SCOPE OF WORK 24 March 2023 Page 3 of 18
3. SPECIAL SCHEDULING REQUIREMENTS/WORK PROCEDURES:
3.1 The project Contract Completion Date (CCD) must be 120 calendar days from Award of this Task
Order.
3.2 Existing and adjacent spaces to remain in operation during construction must be protected from damage, dust, and debris at all times. Damage to any existing spaces, finishes, items, furniture and equipment, as a result of the Contractor’s operations, must be replaced in-kind by the Contractor at no expense to the Government.
3.3 UTILITIES LOCATION AND VERIFICATION (Exterior): Prior to digging, the appropriate digging permit must be obtained. All underground utilities in the work area must be positively identified by a private utility locating service in addition to any station locating service and coordinated with the station utility department, prior to any digging. Any markings made during the utility investigation must be maintained throughout the contract. The Contractor must physically verify underground utility locations by hand digging using wood or fiberglass handled tools when any adjacent construction work is expected to come within three feet of the underground system. Digging within 2 feet of a known utility must not be performed by means of mechanical equipment; hand digging must be used. If construction is parallel to an existing utility expose the utility by hand digging every 100 feet if parallel within 5 feet of the excavation.
3.4 UTILITIES LOCATION AND VERIFICATION (Interior): Utilities located within concrete slabs or pier structures, bridges, and the like, are extremely difficult to identify due to the reinforcing steel used in the construction of these structures. Whenever contract work involves concrete chipping, saw cutting, or core drilling, the existing utility location must be coordinated with station utility departments in addition to a private locating service. Outages to isolate utility systems must be used in circumstances where utilities are unable to be positively identified. The use of historical reference drawings does not alleviate the contractor from meeting this requirement. The contractor must perform positive identification and locating of existing utilities prior to any concrete chipping, saw cutting or core drilling of any kind.
3.5 The Contractor must utilize existing isolation valves (if available and usable/pressure holding) and other types of non-destructive system(s) isolation to minimize the draining of potable water, chilled water, condenser water, heating water piping systems to provide the necessary system connections and disconnections. All water drained from existing systems must be captured and containerized for sampling. Prior to any discharges, the Contractor must submit the Water Test Report(s) to the NAS Oceana Waste Water Manager (through the Contracting Officer) for determination and documentation of disposal method(s). The test report submittal(s) must include an estimate of volume (gallons) and date of scheduled discharge(s). The contractor must provide the disposal of all drained water in accordance with all applicable federal, state and local regulations.
3.6 Refrigerants in the HVAC system to be demolished must be evacuated prior to disposal. Remove air conditioning, refrigeration, and other equipment containing refrigerants without releasing chlorofluorocarbon refrigerants to the atmosphere in accordance with the Clean Air Act Amendment of 1990. Refrigeration, and other equipment containing refrigerants and dispose of in accordance with UFGS 02 41 00 DEMOLITION AND DECONSTRUCTION.
3.7 In the event that hazardous waste is generated or mobilized, the hazardous waste program manager must be contacted for the appropriate guidance. In addition, any movement of soil/fill material outside of project boundaries, meaning both soil brought onsite and soil from the site relocated to other areas, must be coordinated with the hazardous waste program manager to ensure environmental compliance.
SCOPE OF WORK 24 March 2023 Page 4 of 18
3.8 In the event asbestos containing material (ACM) or presumed asbestos containing material (PACM) is discovered, all work shall be stopped and the contractor shall set up a temporary regulated area around the ACM/PACM and contact the PWD Oceana Asbestos Program Manager.
3.9 Pre-Outage Coordination Meeting:
Apply for outages at least 15 days in advance to the Contracting Officer. As a minimum, the request must include the location of outage, areas being affected, duration of outage and any necessary sketches. Any/all outage requests must be approved by the Contracting Officer prior to starting the work. Once approved, and prior to beginning work on the system requiring shut down, attend a pre-outage coordination meeting with the Contracting Officer to review scope of work and the lock-out/tag-out procedures for worker protection. No work will be performed on energized electrical circuits unless proof is provided that no other means exist.

The Contractor must coordinate all work related to the Fire Protection System with the Contracting Officer, Base Fire Department and local installation Alarm Center. During disconnection and demolition work as stated in Paragraph section 7. WORK REQUIREMENTS, there must be no loss of alarm transmitting or receiving capability. If temporary interruption of individual alarm connections will have to occur in order to perform the work, it must be minimized and must be approved by the Contracting Officer and Base Fire Department prior to work being performed. Interruption of alarm or communications functions at the fire alarm watch office is prohibited.
3.12 In general terms, demolition work and the use of word “demolish”, must include the removal and effective management and disposal of existing construction and or structures. Contractor must take care to prevent damage to existing utilities and construction that are not scheduled for demolition. If damage occurs, the Contractor must make repairs, or replacement with new, to the satisfaction of the Contracting Officer and at no cost to the Government. Selling of demolished or salvaged materials and equipment on government properties is prohibited.
3.13 Work Hours: The Contractor’s normal working hours must be between 0700 to 1630, Monday through Friday, excluding Federal Holidays. Advance approval is required for contractor personnel to work outside of normal working hours.
3.14 Passes and Badges: All Contractor employees, including subcontractors, and subcontractors’ employees, suppliers, and suppliers’ employees must be required to comply with the Installation Security Requirements regarding personnel, vehicle, equipment, security passes/badges and access to the jobsite. For DEVGRU occupied facilities, a formal request for escorts must be submitted to the DEVGRU POC (TBD at the PAK/PRECON Meeting) by NLT COB each Thursday, prior to the week the Contractor requires escorts. Failure of the Contractor to submit escort requests by NLT COB each Thursday must result in possibly having no escorts for the following week, and thus not allowing work during that week!
3.15 The Contractor must provide detour signage for redirection of occupants during the entirety of construction.
3.16 To minimize downtime for the area, construction activities may not start until the Contractor provides confirmation of receipt of all new products and materials necessary to complete the work, prior to start of construction.
