SP0600-10-R-0521 Amendment 0003 2 INT-L2.31 PROPOSAL FORMAT AND CONTENT (DESC JUN 2009)

Proposals will be submitted in two sections and clearly labeled Price Proposal and Technical Proposal. Offers for less than the entire contract period will not be considered.

(a) PRICE PROPOSAL. In addition to pricing data, include information on Past Performance and Socioeconomic Subcontracting within this labeled section.

Submission Package must be completed and submitted with the offeror. The offeror should submit the original and one copy of the price proposal.

(2) If any exceptions are to be taken to the terms and conditions, indicate specific paragraphs and submit as part of the price proposal.

Only exceptions detailed here will be considered exceptions to the requirements of the solicitation.

(3) Past Performance Information. The offeror shall list all DESC contracts and subcontracts (completed or in progress) for the last three years. Additionally, include a list of other contracts (completed or in progress) for other Government agencies and/or private sector contracts that exhibit relevant (similar work performance) and recent (last three years) performance. These contracts may include efforts undertaken on behalf of private industry, quasi-government organizations or Federal agencies, including those performed for non-DoD activities. The offeror should include the following information for every contract listed:

Within the page limits outlined below, the technical proposal should be specific, complete in every detail, and provide concise, straight forward descriptions of the offeror's capability to perform this work. Offerors will identify any technical, scheduling, performance, or cost risks associated with their proposals, and describe how they will resolve or avoid the identified risks. Proposals that are unrealistic in terms of technical commitments or price may be considered indicative of a lack of understanding of the solicitation requirements. The complete technical proposal - excluding résumés and equipment sale/lease agreements, will not exceed ___50____

QUESTION AND ANSWERS

CLOSING REMARKS – Ronald Branch

NAVAL AIR STATION/JOINT RESERVE BASE

FORT WORTH, TX

Responses to questions submitted by potential offerors from the Pre-proposal Conference held on 15 July 2010.

1. The PWS refers to defueling operations for removal of ground fuels from government ground vehicles, flight line support equipment, stationary equipment and storage tanks as required. What is the typical workload for this type of operation (vehicle types, numbers, frequency) and what if any special equipment is required to remove fuel from any of this equipment, particularly government ground vehicles?

Response: The only thing that I have seen defueled is drop tanks attached to aircraft.

2. Are there any storage areas provided where the contractor may securely store bench stock items?

Response: Yes, building 1057 and three other small storage sheds

3. Is there any government provided area (shared or exclusive use) to perform refueling vehicle repairs/maintenance? If there is an area, please describe so that we can understand the tools and equipment that may be available for our use and that which we have to provide?

Response: Yes, building 1057, also a verbal agreement to use a bay at building 1194 base transportation. All tools provided by

Contractor.

4. Do occupants (ARF/ANG) of the shared facility provide their own supplies (toiletry, trash bags etc.) and is the contractor expected to provide all maintenance for these shared facilities?

Response: No, each branch takes care of its spaces. 301 st has a cleaning contract for their spaces and the male head which for now provides toiletry’s

5. Are filter elements provided by the government or the contractor as part of preventative maintenance?

Response: YES, The Government (DESC) will provide filters to GOCO DFSPs, i.e., facilities within a current DESC contract.

DESC will “NOT” provide for mobile refueling vehicles and equipment, e.g., aviation and ground fuel servicing vehicle, bowsers, hydrant carts, etc….

6. Amendment 2 has a blank space for the page limit L2.31(b)), are we still to provide the technical data section in 50 pages or less excluding resumes and lease agreements?

Response: Yes, the clause should read as such; 50 pages or less excluding resumes and lease agreements.

7. In amendment 2, the requirement to provide a Contract Compliance Plan was removed with the deletion of L201, please confirm that a CCP is not expected to be provided with the proposal.

Response: Yes, a compliance plan is recommended. PWS requires that a completed CCP be submitted within 60 days of contract award.

8. With regards to throughput and receipt as mentioned in #4. Appendix A of the PWS, Can the DESC clarify or provide any further details as to the estimated projected workload? Is there any available information as to the number of JP-8 Issues via ground service refueler?

