SCOPE OF WORK

Project Name: KC-46A, Repair Bldgs. 154 & 155 for KC-10 ATS

XDAT # 18-1083

Aug 12 2021 Revision 01

1. GENERAL DESCRIPTION

1.1 The contractor (Ktr) shall provide all design, labor, materials, and supervision accomplish necessary repairs to Bldgs. 154 and 155 to permit movement and operation of KC-10 Aircrew Training Systems (ATS) from Bldg. 179. Actual movement of the simulators will be accomplished by a follow-on contractor. All work shall comply with specifications. Any work not specifically covered by the specifications shall comply with current governing UFC, IBC codes and industry standards. Contractor shall verify field conditions, dimensions, and material quantities prior to fact finding with planner and award of the contract.

Contractor shall have approved drawings and submittals for all materials prior to any new work or installation of equipment, including accessory items. Contractor shall review existing as-built drawings and make corrections to apply with proposed new scope designs with final review by government for approval. All work must comply with environmental laws and regulations, including abatement of any hazardous materials. Period of performance will be 45 days.

2. TESTING

2.1 Anticipate testing of floor paint for lead in Bldg. 155 high-bay room prior to excavation.

3. DEMOLITION

3.1 Demolition in Bldg. 154

3.1.1. Demo existing ductwork between AH-2 between rooms 115B and 118.

3.1.2. Demo flooring in Bldg. 155 for new motion pad. Specific scope is included below in 4.2.3.

4. CONSTRUCTION

4.1 Bldg. 154

4.1.1 Electrical: Power provided is 208 3PH 4 wire. Re-connect 60 amp service into “power supply 5” fuse disconnect box for HPU in Bldg. 154. Follow on contractor will install Mitsubishi UPS model # 2033D, provide power to accommodate this UPS and maintenance bypass panel. This requires 480V in to the UPS unit and 208V out to accompanying maintenance bypass panel. Install conduit, stub out and pigtail or boxes for these feeds. The bypass panel will also need 208V supplied from transformer. The UPS model # 2033D is located in bldg. 179. Contact CE for escort when taking measurements. The UPS maintenance bypass panel will feed the following. Install 150 amp circuit breaker (to support the FTD), 60 amp circuit breaker (to support BOT), and panel to support simulator loads on the floor with approximately 150 LF of conductor and conduit. Install appropriately rated safety switches between equipment breakers and distribution panels.

Ensure that all electrical requirements for FTD and BOT are available for connection in the computer room, as follow-on contractor will route all electrical and signal support from training high-bay into computer room. 208V 3PH power is available from a transformer on

the north side of room 130 with conduit running into room 118. This conduit is abandoned in place and can be relocated and reused at the Ktr discretion.

4.1.2 Plumbing: Existing 10 ft. fire riser needs to be replaced. A new riser should be installed with appropriate valves and connections. Contractor shall install necessary temporary support to branch lines during demo of existing riser and installation of new.

Contractor will need to accomplish a flow test of the repaired system and complete new As- Built drawings of the entire fire suppression system and submit to Construction Manager to certify that system is fully operational.

4.1.3 HVAC: Re-work ductwork in new hydraulics room (115B). Demo ductwork going from AH-2 (located in 115B) into room 118. Install ductwork and diffuser/register from AH- 2 into room 115B to provide cooling for Hydraulic equipment. Note: AH-2 can provide 5.6 tons of cooling. Replace AH-1 humidifier. Install Direct Expansion (DX) Computer Room Air Conditioning (CRAC) unit to support plenum floor cooling based heat load requirements from “Orange Book”. Install DDC controls on all new HVAC equipment to connect to base EMCS in building 877. DDC should Johnson Metasys. The existing wall return between Room 115B and 118 should be removed and the wall patched and painted to match existing.

4.1.4 Structural Support: The UPS to be installed needs structural support in replacement of the raised floor to support UPS.

Note: FTD and BOT have electronic equipment that is installed directly underneath the simulators that require cooling. In their current location a down-flow computer room A/C unit is being used to cool the equipment through a raised floor plenum. These A/C units will be re-located with the simulators by a follow-on contract so that no modifications will need to be made to provide dedicated cooling to the interior of this equipment.

4.2 Bldg. 155

4.2.1 HVAC: Install 10 floor mounted air supply registers in computer room. The existing HVAC unit will continue to be utilized, but the floor lacks air supply diffusers to help move the conditioned air from the raised floor plenum to cool the space and computer equipment.

4.2.2 Fire Protection: Install new Notifire fire alarm/control panel. Panel should be programmable using buttons in-house by Travis AFB electricians without a manufacturer or third party technician present. Panel must be addressable. Ensure panel can signal fire suppression system to open solenoid valves when system is triggered. Install manual actuating device in the event of controls failure.

