About this file
This Statement of Work (SOW) details requirements for a Wrong Way Detecting System for the Department of the Air Force at two installation entry control points (Division Street Gate and Pass Road Gate). The system must detect vehicles and motorcycles attempting to enter through outbound lanes, with capabilities including radar or thermal detection, an outside speaker alarm, flashing LED wrong-way signs, and visual warnings readable from 30 feet. Additional requirements include operation on commercial power with solar backup, functionality in sub-tropical temperatures and high winds, and the ability to be relocated at Pass Road Gate during a planned gate overhaul. The contractor will be responsible for complete installation, including concrete base preparation, conduit trenching, testing, and site restoration, with Government Civil Engineers and Security Forces conducting final inspections before system acceptance.

STATEMENT OF WORK
Wrong Way Detecting System
Reason for Purchase: Currently our Installation Entry Control Points (IECP) do not have wrong way detection systems. With a noticeable increase in “gate runner” activity across the DOD, it is imperative that all installation’s outbound lanes possess these alert instruments. The system is designed to enhance detection capabilities for both vehicles and personnel, who attempt to make access through the outbound lanes. Security Forces’ main objective is to harden base defenses at their most vulnerable spots and give every advantage to Airmen posted at the gates; the first line of defense. Denying ourselves every capable measure to prevent someone from breaching through the installation perimeter could lead towards a catastrophic failure for the mission. Base security is our number one priority!
Looking to Purchase: A wrong way detection system for Division Street Gate and Pass Road Gate.
Salient Characteristics:
Contractor will provide all necessary supervision, labor, travel, materials, tools, equipment, accessories and other items necessary to safely complete the installation of all acquired components to Air Force standards. System must annunciate via outside speaker system when a vehicle attempts entry from the outbound lane. Wrong-way detection: Radar system or in-ground loop detector system coupled with a flashing LED wrong way sign when vehicle enters detection zone. Mounting on existing infrastructure is possible, subject to approval. The proposed mounting solution must not obstruct existing security systems and must comply with safety regulations.
The wrong way detection system must include the following:
‐ Designed for a manned access point ‐ Provide audible and visual warning of potential “gate runners” ‐ Gate 7 (Pass Road) will be receiving an overhaul, the system installed here must have the ability to be moved and re-installed once the new gate is operational. Relocatability is essential for the system installed at Gate 7 (Pass Road) due to the planned gate overhaul.
‐ Work on commercial power, with solar as a backup ‐ Items must be rated for sub-tropical temperatures and be able to withstand high winds.
‐ Must be able to detect vehicles and motorcycles attempting to enter the access control point through the outbound lanes utilizing Thermal or Radar capabilities.
‐ Immediately sound an alarm for wrong way entry detections. This alarm must be loud enough for all personnel working inside or outside of the access control facility to easily hear it.
‐ Multiple signs displaying a visual warning to personnel at the access control point.
This visual warning indicates wrong way detection o Visual warnings must be illuminated for nighttime operation o Visual warnings must be able to be clearly read from a minimum distance of
30 ft
- Contractor will provide standard warranty and maintenance, quotes shall specify the duration and terms of this warranty and maintenance plan.
Contractor will complete installation, configuration, and functionality to include but not limited to digging and pouring concrete bases for all vertical freestanding structures, trenching and laying of conduits needed for hard wire connectivity and power of all components. Contractor will be on site for testing to ensure it runs correctly. The contractor is responsible for hauling any trash and returning all damaged areas to their original state.
Government Civil Engineers along with Security Forces will be present at testing and conduct any required inspections. Inspection findings must be addressed prior to the government's acceptance of the system.
