AMENDMENT 0002 Page 2 of 3

SP0600-10-R-0305

CONTINUED FROM PAGE 1, BLOCK 14

Subject amendment is issued to address the following questions from industry:

INDUSTRY QUESTION 1:

One company left a question through a telephone message regarding BLM and where the definition of BLM could be found within the solicitation.

GOVERNMENT RESPONSE 1:

See RFP SP0600-10-R-0305, page 1, paragraph 1: BLM = Bureau of Land Management .

Also see page 6, clause B19.28 and page 7 clause B25.06-2.

Also see multiple references to BLM throughout the RFP.

INDUSTRY QUESTION 2:

One company had a question regarding solicitation clause D15 CONTRACTOR SEAL REQUIREMENT which requires Tamper Indicating Devices (TID) with serial numbers.

This company uses shrink wrap which goes over the valve and then is shrunk on the valve itself which does not come with a serial number. This company asked if shrink wrap without a serial number is acceptable?

GOVERNMENT RESPONSE 2:

Interested offerors may include a request for exception to solicitation clause D15 by offering to place non serial numbered shrink wrap over the valve and around the cylinder valve. DESC will evaluate/approve the request upon receipt of proposals. Requests for exception may be entered in clause L2.35 PROPOSAL FORMAT AND CONTENT paragraph (f) EXCEPTIONS.

INDUSTRY QUESTION 3:

Can you confirm that the Los Alamos National Lab, New Mexico is in fact an Eastern Region location? In review of Attachment 2, Regions, it appears that New Mexico falls under the Western Region.

GOVERNMENT RESPONSE 3:

The past cylinder requirements for Los Alamos were for various locations that were all out of the Eastern Region (Africa, Germany, Lajes Field etc). The current requirements (that we were given from the customer) are for Australia, Fiji Islands, Chile and possibly China, which would/should be out of the Western Region.

INDUSTRY QUESTION 4:

In the Schedule of Supplies/Services, specifically on pages 12-14, Group (2) Easter Region – NON BLM Grade E7, The CLIN for the Non Recurring Service, Cylinder Disposal Preparation is omitted. Please clarify whether this omission is intentional. If so, request your explanation as to why there is no potential for the disposal of cylinders under this group.

GOVERNMENT RESPONSE 4:

Disposal was based on percentages of requirements for each region, BLM and product. Percentage was so low for disposal in Grade E7 Eastern Non-BLM that we

AMENDMENT 0002 Page 3 of 3

SP0600-10-R-0305

would not logically dispose of single cylinders since it is not cost effective.

So, this service was intentionally left off the requirement.

INDUSTRY QUESTION 5:

In review of Attachment 1 and 2, should the “Classification” for Soto Cano Airbase, Honduras also be “Western Non-BLM” since “Tracy, CA CCP” is the “Delivery Location”?

GOVERNMENT RESPONSE 5:

No, transportation to Soto Cano is from the east coast.

INDUSTRY QUESTION 6:

Is this RFQ in any way associated with contract SP0600-05-D-1504? Is it the renewal for this contract?

GOVERNMENT RESPONSE 6:

The current Request For Proposal (RFP), Solicitation SP0600-10-R-0305, is a follow on procurement to contract SP0600-05-D-1504 and contract SP0600-05-D-1510, both of which expire March 31, 2010.

INDUSTRY QUESTION 7:

Question, does the BLM helium have to be sourced from the BLM?

GOVERNMENT RESPONSE 7:

IAW CFR Title 43, Vol 2, Part 3195, Section 3195.12, federal helium suppliers have a written contract with BLM known as an In-Kind Crude Helium Sales Contract which requires that whenever they sell a major helium requirement to a Federal agency or its contractors, they must purchase a like amount of crude helium from

BLM.
