QUESTIONS AND ANSWERS
a. Page Limit:
1. For the sample scenario – Does the one page limit apply to only the text response in item 1? Or does it apply to the tabular breakdown of level of effort as well?
Answer: The one page limit applies to the text response only.
2. I have a question regarding the 20 p. limit for the technical proposal. Is it 20 pg. front and back for a total of 40 actual pages, or is it 20 p. in total?
Answer: The technical portion of the proposal is limited to twenty pages in total.
b. Electronic Deliverables:
1. Task 8 in the PWS says, “In addition to providing “hard copies” of all analytical results, electronic deliverables of results must also be included in the price.” Does “electronic deliverables” mean simply a copy of the data package in pdf format?
Answer: Electronic deliverables are to be provided in CD-R media.
2. What level of data package are your looking for? Results only; results + Quality Control; or results, Quality Control, and raw data?
Answer: The data package will be a key part of any report that includes sampling and analysis data (for example--site characterization and monitoring reports, etc.) The report package must include results, quality control, and raw data. The offeror's package shall include the level of QA/QC they are proposing, i.e., Level I, II, or III. The offeror must further explain what is involved in the level they propose using including percentages of data validation and specialty labor categories that are involved for that level. The level they propose shall adhere to current ADEC technical guidance.
3. As part of the “electronic deliverable” do you want an electronic data deliverable, and if so in what format (e.g., Excel, SEDD, COELT, etc.).
Answer: Excel format.
c. Sample Scenario:
1. For completing the Sample Scenario Part 1 portion of the Technical Proposal, are we limited in our assessment or remediation approach by the list of services in Section B – Supplies/Services and Prices/Cost, or can we select a technology that is not on the list?
Answer: There is a one page limit but no limitations to the offeror's technical approach in addressing the Sample Scenario Part 1.
2. Are we limited to, or required to include, five(5) 4” monitoring wells in our assessment approach, or is the Breakdown of the Level of Effort request in Sample Scenario Part 2 independent of our response to the Sample Scenario Part 1?
Answer: Part 2 is independent of the response to P 1 to the Sample Scenario.
d. Ground Water Monitoring:
1. The site descriptions states that there are long term ground water monitoring programs in place for several sites.
Ground water monitoring is not listed as a stand alone task. Is the ground water monitoring included in this scope of work?
Answer: Correct. Groundwater monitoring is not listed in the statement of work because the number of monitoring wells and frequencies for monitoring are different for each location. Each site has a distinct State Approved Long Term Monitoring Plan (LTMP). The groundwater monitoring tasks will be accomplish using a combination of appropriate line items from the contract that will coincide with the requirements of each LTMP.
e. Testing:
1. What certifications/accreditations are the labs required to hold?
Answer: State of Alaska certified labs must be used.
2. Are project-specific target analyte lists and quality control criteria currently established for the test methods outlined in the Offeror Submission Package and Performance Work Statement, and if so, can they be provided? If project-specific lists and limits are not available, what analytical program guidance do samples collected from the four sites fall under (e.g., Department of Defense Quality Systems Manual, Contract Laboratory Program, ADEC Contaminated Sites, etc.)?
Answer: The project-specific target analyte lists and quality control criteria currently established for the test methods are not outlined in the Offeror Submission Package and Performance Work Statement. The analytical program for samples collected from the four sites fall under the ADEC Contaminated Sites Program guidance.
f. ADEC Contaminated Sites Program:
1. Is this contract to follow the guidelines found in the contaminated sites program, which requires completing the ADEC checklists for each data package and a CDQR?
Answer: Yes. The contract must follow the provisions of the ADEC Contaminated Sites Program
g. Solicitation:
1. A question came up today with regard to Section K- Representations and Certifications. Under K7 there is note that says that this section does not apply to small businesses and foreign governments. Since we are a small business, as are all the offerors, does this mean we do not need to complete any of the three parts (I, II, III) in Section K7?
Answer: The clause is deleted.
Section K99 on page 19 of the OSP – Certification of Toxic Chemical Release Reporting. Are we correct in assuming that the facilities are exempt from form R filing for the following reason - “IV” Facility does not fall within SIC Code major groups 20 to 39 or NIACS sectors 31 to 33.
Answer: The contractor should certify that its company facilities used to perform under the contract will comply with the Toxic Release Reporting requirements, and should check the blocks in K99 that are appropriate. The certification is not for the facilities the contractor will be supporting under the contract. DESC performs the required Toxic Release Reporting requirements for the DFSPs.
