STATEMENT OF WORK
Project Name: KC-46A, Repair Bldgs. 154 & 155 for KC-10 ATS
TRAVIS AFB CALIFORNIA
XDAT # 18-1083
October 26, 2023
1. DESCIPTION OF WORK
The contractor shall provide all supplies, materials, tools, equipment, and qualified labor necessary to design and repair the fire suppression systems associated with building 154 and 155, located at Travis Air Force Base, CA. Additionally, replace the air-compressor systems and electrical wires.
2. CURRENT CONDITIONS
Currently, the fire suppression systems are non-functional for building 154 and 155 fire protection systems because the fire risers are not properly connected into the building suppression systems. Also, the existing Air-compressors are out of service due to aging. Lastly, the electrical wires between circuit breaker and #3 hydraulic unit have been damaged by a lightning strike.
3. SCOPE OF WORK
The contractor (Ktr) shall provide all 35%, 65% and 100% design, labor, materials, and supervision to repair fire suppression systems in Building 154 and 155 on Travis Air Force Base (TAFB). The period of performance shall be no longer than 180 calendar days. Any work not specifically covered by the specifications shall comply with listed standards under Section 3. “GOVERNING CODES”.
Contractor shall verify field conditions, dimensions, and material quantities prior to fact finding with planner and award of the contract. Contractor shall have approved drawings and submittals for all materials prior to any new work or installation of equipment, including accessory items.
Contractor shall review existing as-built drawings and make corrections to apply with proposed new scope designs with final review by government for approval. All work must comply with environmental laws and regulations, including abatement of any hazardous materials. The performed tasks shall be based on the project description and other data furnished in this SOW. The scope of this project is providing 35%, 65% and 100% complete design for the repair of fire suppression systems in building 154 and 155. The building fire risers shall be rewired and repaired to make the building fire suppression system running properly. The existing Air-compressors shall be replaced and connected to the building fire protection systems. The circuit breaker #3 is currently out of service due to a lightning strike and the damaged circuit breaker systems shall be repaired ensuring proper operation. This shall include:
3.1 Testing for water flow.
3.2 Bldg. 154
3.2.1 Connect the riser into the existing alarm panel ensuring proper operation.
3.2.2 The air compressor for the dry-pipe suppression system in the mechanical room shall be replaced and connected to the building fire suppression system properly.
3.2.3 Add heat detectors where necessary in all rooms up to the extent of Building 154.
New heat detectors shall be connected to the existing building fire alarm system properly. New heat detectors for the extended area shall match the existing heat detector type.
3.2.4 Ensure building fire alarm/suppression system is brought online and up to code.
3.3 Bldg. 155
3.3.1 The solenoid valve for the fire suppression pre-action system shall be replaced and connected to the existing alarm panel ensuring proper operation.
3.3.2 The air compressor for the dry-pipe suppression system in the mechanical room shall be replaced and connected to the building fire suppression system properly.
3.3.3 Repair damaged electrical wires connected from breaker to #3 hydraulic power unit for Simulator.
3.3.4 Ensure building fire alarm/suppression system is brought online and up to code.

5. PRELIMINARY DESIGN DUBMITTAL (35 PERCENT-Preliminary Design):
The A-E shall develop the preliminary design phase (35 percent design completion) to include but not necessarily limited to the following:
Drawings: Further developed site plans, floor plans, elevations, building sections, and wall sections. Provide 4 copies of half-size drawings. Single line schematic drawings for mechanical, electrical, communications, etc. Preliminary furniture footprints.
Design Analysis: A design narrative and analysis including code analysis by all disciplines (civil, architectural, structural, mechanical, plumbing, power and lighting, communications, fire detection/protection, life safety, etc).
Specifications: The A-E shall provide a list of technical specification sections which are applicable and identify all major work requirements, including equipment. Provide 1 hard copy of specifications printed on both sides of paper.
Cost Estimate: Three copies of an updated itemized cost estimate and value engineering considerations shall be furnished by the A-E. The estimate shall be summarized by all major work categories, and shall include unit man-hour labor and material estimates. A MS Excel version of AF Form 3052 is available from the CE Project Manager.
Catalog Cuts: Copies of catalog information or manufacturer’s data for materials and equipment used as the basis of the design and specifications.
Meeting Minutes: The A-E shall submit meeting minutes of all design review meetings and meetings with government personnel.
