Statement of Work Document Summary
This Statement of Work (SOW) issued by the Department of the Air Force, 435th Air Ground Operations Wing (USAFE) at Ramstein Air Base, Germany, specifies the manufacture, delivery, and assembly of a steel-frame vehicle hall with concrete floor slab and prefabricated building elements for Fire Station #8 at Vogelweh Housing Area (Project YANB 21-1566). The SOW requires compliance with both German and American laws and regulations, including structural calculations, energy-saving certification per the current Building Energy Act (GEG), workshop drawings, and quality control documentation. All required documents must be delivered in both English and German within 100 calendar days of contract award, with the entire project completion required within 240 calendar days. The contractor must submit a risk assessment and hazard assessment per the Occupational Safety and Health Act at least two weeks before construction begins. All service phases require coordination with 435 CTS and approval from the CEP Engineering Flight.
The detailed performance description specifies 16 contract line items totaling approximately 1,405 square meters of construction across three primary buildings: a new vehicle hangar (16.0m x 20.0m with 320 sqm floor space), a connecting hallway (2.5m x 6.0m, 15 sqm), and a fitness room/gym facility (6.0m x 6.0m, 36 sqm). Key specifications include hot-dip galvanized steel construction with corrosion protection class C2, metal sandwich wall and roof panels with PUR/PIR insulation, 3 motorized sectional roll-up doors (Hörmann SPU F42 or equivalent), 5 standard doors with panic hardware, roof drainage systems, 12 roof safety anchors, and thermal calculations per DIN V 18599. All materials, finishes, and components are specified with particular attention to fire classification (B1 per DIN 4102), energy efficiency, and adherence to DIN standards for steel structures, concrete, and sandwich elements. Documentation and acceptance must be delivered no later than 14 days before respective service completion dates, with final completion required no later than 140 calendar days after drawing approval by 435 CTS/CEP.
