STATEMENT OF WORK
FACILITY DETENTION POD COMPLETION
AT
WHITE MOUNTAIN APACHE DEPARTMENT OF CORRECTIONAL FACILITY
PROJECT DESCRIPTION
Bureau of Indian Affairs (BIA), Office of Facilities Management and Construction (OFMC), Western Regional Office request a qualified contractor to construction interior finishes for (2) unfinished interior detention pods the White Mountain Adult Detention Facility.
PERIOD OF PERFORMANCE
120 Calendar Days from Notice to Proceed
LOCATION OF PERFORMANCE
White Mountain Apache Department of Correctional Facility is located on the White Mountain Apache Tribe, 1.8 miles on S Industrial Rd from S Chief Ave, Whiteriver, AZ, Navajo County, approximately 38 miles south of Show Low, Arizona on State Highway 60.
PROJECT DESCRIPTION
The existing detention center serves as an Adult Detention Facility grossing 29,490 square feet Detention offices, inmate cell rooms, and kitchen. The building is a two-story structure with slab-on grade and exterior and interior walls are concrete masonry. The detention was constructed in 2008 and currently serves 130 plus inmates and a facility designed to only serve 75 inmates. The Contractor shall meet requirements within this Statement of Work.
SCOPE OF SERVICES
The intent of the Statement of Work is to establish a performance scope of work to complete unfinished construction on the second floor of the detention. Contractor shall provide professional services and technical support, subcontracting as necessary, to implement and fully execute these requirements.
Contractor to field verify existing conditions of work to be completed with E and F Pods. Contractor shall install and complete:
- Apply a minimum of two coats of concrete sealant, primer cost and paint all interior walls surrounding E and F detention Pods second floor. Paint shall match or similar existing color.
- Re-chalk around all detention windows with silicone waterproof sealant surrounding E and F detention Pods second floor.
- Replace (4) existing shower fixtures/nozzles with detention grade vandal proof stainless steel fixtures.
- Replace (2) existing lavatory with ADA compliant Stainless Steel lavatory with Rectangular bowl.
- Replace (2) detention grade Front access wall mounted Security drinking fountain.
- Repair Dry wall ceiling roughly 500 sq ft. Tape, texture, and prepare for interior paint finish.
- Apply a minimum of two coats of interior paint to all unfinished dry wall ceilings surrounding E and
F detention Pods second floor.
- Install Epoxy floor finish for both E and F Pods. Epoxy flooring much be impact, scratch, resistance, and slip resistance.
- Apply Epoxy wall and floor finish for all detention showers.
- Install (5) vandal proof Smoke detector protective guards.
The contractor shall furnish sufficient technical, supervisory, and administrative personnel to ensure the expeditious accomplishment of the work. Services and support are to include project management and coordination; furnishing of personnel, labor, equipment, materials and supplies necessary for the development, submittal, and acceptance of deliverables. In addition, it shall be the contractor’s responsibility to include all applicable TERO fees, permitting, and license associated with area of professional service.

GENERAL REQUIREMENTS
Upon issuance of an approved contract, the selected Contractor shall work with the COR to obtain security background clearance, or provide existing clearance information. The Contractor must have a minimum of one person in supervisory capacity overseeing field work/employees, and must have a favorable background clearance during the duration of project. Clearances time frames are averaging 30- 60 days.
Performance period is 120 calendar days from issuance of notice to proceed excluding Government review time. All work within the Detention Center may have to be done with the building occupied.
Access will be limited and will require an escort. All work shall be coordinated with BIA Office of Justice Services (OJS) Corrections Supervisor at the Detention Center.
All areas that are used for access shall be kept clean and any damage to these areas shall be repaired to match the original condition. When the work is completed, all surfaces in the work area shall be restored to the original condition.
SITE VISIT
Contractors intending to bid on the work are invited to attend a site visit to determine the extent and complexity of the scope prior to solicitation closing. Visits to the site shall be made during schedule appointment; during regular business hours, 8:00 am to 4:00 pm, Monday through Friday, excluding Federal Holidays.
PRECONSTRUCTION CONFERENCE
Contractor shall attend a preconstruction conference with the CO, COTR, OJS Occupying Program Users, and BIA Region and Agency personnel.