4.2.3. Demolish and excavate existing concrete floor to include central motion pad of a minimum of 21’ x 21’ footprint and to a depth of either 2’ or until all concrete has been removed. During excavation, the affected bay will need to be totally sealed off from the rest of the facility. The contractor shall install sheeting to separate the northern bay from the southern bay along the exposed ceiling gap and across all doors. The Government shall be responsible for securing all doors to prevent contractor incursion into the C-5 simulator bay on the southern side of Bldg. 155 and for removing the KAL wall on the east side of the bay.

4.2.4. Repair work to adjacent slabs or utility trenches will be the responsibility of the construction contractor. The contractor shall provide a pad designed to handle all moments and loads as detailed in the “KC-10 Aircrew Training Device Orange Book” for Weapons System Trainer. The Government will leave the KAL wall removed for concrete install and

shall replace following completion of the pad. Protection of the building interior shall be the responsibility of the contractor while the penetration is exposed.

4.2.5. Install 60 Amp circuit breaker (WST VIS), 200 Amp circuit breaker (WST Device).

Install conduit and wire pigtail from panel to box, locations indicated on east wall for each circuit (60amp VIS, 200amp Device). (Power feed is 208V 3PH 4 Wire).

4.2.6. Replace existing fuse box in HPU room with circuit breaker panel to include 350 Amp circuit breaker (HPU), 50 amp breaker (HVAC), 20 amp circuit breaker (frequency converter),60 amp breaker (chiller), 30 amp breaker (chiller pump), conductor (4 wire), conduit (HPU) and frequency converter into HPU room (power feed is 480V 3PH 4 wire).

New feed wire to new circuit breaker panel will need to be installed. Install conduit, stub out, and pigtail for 350 amp service to replace current stub out and pigtail (HPU). Install conduit stub out and pigtail for 50 amp service to west side of bay near chiller plumbing stub out. Reconnect chiller and pump to new panel (30 and 60 amp breaker).

4.2.7. 75KVA UPS needs to be moved from bldg. 150 to bldg. 155 to support WST 4.

Take the batteries out and palletize. Install maintenance disconnect panel in place of current disconnect in computer room. Install structural support in replacement of the raised floor to support UPS.

5. Additional Requirements:

5.1 All work areas shall be kept as clean as possible during working hours. Debris will not be allowed to accumulate on work site. The contractor will dispose all debris in an authorized container supplied by the contractor and disposed of off Travis Air Force Base property.

5.2 Special precautions must be made while performing work in building 155 new WST room.

The adjacent room sharing the dividing wall contains extremely sensitive air quality monitoring equipment. The dividing wall does not extend to the ceiling and will require a barrier to isolate the two rooms.

5.3 Working drawings shall provide sufficient detail to provide a clear and complete understanding of the work.

5.4 Special precautions must be made, as needed, to prevent any potential fire hazard. The fire reporting number is 424-4911 from a base phone or 911 from any commercial phone.

5.5 All work shall be IAW all Contract Specifications, UFC’s, UBC, UMC, UPC and NEC requirements. The contractor shall challenge any requirements in the scope of work (SOW) or items during Fact Finding/Negotiations which are specifically in violation of the governing code. It is the contractor’s responsibility to comply with the governing code unless the construction representative provides specific documentation to the contrary.

5.6 The contractor shall ensure installation of all items included in the contract. The contractor shall be accountable for all related costs of items not installed per negotiations.

5.7 All work shall be in full compliance with the requirements, spirit, and intent of the base compatibility plan (discussed at the Basic Content Pre-construction meeting and a copy provided by the Contracting Officer) and contract specifications.

5.8 All exposed and visible surfaces shall be finished and provide an aesthetically pleasing appearance.

5.9 Any existing items encountered during construction shall be identified and included in the finished as-builts.

5.10The contractor shall field verify all drawing measurements and any other supplied information given at the site visit before negotiations. Any item that should have been verified prior to negotiation will not be considered a differing site condition.

5.11Contractor hours will be Monday-Friday 07:30 to 16:30, but Contractor may propose alternate work hours for Government review and approval. All work where located within public areas will need to be conducted before public hours or approved night shift hours

5.12Materials storage and clean up: The contractor’s materials and equipment shall be stored and protected after end of each day. Storage facilities area to be provided by contractor at an approved Government location. Clean up and removal of all debris, spoil and waste shall be accomplished at the end of each day’s work. Disposal shall be off base upon completion.

5.13Working conditions: Contractor shall perform work in such a manner as to cause minimum interference to facility and surrounding areas utilities: Reasonable qualities of water and electricity will be provided to the contractor without charge. Any needed temporary connections shall be installed maintained and removed by the contractor at his own expense.
