CONTINUED FROM PAGE 1, BLOCK 14
A. The purpose of this amendment is to address questions from industry during the PreProposal Conference and the Site Visit held at Tobyhanna Army Depot ion 21 May 2009; and to make changes to the solicitation documents as a result of the questions and other developments.
B. The questions and answers submitted by industry and discussed at the Pre-Proposal Conference and Site Visit are as follows:
INDUSTRY QUESTION 1: What will be the normal operating times of the laser cutters?
GOVERNMENT RESPONSE: Installed gaseous oxygen and nitrogen system shall be capable of supporting the TYAD around the clock (24 hours per day, 7 days per week operations). Contractors shall size the resulting liquid storage tanks appropriately to support the 24/7 operation of up to two cutters.
INDUSTRY QUESTION 2: Can a contractor install long-lead time items such as tanks last and install piping and other facility preparation items first?
GOVERNMENT RESPONSE: Yes, in fact due to the rather short period of time allowed for the facility preparation and the potential for freezing temperatures, installing piping and other long-lead construction items first and then installing the tanks just prior to performance would ensure the system was ready by the need date.
INDUSTRY QUESTION 3: Currently the measurements for usage are going to be based on gas measured at the point of usage which is the cutters. Why is it not liquid delivered to the tank? What will happen if the cutters are down for an inordinate period of time? During this downtime, contractor liquid product will be evaporating off in the tank while no gaseous product is being sold. Will the Government consider changing the RFP to liquid instead of gaseous products?
GOVERNMENT RESPONSE: Based on comments received from industry during this Pre-Proposal Conference, the Government has agreed to change the point of usage from the gaseous meter at the cutter back to the liquid delivered to the tank. The measurements for usage will now be based on liquid oxygen and liquid nitrogen delivered to the tank, respectively. Changes to the SOO and the Request for Proposal have been incorporated into this amendment.
INDUSTRY QUESTION 4: What is the unit of measure?
GOVERNMENT RESPONSE: The Request for Proposal currently has measurements in MC which is Thousand Standard Cubic Feet. With the changes discussed in Industry Question 3, the measurement used by DESC for the liquid would be Tons (TN) for both measurements. Changes to the Request for Proposal have been incorporated into this amendment.
INDUSTRY QUESTION 5: Will gas flow meters be required at each cutter (point of use) or can one for both units be used to verify gas usage?
GOVERNMENT RESPONSE: One gas flow meter for each line can be used for both cutters. However, with the change to liquid measurement mentioned in Industry Question 3 above, gas flow meters will no longer be required at the point of use to verify gas usage.
INDUSTRY QUESTION 6: Will tank telemetry be required on the bulk storage tanks?
GOVERNMENT RESPONSE: Yes, tank telemetry (wireless/solar) will be required on the bulk liquid oxygen and liquid nitrogen storage tanks. Wireless/solar telemetry is required because a dedicated line is not available and would have several security concerns.
INDUSTRY QUESTION 7: What will be the re-fill point for the tanks?
GOVERNMENT RESPONSE: The re-fill point for both tanks (liquid oxygen and liquid nitrogen) is anticipated to be at the 30 percent full level.
INDUSTRY QUESTION 8: Will a Certificate of Conformance be utilized?
AMENDMENT 0004 Page 3 of 5
GOVERNMENT RESPONSE: DESC will require a Certificate of Analysis (CoA) for each shipment of liquid oxygen and liquid nitrogen product delivered to the TYAD. A Certificate of Conformance (CoC) can be recommended by the assigned DESC Quality Assurance Representative (QAR) and authorized by the DESC Regional Quality Manager once the Contractor demonstrates a history of outstanding contract performance to the QAR.
INDUSTRY QUESTION 9: Will TYAD provide electrical and other utilities?
GOVERNMENT RESPONSE: Yes, electricity will be provided within 15 feet of the work site and other utilities will be provided as required. Water will not be provided.
INDUSTRY QUESTION 10: How will the transfer pipe be hung in the building?
GOVERNMENT RESPONSE: The recommendation is to use a trapeze hanger system with struts to support the piping for the entire run inside the bay(s). However, the Contractor has the latitude to offer other approaches if there is a better way. Keeping in mind that installation of the pipes must be kept a safe distance from the natural gas line also running the length of the building.
