SP0600-13-R-0505

Greater Los Angeles Basin area

A. Amendment 0001 is hereby issued to address the following questions raised in response to Solicitation SP0600-13-R-0505:

1. Does the DLA have dedicated storage tanks at Kinder Morgan Carson terminal for JP8 and JP5 (not under a solicitation) that are used as essentially as receiving/breakout storage for barrels shipped from DLA San Pedro storage tanks up the military 10” pipeline for eventual pumping on the SFPP line to Kinder Morgan Watson Station? If so how many tanks equaling how much storage?

DLA Energy Response -There are dedicated storage tanks at the Kinder Morgan Carson terminal for both grades under the current contract. This solicitation is for the entire current contract requirements.

2. If the DLA has dedicated storage tanks as per above and JP8 and JP5 were to be stored at the Contractor’s facility under this solicitation, in order to meet the requirement of the Contractor being able to ship 24/7 on SFPP line would it be acceptable for the Contractor to pump over to the DLA dedicated storage tanks in order for the military to then pump the barrels on to SFPP.

DLA Energy Response -This would not be acceptable. As per the PWS: "Terminal must be located near and have direct unrestrictive access (24/7) to the current military 10” pipeline originating at the pier in Long Beach, CA via

DFSP San Pedro, and terminating at Watson, CA(Kinder Morgan Energy Partners) KMEP. (If not currently attached to the line, a spur line must be installed and funded by the contractor.)"

3. If JP8 and JP5 were to be stored at Contractor’s facility under this solicitation, would it be expected that the jet fuel ever be loaded back to water at the Contractor’s marine berth or is it more likely the scenario that the jet be brought in via the

Contractor’s marine berth and then pumped on to the SFPP?

DLA Energy Response - JP8 and JP5 are currently, and will continue to be received and shipped via the San Pedro government pier. However, as a secondary means should the San Pedro government pier not be available, the capabilities to receive and load vessels at the contractor's marine berth is a requirement as per the PWS: "The

Contractor shall possess or have dedicated access to dock and berthing facilities capable of receiving and berthing vessels up to 48,676 MT DWT, 700 feet Length Overall (LOA), minimum draft of 42 feet. Minimum receipt and issue requirements are 2,000 bph for barges and 8,000 bph for tankers."

4. Is the DLA 10” pipeline originating at San Pedro muliti-directional or does it just pump from San Pedro to Watson?

DLA Energy Response - The 10” pipeline originating at San Pedro is multi-directional. Current operations only require San Pedro shipments to Carson and Watson.

B. All other terms and conditions of this solicitation remain unchanged.