6. PROJECT DEFINITION DESIGN SUBMITTAL (65 PERCENT-Project
Definition):
Based on previous data and comments furnished by the Air Force, the A-E shall develop the design phase (65 percent design completion) to include but not necessarily be limited to the following:
Drawings: Drawings shall be comprehensive and include any changes necessary to comply with the 35% design review comments. The following drawings shall be included in this submittal:
Cover Sheet - Show base map with project location, contractor’s haul route, base entrances and key buildings; vicinity and project location maps, index of drawings.
Architectural – Demolition plan, new floor plan, reflected ceiling plan, floor finish plan, sections, elevations, details, door and window schedules (including materials required to provide the appropriate physical security measures for the intended designed space).
Structural – if applicable, plans, sections and details.
Electrical – Demolition plan, new floor plan, reflected ceiling plan, fixture schedule, panel schedule, single line diagrams.
Communications – Demolition plan, new floor plan showing phone, data locations, runs to MDF and IDF.
Mechanical – Demolition plan, new plan for impacts to HVAC ductwork (supply and return), impacts to existing HVAC equipment, if applicable, equipment schedule (HVAC, boilers, etc.)
Plumbing – as applicable.
Fire Protection – Demolition plan, new floor plan showing impacts to existing fire suppression and fire alarm devices, panels and pull stations.
Design Analysis: An updated, complete design analysis showing all design assumptions and calculations used in the design of system components and other critical aspects of the project.
Specifications: The A-E shall provide technical specifications in rough draft, which identify all major work requirements, including equipment and abatement for lead-based paint (LBP) and asbestos-containing material (ACM). Specifications shall be tailored to the applicable areas of work.
Cost Estimate: An updated detailed cost estimate shall be furnished by the A-E. The estimates shall be summarized by all major work categories, and shall include unit man-hour labor and material estimates. A MS Excel version of AF Form 3052 is available from the CE Project Manager.
Catalog Cuts: The A&E shall furnish copies of catalog information, shop drawings, or manufacturer’s data for materials and equipment used in the design and specifications.
Color Boards and Finishes: Sample swatches of proposed finishes for walls, floors, or ceiling.
A-E Response to 35% Comments: The A/E shall provide a type written response to all 35% government engineering review comments.
Meeting Minutes: The A-E shall submit meeting minutes of all design review meetings and meetings held with government personnel.
Project Disk: A single 650MB compact disk (CD) containing the following:
All updated 65% drawing files in PDF format.
Updated specification package for use on Microsoft Office or compatible software.
Government cost estimate on AF Form 3052 for use on Microsoft Office or compatible software.
7. FINAL DESIGN DOCUMENTS (100 PERCENT)
The corrected final design documents shall be sealed by discipline and include all of the 65 percent documents with all final corrections completed and shall specifically include:
Drawings: A-E's final drawings as an electronic file with A-E professional stamp/seal.
Specifications: Original and one copy of the corrected specifications.
Cost Estimate: A-E’s final corrected cost estimate and one electronic copy in MS Office compatible format.
Color Boards and Finishes: Sample swatches of proposed finishes for walls, floors, or ceiling.
Bid Schedule: Final schedule shall be provided.
Design Analysis: Final corrected design analysis.
Performance Period Estimate: A-E's construction time estimate.
Meeting Minutes: The A-E shall submit meeting minutes of all design review meetings and meetings held with government personnel.
Project Disk: A single 650MB compact disk (CD) containing the following:
All final drawing files on AutoCAD 2000, Release 15 or the latest version used by 60
CES.
All final drawing files in PDF format.
The entire specification package for use on Microsoft Office or compatible software.
Cost estimate on AF Form 3052 for use on Microsoft Office or compatible software.
Schedule of Material Submittals submitted on AF Form 66/Submittal Register for use on Microsoft Office or compatible software.
A/E Response to 65% Comments: The A/E shall provide a type written response to all 65% government engineering review comments.
8. TIME SCHEDULE AND SUBMITTALS
8.1 SCHEDULE
A pre-design conference will be held prior to notice to proceed.

8.3 REVIEW SCHEDULE
The contractor shall submit a schedule to include all design reviews within 14 calendar days of the NTP.
A government design review conference will be held by the Air Force at Travis AFB within 21 calendar days after the receipt of the 15 percent design submittal.
The A-E shall complete the final 100% design and submit all the required information as discussed in section 2.8 within 15 calendar days of the acceptance of the 65% submittal with the final 100% design.
