Amendment 0001
1. Is there a page limitation for the technical proposal, which includes Factor 1 - Technical/Management, Factor 2 - Past Performance and Factor 3 - Pricing?
ANSWER: Yes, it is limited to 50 pages. See L2.31(b)(1) on page 192 of the solicitation.
2. Is the offeror required to complete and submit both the solicitation and OSP documentation, including both SF1449’s?
ANSWER: No, the offeror is required to fill out the OSP and the SF1449 attached with that document.
3. Background: In the Additional Instructions for All Prospective Offerors, Paragraph 6, it is stated that “All emailed proposals MUST be followed-up with a hard copy of your proposals no later than three business days after solicitation closing. In Addendum to FAR 52.212-1 it is stated that “Offerors shall submit an original and two (2) copy of their offeror Submission Package and an original and two (2) copies of their Technical/Management Data and Past Performance submissions.” Finally, in Section L-0002-L2.11-4 – E-Mail Proposals, instructions are given for email submissions of proposals. The entire paragraph reads as if emailed proposals are permitted and sufficient. The fact that a hard copy proposal has to be submitted is not stated here. It even is stated that “The Government reserves the right to make award solely on the e-mail proposal.”
This would lead an offeror to believe that an Email proposal is acceptable and sufficient.
Question: Why is a hard copy submittal required after an email submittal? Why would one want to email the proposal when the hard copy proposal is required? Would the Government consider making E-Mail Proposals acceptable and fulfilling the submission requirements?
ANSWER: The hard copy submittal is a requirement. You must submit your hard copy proposal within three business days of the solicitation closing.
4. Is the Offeror Submission Package (OSP) to be submitted as a separate document, or as part of the Price Proposal?
ANSWER: The Offeror’s submission Package (OSP) is to be submitted as a part of the Price Proposal.
5. Additional instructions for all prospective offerors states: “An original’ and ‘two copies’ of the Past Performance Questionnaire should be forwarded.” However, the previous paragraph states the completed questionnaire should be forwarded via email. Please clarify.
ANSWER: Your reference should submit, via email, the past performance questionnaire directly to the Contract Specialist for the respective solicitation.
6. Please verify if the Government wants contractors to include in the price proposals all DLA Energy contracts in the last 3 years rather than just those three years for which Past Performance Questionnaire are being sent.
For an accurate evaluation of past performance, contractors should submit a minimum of three (3) recent past performance references.
ANSWER: DLA Energy Provision L2.31 requests that all DLA Energy contracts and subcontracts (completed or in progress) for the last three years be listed. ADDITIONALLY, you need to provide three references with the specified recency and relevancy. These do not have to be DLA Energy contracts as directed in L2.31.
7. Should Past Performance be included as part of the Price Proposal?
ANSWER: Past Performance information is required as a part of your price proposal. Offerors must identify those contracts in which they have performed the same or similar services, along with a description of the

Amendment 0001 services. In addition, offerors references must submit the Past Performance Questionnaire to the Contract Specialist identified in the solicitation via email or regular mail.
8. There are two parts to the required Past Performance submission: three specific information sheets for which questionnaires were submitted, and a list of all DLA-E and other relevant contracts we hold. Do you want both parts contained in the price proposal? If not, where should we place the three citations for which questionnaires were submitted?
ANSWER: Past Performance Reference information is part of the Price Proposal. Each reference therein should forward the completed questionnaires to POC of the solicitation.
9. We received instruction that resumes can be placed in an attachment and they would not go against the 50 page limit of the Technical Proposal, but some of the Amendments state they do count against the page count. Which is it?
ANSWER: The 50 page count is the total technical proposal length excluding appendices and resumes.
10. The following is a layout we came up with that in our opinion best presents all required content in the most efficient way:
