraph references a DD254; however, the solicitation does not include a DD254 for offeror review. We request that the DD254 for the resulting contract be made available for review by all offerors. DD Form 254 is a public document that can be accessed on the internet.

47. Reference PWS Paragraph 4.9.3: The paragraph does not indicate a service window for cryogenics services or cryotainer maintenance. Please specify the service window for this function. Reference Question 17 concerning cryogenic issues. There is no “window” for cryotainer maintenance. In regards to PWS paragraph 4.9.3, cryogenics falls under Fuel Storage IAW AFI 23-201.
48. Reference PWS Paragraphs 4.14.6 and 4.14.12.1: The PWS paragraph identifies the requirement to manage hazardous waste accumulation points; however, it is not clear as to whether the
Contractor is responsible for disposal costs. Does the Government provide disposal of these wastes at no cost to the Contractor? Contractor is not responsible for disposal costs at hazardous waste accumulation points.
49. Reference PWS Appendix C: The volume of ground product and the size of the installation suggest that there should be a recurring delivery schedule. Is there a delivery schedule for ground product services by the Contractor? See Question 19 above.
50. Reference PWS Appendix C: The appendix contains workload data entitled “76 Maintenance Yearly Workload Estimate” and provides workload in hours for the 76th. The PWS paragraphs indicated are not accurate for two of the 3 references. Please clarify what this workload entails. Refer to Question 10.
51. Reference PWS Appendix C: The appendix does not provide an estimate on the number of laboratory tests to be completed by the Contractor. Please provide an annual estimate on the number of tests to be completed. There are approximately 6,500 tests.
52. Reference PWS Appendix C: The appendix does not identify the number of low points (pits) to be inspected by the Contractor. How many low points are designated for inspection by the Contractor? There are approximately 60 low point pits.
53. Reference PWS Appendix C: The appendix states that the majority of JP8 is received via pipeline; however, there is no estimate provided on the timeframe necessary for these receipts. What is the estimated time required for receipt of product monthly via pipeline? Refer to Question 23.
54. Reference Collective Bargaining Agreement (CBA) Article 11, Hours of Work, Section 11.0:
As the incumbent Contractor, and according to the CBA, an employee who is scheduled for a 40 hour work week has to work and be paid for the 40 hours. In the new contract, will the contractor be allowed to send an employee home due to lack of work, therefore reducing their work week hours? The SP must comply with the provisions of the current CBA.
55. Reference CBA, Article 20, Discipline and Discharge, Section 20.10: Please provide PWS paragraph 1.20.2 and Appendix F reference from the current contract. Per page 2 of Attachment C Offeror