NOTE: In the event that a re-submittal is required, the A-E and the government will be allowed a maximum of 15 calendar days each for submittal preparation and review.
9. CONFERENCES/MEETINGS
In addition to normal design review conferences (35,65,100%), formal interchange meetings may be held if deemed necessary by both parties. Otherwise the A-E may informally call, e-mail, or visit the CE Project Manager at any time to clarify the work or expedite the preparation of plans and specifications.
The A-E shall be responsible for making memoranda for record of any conversations and minutes of any meetings with Government personnel concerning this project.
10. INITIATION OF WORK
The A-E may not proceed or initiate any work or any succeeding design level of the work required under Part II prior to receipt of original Notice to Proceed, receipt of approval of the preceding design level, or receipt of a contract modification initiating an option. Any work done without being directed to do so by the Contracting Officer shall be at the A-E's own risk.
11. GOVERNEMENT REVIEW
The Contracting Officer or his authorized representative may furnish the Architect-Engineer review comments on the data submitted. The government review is intended to be limited to functional aspects, with limited technical review of a general cursory nature only. Any review by the government of technical items shall not be construed to relieve the A-E of responsibility for technically correct and complete documents in compliance with applicable codes and industry standards. Review comments for compliance with Federal Acquisition Regulations (FAR) will also be provided by the Contracting Officer. The Architect-Engineer shall comply with the review comments in the development of data for the next submittal. If any review comment requires clarification and/or amplification to assure compliance, the Architect- Engineer shall notify the Contracting Officer or his authorized representative in writing. After each review, the A-E will be furnished with one set of comments to be annotated and returned to the government. Comments annotated with a "D" - do not concur, "E" - Exception, or "X" -delete, shall have explanatory note added to justify non-compliance with the comment.
Comments annotated by the A-E with a "C" - concur, do not require explanation. The A-E shall furnish these annotated comments to the government no later than 7 calendar days after receiving the comments. Review conferences shall be scheduled after receipt of submittals.
12. PERFORMACE OF WORK
The A-E shall furnish sufficient technical, supervisory, and administrative personnel at all times to ensure prosecution of the work in accordance with the delivery schedule.
Professional level skills and management practices are required in the performance of this contract. Accordingly, the A-E shall establish an effective quality control program to assure that the end product meets professional standards and complies with the contract requirements.
13. A-E Project Coordinators and/or Managers
The A-E shall appoint a project coordinator or manager to serve as the single official point-of-contact between the A-E and the Contracting Officer. Upon receipt of the Notice to Proceed, the A-E shall immediately furnish for approval, the name of the designated individual to the Contracting Officer, in writing. The A-E project coordinator or manager will be responsible for the complete coordination of all work developed under the contract. All work will be accomplished with adequate internal controls and review procedures which will eliminate conflicts, errors, and omissions, and ensure the technical accuracy if all designs, drawings, and specifications.
Issues that affect the terms of the "A-E Design Contract", primarily changes in Award scope, cost or schedule shall be considered "formal communication". All formal communication shall be directed in writing to the Contracting Officer. All other communication will be considered informal. Direct technical interchange between any A-E representative and the Civil Engineer Project Manager is encouraged.
14. Additional Requirements:
5.1 All work areas shall be kept as clean as possible during working hours. Debris will not be allowed to accumulate on work site. The contractor will dispose all debris in an authorized container supplied by the contractor and disposed of off Travis Air Force Base property.
5.2 Special precautions must be made while performing work in building 155 new WST room.
The adjacent room sharing the dividing wall contains extremely sensitive air quality monitoring equipment. Minimize any type of dust production during equipment install.
5.3 Working 35%, 65% and 100% drawings shall provide sufficient detail to provide a clear and complete understanding of the work.
5.4 All work shall be IAW all Contract Specifications, UFC’s, UBC, UMC, UPC and NEC requirements. The contractor shall challenge any requirements in the scope of work (SOW) or items during Fact Finding/Negotiations which are specifically in violation of the governing code. It is the contractor’s responsibility to comply with the governing code unless the construction representative provides specific documentation to the contrary.
5.5 The contractor shall ensure installation of all items included in the contract. The contractor shall be accountable for all related costs of items not installed per negotiations.
5.6 Any existing items encountered during construction shall be identified and included in the finished as-builts.
5.10The contractor shall field verify all drawing measurements and any other supplied information given at the site visit before negotiations. Any item that should have been verified prior to negotiation will not be considered a differing site condition.
