SECTION 1A – GENERAL REQUIREMENTS
1A.1 Summary of Work.
The Contractor is required to furnish all labor, materials, services, equipment, tools, and insurance to remove and replace glass entry doors (including all hardware), sand/repaint all interior walls, sink and water closet (toilet), furnish and install new under sink 3-stage water filter, furnish and install new ice/snow guard for standing seam metal roof, drain and dispose of existing R-22 refrigerant from existing HVAC system, demolish/remove and replace existing R-22 HVAC system with new HVAC system (new 4-ton split unit heat pump/compressor) and associated piping/electrical, remove and replace ceiling air return grills, provide temporary portable air conditioner and heater with associated temporary materials to provide adequate cooling and heating to comfortable temperatures, provide closeout package including O&M manuals/warrantee information at the Fort Worth Air Route Traffic Control Center (ZFW ARTCC) located at 13800 FAA Blvd, Fort Worth, TX 76155. This will include providing a means of offloading new materials and equipment as well as removing and disposing of old materials/equipment out of site. The contractor will provide a means of protecting all nearby equipment from debris, refrigerant spills, etc… and perform thorough cleanup of the entire area daily. Contractor will coordinate with local technicians to have existing HVAC system offline and locked-out/tagged-out prior to the start of the project. Portable air conditioner and heater shall be installed prior to removing the HVAC system offline. All quantities of materials given in these specifications shall be verified by contractor.
A contractor site walk-through is recommended preceding bid proposal preparation.
Advise that the ARTCC will remain operational 24/7 during all project work. The work performed will not impact AT operations as construction activity will be coordinated via a pre-construction meeting, either in person or virtual, which is to be conducted a minimum of two weeks prior to the scheduled start of construction. At the time of the pre-construction meeting a complete work schedule is to be submitted.
1A.2 Background.
The ZFW Guard House was installed in 2004 and has had no substantial improvements or renovations since its construction. It is a small space that is continuously manned with a security crew 24/7/365 days a year.
Continuous use and the high traffic nature of the building as the single point of access/egress to the facility has resulted in worn, malfunctioning doors and damaged interior walls. Additionally, the guard house roof is not equipped with snow/ice guards to prevent the dangerous movement of frozen precipitation which can be hazardous to the guard house personnel as well as entering traffic. Finally, the split unit HVAC has exceeded its end of life cycle and needs to be replaced.
1A.3 Action Plan.
This project will provide for the renovation of the ZFW Guard House and HVAC replacement with associated piping to extend the facilities’ life longevity.
END OF SECTION 1A
JCN 24003233
SECTION 1B – SPECIAL REQUIREMENTS
1B.1 Coordination.
1. All contracts between the contractor and ZFW ARTCC shall be coordinated through the FAA’s designated Contracting Officer (CO).
2. Contractor shall be always escorted by ZFW ARTCC designated FAA Contracting Officer
Representative (COR) or Point of Contact (POC) and/or Technicians.
3. Immediately on discovery of the need for additional information or interpretation of the contract documents, contractor shall prepare and submit an RFI (Request For Information) in the form specified to the designated FAA COR/POC and/or Technicians.
4. Air Traffic Control Safety: Contractor shall perform all work in a manner which does not conflict with, or adversely affect, the air traffic operational environment. In the event of any actual or potential conflicts, air traffic activities shall have priority over all construction activities.
