SP0600-12-R-0510
Amendment 0002
1. Does Attachment 2 (Past Performance Redacted) apply solely to contracts with DLA (USAF) or to any other companies/ partners?
ANSWER: Past performance may be from any other company which has sufficient knowledge of the contractor's performance, but performance most closely resembling the services to be provided in this solicitation is recommended.
2. In document 12-R-0510-RFP, in the point regarding the line items 1002 through 1005 -page 9 (b), are we expected to provide our own estimates?
ANSWER: Line items 1002 through 1005 are the government estimates for these tasks. You do not provide your own estimates, but you should understand the task order process and that no additional G&A or profit will be allowed on task orders under these line items. If you desire G&A and profit on these line item estimates, it must be included in CLIN 1001.
3. In the above mentioned document – page 9 (c), we are asked to provide an estimate cost for overtime rates regarding the FDSO and FDSM. We were under the impression, after your briefing, that a mechanical (FDSM) would not be necessary. We would be talking about having one TS (Terminal Superintendent) and three FDSO (operators). Can you please provide clarification on this?
ANSWER: There is no requirement for a FDSM under this solicitation. You should provide the estimated cost for overtime rates for the FDSOs.
4. Still in the same document – page 21 (Section C-5.8.1), are the bowsers to be provided by the Contractor?
ANSWER: A bowser will be provided by the government as government furnished equipment (GFE).
5. Same document –page 28, PLDS (Permanent Leak Detection System) at Lajes field is the Contractor responsibility.
Please clarify if this is the case and what kind of system we are talking about, and its applications (tanks, pipelines, or others).
ANSWER: PLDS is an installed system for monitoring pipelines for possible leaks. The contractor's responsibilities are minimal and essentially consist of periodic testing of pipelines, annotating readings, and reporting discrepancies. The contractor will be provided training on their responsibilities of monitoring the system IAW PWS para C-5.6.1.
6. Is there a maintenance management system already implemented? Can the contractor implement a new one?
ANSWER: Fuels Manager Defense (FMD) has a maintenance portion which may be used to track maintenance. In addition, Air Force Technical Order (AFTO) Form 39 is normally used to track periodic operator maintenance requirements. However, the contractor may implement a new system if desired, but this is not required or recommended due to the minimal operator maintenance requirements.
7. Is the reception of tankers included? Are there some tasks excluded like connecting hoses?
ANSWER: The contractor is not responsible for reception of tankers. Tankers are docked by the local maritime authority. Booming of tankers is performed by Civil Engineering personnel. Hoses are connected by tanker personnel.
The contractor is responsible to ensure the tanker is positioned appropriately to enable hoses to reach and to assist in connecting hoses to the crane that hoists hoses.
8. Is there an operations handbook of instructions and procedures to comply with?
ANSWER: Operations are to be conducted IAW applicable directives as stated in PWS para C-4.1 and Appendix C.
9. Can the contractor have access to previous maintenance security and quality control plans?
ANSWER: The current plans are proprietary information of the incumbent contractor.
10. How many trucks are loaded per week?
ANSWER: On average, the contractor fills five to six C-300 ground product refuelers per week.
11. Which standards are expected to be enforced with regards to safety security and maintenance?
ANSWER: The contractor should note IAW PWS para C-4.1, the contractor must comply with all applicable standards including Portuguese Final Governing Standards. Where conflicting guidance exists, the most stringent requirement will be followed.
12. I read about skills levels evaluations (2F071, 2F091, 3E452)? How do we have access to the evaluation standards?
ANSWER: These are available via an internet search.
13. Our company has not worked with USAF in the past. Will this constitute a setback?
ANSWER: There is no requirement of having worked with the USAF previously. Your company will be evaluated based on the technical proposal, past performance, and price submission.
14. When do you expect to have a decision?
ANSWER: We do not have an anticipated award date at this time. We recommend contractors monitor Federal Business Opportunities website for updates.
15. Why is a hard copy submittal required after an email submittal? Why would one want to email the proposal when the hard copy proposal is required? Would the Government consider making E-Mail Proposals acceptable and fulfilling the submission requirements?
ANSWER: Email proposals are permitted under this solicitation referenced in L-0002-L2.11-4, and also referenced under “Additional Instructions For All Prospective Offerors”, page 3, number 6. An email on a normal basis are instant and helps an Offeror meet a deadline, while paper mail could possibly be delayed. Hard copies are required as a backup in case there was a system error either with the sender or the recipient.
16. There are two parts to the required Past Performance submission: three specific information sheets for which questionnaires were submitted, and a list of all DLA-E and other relevant contracts we hold. Do you want both parts contained in the price proposal? If not, where should we place the three citations for which questionnaires were submitted?
ANSWER: Past Performance information is required as a part of your price proposal. Offerors must identify those contracts in which they have performed the same or similar services, along with a description of the services. In addition, offerors references must submit the Past Performance Questionnaire to the Contract Specialist identified in the solicitation via email or regular mail.
17. We received instruction that resumes can be placed in an attachment and they would not go against the 50 page limit of the Technical Proposal, but some of the Amendments state they do count against the page count. Which is it?
ANSWER: The 50 page count is the total technical proposal length excluding appendices and resumes.
18. The following is a layout we came up with that in our opinion best presents all required content in the most efficient way:
TAB A PRICE PROPOSAL (no page limitation)
Subtab OSP Subtab Detailed Pricing Information Subtab Exceptions Subtab Three Past Performance Citations Subtab Past Performance Information
TAB B TECHNICAL PROPOSAL (no more than 50 pages total) Subtab Introduction Subtab Sub-factor a Subtab Sub-factor b Subtab Sub-factor c Subtab Sub-factor d Subtab Sub-factor e Subtab Sub-factor f
TAB C ATTACHMENT – RESUMES (no page limitation)
RESPONSE: It is the offeror's discretion as to the format that will be submitted for their proposal.
