Solicitation SP0600-13-R-0503
Amendment 0001
A. The solicitation is amended to incorporate the following questions and response:
Question 1 (Q1): Scott AFB-The COR said that there was no confined space but behind the building there is a Permit Required Confined Space clearly labeled (see attached picture). Is this confined space not of the responsibility of the contractor?
Answer to Q1: At Scott AFB, the contractor does have responsibility for Preventive Maintenance in a confined space and thus will need a confined space program.
Question 2 (Q2): Scott AFB-Appendix D states the hours are 0700-2300. Is this 7 days a week or Monday-Friday?
Answer to Q2: Hours for Scott AFB are Monday-Friday.
Question 3 (Q3): McConnell AFB-On the site visit to McConnell AFB, it was noticed that in the contractors office, there was LMRs (Land Mobile Radios) on the desk of the employees. Are these POL radios or is the awardee expected to provide radios?
Answer to Q3: The LMRs are Government Furnished Equipment (GFE). The contractor does not need to provide radios.
Question 4 (Q4): Since Appendix D worksheet for Scott AFB only supplies the hours of operation, please tell us the number of days per week?
Answer to Q4: Monday through Friday.
Question 5 (Q5): The Appendix D worksheet for Offutt AFB states that “Storage provides diesel back-up generator support 24/7 to USSSTRATCOM, after hour support is required.” That would entail 3 shifts per day, 7 days/week for at least one FDSO or Diesel Generator plant operator. Can you describe required performance for this task, whether this is operating a large fixed location, stand-by electrical generator or simply delivering fuel for one located elsewhere, and whether this task can be performed or operated by one person or requires two per shift?
Answer to Q5: After hours support for USSTRATCOM due to storms or power outages involves the Contractor providing bulk storage support to fill refuelers to enable LRS personnel to deliver fuel to maintain generators. It would be incumbent on the contractor to determine the personnel needed for this support when required.
Question 6 (Q6): The Appendix D worksheet for McConnell AFB indicates 24/5 Hrs. Can we assume it is Monday thru Friday only?
Answer to Q6: Yes.
Question 7 (Q7): Will the government calibrate meters on a regular basis or provide the equipment for the contractor’s use in calibrating meters. If not, will the contractor have to provide the calibration device?
Answer to Q7: Meter calibration is performed through a Centrally Managed Program or via task order. The Contractor is not required to provide a master meter.
Question 8 (Q8): Does the contractor’s escort vehicle require roof mounted yellow hazard lights or special markings?
Answer to Q8: No.
Question 9 (Q9): Some of the lists of government provided equipment in Appendix D seem very sparse when compared to other locations causing doubt they are accurate. Would you please review them to confirm these lists are accurate, that way we can determine more accurately what we’ll need to provide for each location.
Answer to Q9: It is the Contractor’s responsibility to provide all items not listed as GFE necessary for performance of the PWS tasks.
Solicitation SP0600-13-R-0503
Amendment 0001
Question 10 (Q10): Will the government provide HAZWOPER training and certification or will the contractor be responsible for obtaining that service from a properly licensed source? Also, will the government compensate the contractor for the cost of obtaining this training from outside sources as certification cannot be provided as part of in-house standard training programs?
Answer to Q10: The Contractor is responsible for any and all training and associated costs for training, including HAZWOPER, which are not listed as government provided.
Question 11 (Q11): Appendix F of the PWS states that “Contractors failing to meet one or more AQLs may receive less that 100% of the monthly payment as determined by the Contracting Officer.” Is this an arbitrary decision or is there a methodology or a scale governing this? If so, how much would or could such potential deductions be?
Answer to Q11: This is a Contracting Officer decision and depends on the specific performance shortfall and related costs.
Question 12 (Q12): We cannot guarantee that the candidates whose resumes we submit in our proposal will be still be available a year from now at contract start. In fact, 30 – 60 days is actually a stretch. Other DLA competitions have changed this requirement to submittal 30 days before contract start. Since the successful contractor will obviously recruit the incumbent employees, will you be changing this requirement?
Answer to Q12: Resumes are not required as part of the proposal but must be submitted for review and approval by the winning bidder NLT 30 days after award.
