About this file
This is a Scope of Work Verification form submitted by the Orange County Transportation Authority (Authority) for CrowdStrike Cybersecurity Solutions. The solicitation establishes general guidelines for preparing scopes of work and specifications, requiring that all solicitation documents provide clear and concise descriptions of characteristics, tasks, and functions for items or services to be procured. The Authority invites bids from authorized resellers to provide CrowdStrike Cybersecurity Solutions for a twelve-month term effective September 30, 2026 through September 29, 2027. The form indicates that the scope of work was prepared using a "brand name or equal" description, determined to be impractical or uneconomical to write clear technical requirements without reference to the specific brand. Project Manager and Department Manager signatures dated May 27, 2026 certify that specific features and salient characteristics of the named brand have been clearly stated to allow offerors to submit equal proposals in compliance with Federal Transit Administration regulations.
The budget allocated for this CrowdStrike Cybersecurity Solutions project is $391,900.00. The form includes certification that the scope of work does not impose unreasonable requirements or demonstrate intent to favor any specific vendor, though the brand name specification is permitted under FTA Circular 4220.1F guidelines. The Information Systems Department is responsible for project management, and the verification form serves as required documentation to be submitted with the formal scope of work, ensuring compliance with procurement standards and allowing for competitive bidding while accommodating the necessity of specifying the particular cybersecurity solution required.

FA-CAMM-071.docm (03/16/18) Page 1 of 1
The following general rules shall apply when preparing scopes of work and specifications:
a) Provide a clear and concise Scope of Work (SOW) and not impose unreasonable requirements.
b) Specifications and Scopes of Work shall identify all characteristics and specific tasks and functions of the items or services to be procured, and meet the Authority’s requirements.
c) Whenever possible, the expected quality of services to be provided or the performance characteristics of the item shall be specified.
d) The requestor shall identify all optional items, and the solicitation documents shall set forth the expected needs and the manner in which the related bid prices will be considered.
e) Brand name specifications must be accompanied by an explanation that clearly indicates that the specification is not intended to be restrictive.
f) The salient characteristics represented by the brand names shall be identified to allow for evaluation of possible “or equal” material.
g) Because standard specifications and requirements allow for more efficient operations and result in lower prices, they shall be used wherever suitable.
h) Industry, federal, state and local government specifications and requirements can be used.
Consultants are prohibited from writing the Scope of Work or assisting in the development or writing the Scope of Work in which they may bid.