INDUSTRY QUESTION 11: What will be the material required for the piping?
GOVERNMENT RESPONSE: Insulated/wrapped copper tubing capable of meeting the system pressure requirements will be the required piping.
INDUSTRY QUESTION 12: Is there an issue with welding of pipe in the building?
GOVERNMENT RESPONSE: Yes, no open flames/sparks are allowed in the building during regular shift. If open flames/sparks will be present, then the Contractor will need to coordinate with the Contracting Officer Representative (COR)/Base Safety and comply with base safety requirements for open flames in the work area. Work with open flames may need to be performed during second or third shift.
INDUSTRY QUESTION 13: What are the system pressure requirements?
GOVERNMENT RESPONSE: The system pressure requirements are as listed in the Statement of Objectives.
Gaseous nitrogen will be delivered between 350 to 400 PSI and gaseous oxygen will be delivered between 180 to 220
PSI.
INDUSTRY QUESTION 14: Will there be a requirement for a separate GN2 pipeline for beam path purge and what is the pressure requirement?
GOVERNMENT RESPONSE: Yes, if the installed laser cutter system requires a beam path purge, then a separate line will be required and it must be maintained at 30 PSI. A Contract Line Item Number will be added to the contract for this requirement. It will be exercised at award, if required.
INDUSTRY QUESTION 15: What will be the safe distance between equipment/tanks and the building itself?
GOVERNMENT RESPONSE: There shall be an 8-10 foot clearance between the vaporizing equipment/tanks and the building to prevent snow and ice that may fall from the roof from interfering with or damaging the equipment.
INDUSTRY QUESTION 16: Will extra shielding or protection for the piping be required?
GOVERNMENT RESPONSE: Yes, extra shielding/protection will be as needed to protect piping from hazards and fire protection/insulation at building penetration. If current wall penetration sites cannot be utilized, all new wall penetration locations will require a PVC sleeve (or equivalent) with plugging and wrapping/insulating the piping as necessary to fill any void areas. For information purposes, the make-up of the wall to be penetrated is block wall with exterior stucco.
INDUSTRY QUESTION 17: What will be the routing requirements for the piping from the tanks?
GOVERNMENT RESPONSE: See attached drawings. The piping shall be first routed under the building platform, through the exterior wall and then elevated to allow routing along the facility ceiling area in the most direct route to the laser cutter locations. Keeping in mind that installation of the pipes must be kept a safe distance from the natural gas line also running the length of the building.
AMENDMENT 0004 Page 4 of 5
INDUSTRY QUESTION 18: Will the pipes need to be labeled?
GOVERNMENT RESPONSE: Yes, all pipes shall be marked/labeled to indicate the applicable product and pressure in accordance with established safety standards.
INDUSTRY QUESTION 19: Will system designs need to be approved?
GOVERNMENT RESPONSE: Yes. The selected Contractor shall have their system design approved by the TYAD Department of Public Works and also by the Pennsylvania PA1 office. It is anticipated that these approvals will take two weeks from submittal and should be requested within 30 days of award.
INDUSTRY QUESTION 20: Will there be a requirement to remove debris and asphalt?
GOVERNMENT RESPONSE: Yes, the Contractor shall remove all debris and excess asphalt excavated from the TYAD site (or take it to a designated location on TYAD) during the facility preparation.
INDUSTRY QUESTION 21: Is there a requirement for power equipment utilized inside TYAD facilities?
GOVERNMENT RESPONSE: Yes, contractors are prohibited from using diesel or gasoline powered equipment in an enclosed environment that is populated at the time the equipment is to be used unless coordinated and approved by the COR and the Safety Office. Alternate power such as propane or electricity is acceptable for use in populated areas. If the Government has required that the pertinent work be performed during times when the enclosed area is unpopulated, the COR must coordinate with the Safety Office for specific approval of both the use of the diesel/gasoline powered equipment and the schedule of the work for the Contractor to use the diesel or gasoline powered equipment. Under those circumstances which unequivocally preclude use of alternate power, and diesel or gasoline powered equipment must be used, the COR must coordinate with the Safety Office for approval of such use.
