Response to Questions

1. Question: What is the current monthly and annual contract price for Naval Air Station North Island (NASNI)?

Response: The current contract at North Island is divided into two monthly payments. The first is designated as North Island, and the monthly cost is $185,531.27. The second is designated as Imperial Beach, and the monthly cost is $34,094.53. Combined, the total monthly cost is $219,625.80. The annual cost is the monthly cost multiplied by twelve.

2. Question: Is there any “Special” requirement for insurance for the “ships fuel support services,” i.e., Long Shoreman’s or Over Water Insurance?

Reference: C-1.1.2.1 NAS North Island: is a complex facility that provides aviation and ground fuel support and is capable of ships fuel support services. The main bulk jet fuel facility consists of new above and old underground tanks that are supplied by pipeline from Fleet Industrial Support Center (FISC) San Diego, Point Loma. Product can be transferred from the bulk facility to pier service facility or “displacement” tanks that lie at the south end of the pier facility, directly to ships, or to the JP5 truck fillstands. The larger underground bulk tank system is connected to and supports two active direct “hot” refueling pits. JP5 defuels, aviation gasoline (100LL), lubricating oil (LA7), ultra low sulfur diesel (DS2), and reformulated gasoline (MRR), as well as used oils and recycled jet fuels are also stored within the main bulk facility. Building 426, at the perimeter of the storage area, houses the office of the Contracting Officers Representative (COR), the Government Fuel Accounting Office, and the Contractor’s Fuel Dispatch Center.

Building 429, houses the refueler and tank farm maintenance shops, the driver’s ready room, and the fuels laboratory. Contractor administrative offices are located in the south end of Building 496. In addition, the ground fuel service station at Building 588 and the cryogenics facilities, Building 399 are operated and maintained by the Contractor. The Contractor also receives and issues propane at Building 660 (south end), which is within the DLA compound.

Response: This question that has never been raised regarding NB Coronado. The PWS simply advises that pier facilities are there but are not used. Furthermore, with the de-scoping of NALF San Clemente Island, the contractor will not be involved in over-the-water operations. However, we will research the issue and advice as soon as possible.

3.. Question: In order to make the competition fair and equitable, has the Government established a minimum age for the vehicle(s), i.e. no older than 5 years from contract start date?

Reference: C-1.4.4.2 Equipment Provisioning Plan: As outline in section C-3.0, Contractor Furnished Equipment, the contractor shall provide the types of vehicles necessary to support the workload at the locations identified under this contract. In addition, other major equipment items, i.e., powered grounds maintenance equipment, computers systems, office machines, and other machine/equipment items, deemed necessary to the undertake the level of support required, shall be identified and included in the Equipment Provisioning Plan. The plan, a complete list of the major vehicle and equipment items to be provided, shall include details regarding the make, model, and year of all vehicles, see the vehicle identification matrix in Clause L2.31, Proposal Format and Content (Navy) (DESC January 2004)), and indicate the day or date relevant to the start of the contract, that all listed equipment will be at the contract site.

The complete plan (list), the final of which is mutually agreed to during the technical evaluation process and outlined in the final revised offer, shall be submitted to the contracted activity, DESC-FPB, and NOLSC Petroleum N423B within 15 calendar days after the contract award date.

Response: No. DESC policy dictates that we cannot specify the age of equipment. NOLSC Petroleum and DESC will conduct a post award equipment inspection and can reject equipment if conditions so dictate.

4. Question: What is the Government’s anticipated transition (phase-in) period from notification of contract award, knowing that from time of order to delivery of all new fueling/defueling tanker/truck vehicle(s) is a minimum of 120 days?

Reference: C-1.5 Contract Turnover

Response: DESC policy is to provide the successful offeror sufficient time (typically up to 180 days) to acquire the appropriate equipment.

DD FORM 448

Make the following changes (in red) to the current PWS. It outlines changes (de-scoping) to contractor operations at NALF San Clemente Island, deletes old underground tanks and adds new vaulted tanks at NAS North Island, and makes several minor administrative changes.

C-1.1 Description: Naval Base Coronado represents a diverse group of activities ranging from simple service station services (NAB Coronado) to truck and direct aircraft services (NAS North Island, NALF San Clemente Island, and NOLF Imperial Beach). The full range of contractor skills, fuel and cryogenics are required in support of the NB Coronado mission.

C-1.1.2.2 NALF San Clemente Island: Bulk JP5 storage facilities are located at Dolphin Bay. The Contractor operated facility consists of three underground of JP5 tanks used to store product for issue to Government operated fuel-servicing systemstrucks (refuelers). JP5 is supplied via commercial barge. The service station and DS2 bulk storage facility are located at Wilson Cove. The service station consists of a bank of MRR tanks and a small DS2 tank, service station components, and pumping facilities and serves as the fill point for the Public Works MRR delivery truck. . The DS2 storage system is connected directly to the base power production generators and serves as the fill point for the Public Works delivery truck. MRR is supplied from NAS North Island using a contractor owned ground fuel truck that is transported by barge to and from the island. The contractor shall be responsible for the handling of the bulk transport truck from the loading of the trailer at NAS North Island to the movement and off-loading of the trailer at the NALF San Clemente Island service station and return of the trailer to NAS North Island. DS2 is supplied via commercial barge. The fuels office trailer, the fuel laboratory, and a maintenance shop are located in Building 6001144 located at the Dolphin Cove bulk facility

C-1.1.2.2.1 Military Operations, NALF San Clemente Island: Military and civil service personnel assigned to NALF San Clemente Island perform all aircraft and ground fuel services. Their responsibilities include all truck services of aircraft, direct “hot’ refueling of aircraft via a single pantograph facility, the maintenance and repair of the 50,000 gallon direct refueling tank and dispensing system, and the transport of product via aircraft refueler from bulk storage section at Dolphin Cove to the direct refueling system located near the east end of the field runway. Except for the delivery of gasoline to the island service station, the government is also responsible for all ground fuel handling operations and facility maintenance. The sole interface between the military (aircraft services) and the contractor (bulk storage) is the JP5 fillstand at Dolphin Cove which is maintained by the contractor. Additionally, DS2 is transferred from bulk to the service station and DS2 and MRR are delivered island wide by Public Works operated fuel delivery trucks.

C-1.6.3 Outlook: Discussions with Supply, Air Operations and Fuels Management regarding the current and future mission of NAS North Island and its outlying activities indicate there are no known or anticipated changes assigned units or to the mission or flight operations.

However, fuel facilities are currently undergoing a significant modernization that should result in a decreased workload relevant to maintenance. This outlook does not however preclude fundamental changes in mission, flight-training schedules, and assignment of units as may be undertaken by the Department of Defense, the Navy, or other agencies that may be tasked to operated from NAS North Island. The Contractor will be notified as the requirement for long-term changes are made known and contract adjustments are deemed necessary and appropriate.

NALF San Clemente Island: FY12, Construct new bulk storage system, two (2) 5,000 barrel JP5 tanks to include pipeline connection, transfer lines, and fillstand

NAS North Island: The currently active small underground tank system used to store ground fuels, AVGAS, etc will be replace with a series of in place Bryant Tanks awaiting environmental approval
