About this file

This document is a Statement of Work (SOW) for a Wrong Way Detection System procurement for the Department of the Air Force. The Air Force seeks to install wrong way detection systems at two gates (Division Street Gate and Pass Road Gate) to enhance base security and prevent unauthorized entry. The required system must include radar, video, or in-ground loop detection capabilities with audible and visual warnings, capable of detecting vehicles and motorcycles attempting to enter through outbound lanes.

Key technical requirements include systems that operate on commercial power with solar backup, function in sub-tropical temperatures (-40 to 170 degrees Fahrenheit), withstand winds up to 100 MPH, and provide multiple visual warning signs readable from 30 feet away. The system must have adjustable volume alarms, immediate wrong-way entry detection, and be relocatable at Gate 7. The solicitation (FA301025Q0033) is managed by the Air Education and Training Command, with a deadline for question submissions on 7 August 2025 at 12:00 PM CST. The contractor will be responsible for complete installation, configuration, testing, and providing a standard warranty.

STATEMENT OF WORK

Wrong Way Detecting System

Reason for Purchase: Currently our Installation Entry Control Points (IECP) do not have wrong way detection systems. With a noticeable increase in “gate runner” activity across the DOD, it is imperative that all installation’s outbound lanes possess these alert instruments. The system is designed to enhance detection capabilities for both vehicles and personnel, who attempt to make access through the outbound lanes. Security Forces’ main objective is to harden base defenses at their most vulnerable spots and give every advantage to Airmen posted at the gates; the first line of defense. Denying ourselves every capable measure to prevent someone from breaching through the installation perimeter could lead towards a catastrophic failure for the mission. Base security is our number one priority!

Looking to Purchase: A wrong way detection system for Division Street Gate and Pass Road Gate.

Salient Characteristics:

Contractor will provide all necessary supervision, labor, travel, materials, tools, equipment, accessories and other items necessary to safely complete the installation of all acquired components to Air Force standards. System must annunciate via outside speaker system when a vehicle attempts entry from the outbound lane. Wrong-way detection: Radar system, video detection or in-ground loop detector system (two complete loops for wrong-way detection, using a single loop to detect wrong-way is not acceptable) coupled with a flashing LED wrong way sign when vehicle enters detection zone. Mounting on existing infrastructure is possible, subject to approval. The proposed mounting solution must not obstruct existing security systems and must comply with safety regulations.

The wrong way detection system must include the following:

· Designed for a manned access point

· Provide audible and visual warning of potential “gate runners”

· Audible alarm must be heard from within the guard shack and provide a warning to entry controllers and motorists. Provide a means to adjust the volume on all the audible alarms. Provide an audible annunciator that sounds until a silence reset button is pressed.

· Gate 7 (Pass Road) will be receiving an overhaul, the system installed here must have the ability to be moved and re-installed once the new gate is operational. Relocatability is essential for the system installed at Gate 7 (Pass Road) due to the planned gate overhaul.

· Work on commercial power, with solar as a backup

· Items must be rated for sub-tropical temperatures (-40 to 170 degrees Fahrenheit) and be able to withstand high winds up to (100 MPH).

· Must be able to detect vehicles and motorcycles attempting to enter the access control point through the outbound lanes utilizing Thermal or Radar capabilities.

· Immediately sound an alarm for wrong way entry detections. This alarm must be loud enough for all personnel working inside or outside of the access control facility to easily hear it.

· Multiple signs at each entry point displaying a visual warning to personnel at the access control point. This visual warning indicates wrong way detection

· Visual warnings must be illuminated for nighttime operation

· Visual warnings must be able to be clearly read from a minimum distance of 30 ft

· Any freestanding structures utilized shall be corrosion-resistant and meet Architectural Compatibility Plans (ACPs) / AF Corporate Facilities Standards (AFCFS) requirements.

· Contractor shall provide a standard warranty. Contractor shall specify the duration and terms of this warranty along with the procedures for any warranty calls.

Contractor shall complete installation, configuration, and functionality to include but not limited to digging and pouring concrete bases for all vertical freestanding structures, trenching and laying of conduits needed for hard wire connectivity and power of all components. Contractor will be on site for testing to ensure it runs correctly. The contractor is responsible for hauling any trash and returning all damaged areas to their original state.

Depending on scope of work, would coordinate installation phase with the contractor to minimize stress on traffic flow for the installation. Normal operating hours are M-F 0800 – 1630.

Government Civil Engineers along with Security Forces will be present at testing and conduct any required inspections. Inspection findings must be addressed prior to the government's acceptance of the system.
