AMENDMENT 0003, SP0600-08-R-0505
MEDITERRANEAN COCO SERVICES SOLICITATION
The purpose of this Amendment is to:
1. Provide the following Questions and Answers to those issues submitted for clarification:
QUESTION 1. Reference clause B34.01 SERVICES TO BE FURNISHED:
Paragraph C-2.4 Product Quality surveillance: Is it requested that contractor personnel will have to inspect the vessels prior to loading to ensure suitability of the vessel to receive a JP8/JP5 cargo, as applicable? Also, is it requested that contractor personnel will have to inspect the incoming vessels to ensure suitability of the product to be received?
RESPONSE 1: Vessels are to be inspected prior to loading in accordance with the provisions of Clause F1.05, General Shipping Conditions. For receipt inspection of vessels see Clause F1.04, General Receiving and Storing Conditions, and F1.14, Determination of Quantity, which states that the contractor may participate in operations. See also Clause E28, Contractor Inspection Responsibilities, as to sampling of shipments and receipts.
Question 2. Subline items 1004, 1005 and 1006 (ADDITIVES): Does DESC expect offerors to bid a price for additive cost? If a bid price is expected can it vary for every 5 year option period? MOH currently predicates the cost of additives based on the additive cost of the bids it submits annually under the bulk fuel solicitations
RESPONSE 2: No price bids for additives are requested. CLIN 1004, 1005 and 1006 are cost reimbursement line items. The Government will normally provide the additives; however, in those instances where the contractor is requested to provide additives the Government will reimburse the contractor for the cost of that additive.
Question 3. Subline item 1003 Laboratory Services: We do not seem to be able to find the attachment titled MINIMUM REQUIREMENTS FOR STORAGE SAMPLING AND TESTING. Please provide or advise if indeed these refer to E.28 clause.
RESPONSE 3: The attachment MINIMUM REQUIREMENTS FOR STORAGE SAMPLING AND TESTING for JP5 and JP8 were omitted from the original solicitation and are incorporated by this Amendment 0003.
Sampling and testing are per Clause C19.07, E28, and referenced Standards and Manuals.
Question 4. Subline item 1002 Excess Throughput: Does DESC expect offerors to bid a single price for additive cost or a different price for each five year optional period is allowed?
RESPONSE 4: Line item 1002 is the price for Excess Throughput as defined in the Performance Work Statement, Clause B34.01, paragraph C-1.5-1 and does not address additives. A price for each five year period of performance is required.
Question 5. In reference to solicitation SP0600-08-R-0505 (COCO Storage – Mediterranean Area) could you advise who is the current Contractor, Contract Number, Value, and Period of Performance?
RESPONSE 5: Current incumbent contractor is Motor Oil Hellas Corinth Refineries S.A., contract number SP0600-04-C-5402, awarded value is $10,000,000, and period of performance is January 1, 2004 through June 30, 2009 (with extension).
Question 6. Is it possible to find out if this is a new requirement or is there an incumbent already performing this work?
RESPONSE 6: Currently Motor Oil Hellas Corinth Refineries S.A. is the incumbent contractor. This requirement includes additional new storage quantity requirements not currently under any existing contract.
AMENDMENT 0003, SP0600-08-R-0505
MEDITERRANEAN COCO SERVICES SOLICITATION
Question 7. Am I correct in assuming that the data requirements specified in L116.01 (i.e. map, descriptions, and maintenance/inspection records) are provided in the Offeror Submission Package along with the pricing?
RESPONSE 7: All information required by the solicitation is to be submitted with the proposal by the closing date of the solicitation.
Question 8: Will an offer for storage only of JP8/JETA1 be acceptable? Likewise, will an offer only for JP5 be acceptable?
RESPONSE 8: Under the provisions of Clause M72, Evaluation of Offers, an Offeror may submit exceptions/deviations to the total requirement; however, the exceptions/deviations will be evaluated to determine if the offer is acceptable. This solicitation is for one contract (multiple locations are acceptable) to fulfill the requirements specified in the Performance Work Statement in Clause B34.01.
2. To incorporate the attached “Attachment 2 to Solicitation SP0600-08-R-0505, MINIMUM REQUIREMENTS FOR STORAGE SAMPLING AND TESTING,” to this solicitation for JP8 and JP5 testing requirements.
3. All other terms and conditions remain the same.