Response: There are approximately 400 plus transaction per month of JP8.

9. Can the DESC provide any clarification and/or policies as to the operational difference between the base’s refuelers and the service provider’s refuelers? What is the standard operating procedure, priority, responsibility for service, maintaining, etc. for them?

Response: The Bases do not have refuelers. The contractor should have priority – it’s their lay down/bed site. The administrative building/truck parking area is shared by the Navy, Air Force Reserve, and the Air National Guard. However, it should be the Navy’s priority (contractor).

10. It would be helpful to determine the number of transactions for monthly issues of the various fuel products, can the DESC provide any determination for the minimum number or the incumbent’s current number of aircraft refuelers, ground fuels refuelers and utility vehicles? Would the current service provider be willing to turnover or sell any equipment to the successful proposer?

Response: That information is proprietary to the incumbent and is not releasable by the government. Whether or not the incumbent would sell their equipment is entirely up to them."

11. Can the DESC provide the total amount of space and locations where the service provider is responsible for janitorial/housekeeping services?

Response: Buildings 1057,1058,1064,1101,1156,1157,1158,1159,1166,1167,1168,1169,1170,1174 are provided.

12. Can the DESC also provide the total amount of space and locations where the service provider is responsible for grounds maintenance?

Response: Buildings 1057,1058,1064,1101,1156,1157,1158,1159,1166,1167,1168,1169,1170,1174 are provided.

13. Can the DESC provide any details regarding the reliability of the service station operation in order to determine the frequency and workload requirements when the station is out of service?

Response: The gas station pumps for the unleaded fuel, diesel and JP-8 have not been down in the previous year. If this becomes an issue there is another alternate station that can be use if one is out of order.

14. For planning purposes, can the DESC please provide any historical details regarding off-station refueling/defueling operations

(frequency or count of operations over the past contract period would be sufficient) for both ground fuel and aircraft deliveries?

Response: Lockheed Martin is the only off base refueling and this can be reached from our flight line.

15. Are there any planned Air Shows or special events scheduled that the DESC or the Base can share?

Response: No.

16. Is there a current wage determination listing for the current various classes of employees? If not, can the DESC provide any data as to the ranges of pay grades for the required positions?

Response: DESC is currently using Wage Determination No. 2005-2513, Revision No. 8, dated 11/04/2009.

17. Can the Driver/System Operator (DSO), Fuel Distribution Systems Mechanic (FDSM), Fuel Distribution Systems Operator

(FDSO), and Fuel Laboratory Technician (FLT) all have collateral duties?

Response: YES, but NOT that of a DISPATCHER. **PWS SECTION = C-1.6.4.4.1

18. Can the DESC provide any detail as to the frequency and description of the need of services that would fall under CLIN0002, CLIN0003, CLIN0004 and CLIN0005 for the current contracting period?

Response:

C-3.2 for CLIN 0002: Frequency dependant on services, materials, equipment, or material needed at NAS/JRB Ft Worth.

C-3.3 for CLIN 0003: Frequency dependant on emergency services required at NAS/JRB Ft Worth.

C-3.4 for CLIN 0004: Frequency dependant on augmentation and overtime NAS/JRB Ft Worth.

C-3.5 for CLIN 0005: Frequency dependant on emergency spill response services required at NAS/JRB Ft Worth.

19. Section G, INT-G50.01 Contractor's Purchasing System, NOTE (Page 4) requires the submission of an SOP for the contractor purchasing system.

NOTE: THE SOP SHALL BE SUBMITTED TO THE CONTRACTING OFFICER WITH THE INITIAL OFFER.

Question: SOP's are generally submitted after award. Does the CO intend for the SOP to be submitted with the initial offer? Is it exempt from the 50 page limitation? Should it be submitted with the Technical or the Pricing package?

Response: The Standard Operating Procedure (SOP) is to be submitted with initial offer as an attachment to Pricing Package. The

SOP is exempt from the 50 page limitation.
