Response to questions:
1. L-0003-L.2.31 – Proposal Format and Content (DLA Energy JAN 2012):
a. L-0003-L.2.31 (a) (1) requires a detailed cost breakdown included. Please clarify what is desired?
The Price Proposal consists of the Offeror Submission Package and Past Performance Information. Since this is an overseas requirement, your Price Proposal will not consist of any Socioeconomic Subcontracting information. Please refer to B-0001-B-34.01 (Services To Be Furnished) and include the requested information.
b. L-0003-L.2.31 (a) (4) requires details regarding subcontracting to various entities. Since these contracts are outside the U.S., please confirm the need to address socioeconomic subcontracting.
There is no need to address socioeconomic subcontracting, since the requirement is overseas.
c. L-0003-L.2.31 (b) (2) (i) appears to be incomplete. What are the Specific Instructions for each of the
European contracts?
Pease refer to Section M – 52.212-2 Evaluation – Commercial Items Factor 1:
Technical/Management, which identifies the sub-factors and specific instructions.
2. Performance Work Statement:
Sections L&M are silent regarding resumes. Appendix E does state that resumes of the Terminal Superintendent, Assistant Terminal Superintendent, and Fuel Distribution Systems Mechanic (where applicable) are to be included in the proposal but does not specify where. Secondly, there is no requirement to submit a resume for the Corporate Fuels Officer which seems like an omission since the CFO is a Key Position. Please confirm whether or not the CFO resume is desired and where in the proposal you wish to have resumes presented?
A resume is not required for the Corporate Fuels Officer (CFO), but a CFO must be appointed. A resume must be provided for the Terminal Superintendent nominee. A resume must be provided for an Assistant Terminal Superintendent if the offeror proposes such a position. A resume must be provided for the Fuel Distribution System Mechanic (FDSM) for Pacific and specified CONUS locations requiring a FDSM (See Appendix D). A FDSM is not required for European locations.
Resumes should be provided as an attachment to the offeror’s proposal.
