About this file

This Statement of Work (SOW) details a HVAC system replacement project for the VA Pittsburgh Health System's University Drive Campus. The project involves demolishing and replacing the existing steam coil units and UV light assembly on the RTU-1 air handling unit located on the B-30 roof. Specific requirements include supplying temporary treated air during repairs, installing a new 2.6 MBTU winged wall steam heating coil system with anti-corrosive coating, and implementing a new UV light system capable of destroying mold, bacteria, and viruses in accordance with ASHRAE standards.

Key technical specifications include providing air heated to 2.507 MBTU, filtered to MERV 15 specification, flowing 20,000 CFM at 3.5" W.C. SP, with relative humidity maintained between 45-55%. The contractor must also install a new hydronic coil assembly with specific performance parameters. The project has a 180-day performance period, with work hours limited to 7:00 AM to 4:00 PM Monday through Friday, excluding federal holidays. The work will be performed at the VA Pittsburgh Health Care System, University Drive Campus, in Building 30, with Pat Carr (FMS HVAC Manager) serving as the government technical point of contact.

3.0 Work to be Performed:

3.1

Contractor shall supply temporary treated air to the 80”x 30” supply air intake of the B-30 RTU-1 air supply, or alternate air intake inlet cut into the AHU’s walls while a blocking wall is constructed in the internal AHU sealing off the coil replacement area and other work areas. The air shall be heated up to a capacity of 2.507 MBTU and filtered to a MERV 15 specification flowing 20,000 CFM at 3.5” W.C. SP. The relative humidity https://www.cfm.va.gov/til/dManual/dmHVAC.pdf shall be maintained between 45-55%. The air shall also be bacterially treated with a UV light system capable of destroying all mold spores, bacteria, and viruses through proper light contact to air flow rate surface exposure. This temporary supply air system or alternate blocked wall side air inlet past the work zone plan must be submitted to COR for approval before installation. Properly treated (necessarily heated, cooled and MERV 15 filtered) air must be supplied while the current RTU-1 system is being worked on. Complete AHU four hour shutdowns followed by 2 hours on then four hours off in succession is permissible for servicing.

3.2 Contractor shall demolish the existing winged wall steam heating coil system in RTU-1 and then supply and install a new winged wall steam heating coil system for the RTU-1 unit with a capacity of 2.6 MBTU, at 5 PSI steam pressure, (2) 3” inlet, (2) 2” outlet, velocity of air = 628 FPM, entering air DB = -3 °F, leaving air DB/WB = 75.7 °F. The steam coil assembly(s) shall have an anticorrosive coating (ElectroFin E-coat), or be made out of stainless steel, provide quote for both options and delivery lead times. Contractor shall replace the existing traps and isolation valves feeding the steam coil heating system and relocate them to under the roof below the AHU in the interstitial area to create better maintenance access. Contractor shall provide submittals and all calculations for system presented to COR for approval before purchasing. After installation of coils leak/pressure testing must be competed according to ASME requirements, submit test report to COR.
