(DESC 52.207-9F85)

B. Incorporate Appendix D – Government Furnished Equipment (See Pages 11 thru 22).

APPENDIX D SP0600-08-R-0516

C. Questions and Responses:

1. Reference: Section B. Discussion: There is no Phase-in time CLIN Question: Will the Government provide a CLIN for Phase-in Costs?

Government Response: No. There will a mobilization period of 30 days.

2. Reference: PWS C-6.1.1 CCP Page 26 of 110 and L201 (b) (4) page 109 of 110 Discussion: PWS requires the CCP 30 days after contract award. L201 has it being submitted with the Proposal.

Question: Does the Government want it 30 day after contract award or with Proposal? Suggest it should be submitted after award and focus on staffing and Past Performance.

Government Response: Within 30 days after contract award.

3. Why are reimbursable line items not escalated for inflation over this 20 year contract span? Since fee and G&A must be applied to these numbers, wouldn’t it be more appropriate to reasonably escalate these numbers?

Government Response: Line Items 1002, 1003, 1004, and 1005 represent reimbursable line items at “actual costs”. If those actual costs escalate during the period of the contract, then they will be reimbursed as submitted.

Please note that the amount funded is not-to-exceed. This is funding set aside for the actual contract period.

4. Will the government consider a clause to adjust contract values for inordinate and uncertain currency fluctuations especially since contract spans 20 years?

Government Response: DESC is requesting offerors to submit the proposals with a firm-fixed price.

5. Shouldn’t the CLIN’s be numbered to distinguish between base year and option years (e.g. Base Year 1001, 1002, etc and Option Year 1 2001, 2002, etc.)

Government Response: Negative. The base year is comprised of the first five years. Each option is comprised of five years.

6. L201 requires varying numbers of copies of submittals as well as a disk copy of the Technical Data Submittal. Elsewhere, the solicitation authorizes email submittals. Are hard copies and the disk to be submitted even though we submit by email? If so, by when?

Government Response: Hard copy and disk must be submitted within 10 days of email submission.

7. What is the DESC objective price, since this is a new contract and doesn’t have a current contract price?

Government Response: The Government’s objective price is provided during negotiations with offerors who have met the competitive range.

8. Is there a limit of pages for the proposal?

Government Response: Please limit pages to 50.

9. C.5.10. Government Furnished Equipment and Facility's, will the government be providing grounds maintenance around the buildings? Will all equipment needed perform pipeline receipts, i.e., sampling and instrumentation for fuel interface and temperature?

Government Response: 1. Yes, DPW presently provide grounds keeping and building repair. 2. Contractor/DESC provide required testing equipment.

10. C.5.10.1 Contractor Furnished Items, will the government provide communication lines DSN and commercial capability to the contractor? Will office equipment be provided at the sites to perform administrative functions? Will absorbent pads be provided for fuels spills at each area?

Government Response: 1. LAN and DSN line will be a provided (Class A phone) service. 2. Yes, we will provide office equipment. (desks, chairs, filing cabinets, fans or A/C) Everything that is there now or additional justified. 3. Spill kits and absorbent will be provided.

11. C.5.9 Contractor Furnished Items, does the contractor provide any Quality Control Equipment for sampling or testing? Does the contractor required to have any certain types of vehicles to accomplish the PWS?

Government Response: 1. Yes, the contractor will be responsible for all testing equipment. 2. Contractor should provide their personnel a vehicle to commensurate their maintenance support/travel between area sites.
